DUBLIN CITY COUNCILDUBLIN CITY COUNCIL
REGULAR MEETING - Tuesday, July 9, 1996, 7:00 p.m.

A complete packet of information containing Staff Reports and exhibits related to each
item is available for public review several days prior to a Council meeting in the City
Clerk’s Office and also at the Dublin Library.

3.ORAL COMMUNICATIONS
3.1Presentation on the Dublin San Ramon Services District - East Bay Municipal Utility
District regarding Recycled Water Authority (DERWA)
The DSRSD - EBMUD Recycled Water Authority is a joint powers authority which has been
actively planning for the implementation of the San Ramon Valley Recycled Water Program
which involves the service of recycled water to existing and future identified demands within
and adjacent to the Cities of Dublin and San Ramon and the Town of Danville. A Draft EIR
and Facilities Plan are expected to be released by DERWA within the next 2-4 weeks.
STAFF RECOMMENDATION: Receive presentation.
At this time, the public is permitted to address the City Council on non-agendized items. The
Council must, however, comply with all State Laws in regard to items not appearing on the
posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may
contact the City Clerk’s Office related to the proper procedure to place an item on a future City
Council agenda. The exceptions under which the City Council MAY discuss and/or take action on
items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the City Council with one single action. Members of the audience, Staff or
the City Council who would like an item removed from the Consent Calendar for purposes
of public input may request the Mayor to remove the item.
4.1Minutes of Regular Meeting of June 25, 1996
STAFF RECOMMENDATION: Approve
4.2Authorization to Solicit Bids - Dougherty Hills Slope Repair
This project would repair slope failures in the Dougherty Hills Open Space Park above
Crossridge Road, Jade Circle and Topaz Circle. In addition, concrete interceptor ditches will
be rebuilt to provide proper grade for drainage.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.3Eastern Dublin Waste Management Plan
AB 939 requires the City to reduce by 50%, solid waste deposited into the landfill by the year
2000. The Eastern Dublin EIR imposes a requirement that the City's Source Reduction and
Recycling Element (SRRE) and Household Hazardous Waste Element (HHWE) be modified
to include development in Eastern Dublin. A plan has been developed to be used as a guide to
assist in compliance with AB 939 diversion requirements.
STAFF RECOMMENDATION: Adopt Resolution.
4.4Approval of Contract Change Order No. 14, Asphalt Concrete Overlay - Dublin Boulevard
Widening, Contract 95-01
This change order would utilize the funds approved for the 1996-97 street overlay program to
overlay Dublin Boulevard from Donlon Way to Village Parkway. The benefit of doing this
project as a change order is to save the cost of slurry seal on Dublin Boulevard and to save the
Staff time necessary to prepare bid documents for another contract.
STAFF RECOMMENDATION: Adopt Resolution approving Contract change Order No. 14 to
Redgwick Construction Company for asphalt concrete overlay of Dublin Boulevard from Donlon
Way to east of Village Parkway, and asphalt concrete overlay of minor residential streets.
4.5Warrant Register ($687,892.42) dated July 9, 1996

6.PUBLIC HEARING
6.1Schaefer Ranch Project EIR, General Plan Amendment, Planned Development Prezoning
and Annexation Initiation
This project includes 474 single-family homes, a small commercial site, and over 250 acres of
±
open space proposed for a 500 acre site immediately west of the Dublin City Limits along the
I-580 Freeway. The Council will consider certifying the EIR for the project, and approving a
GPA, Prezoning the property, and initiating a request to the Alameda County LAFCO for
annexation of the project site.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolutions; waive
reading and INTRODUCE Ordinance; schedule second reading of Ordinance for meeting of July
23, 1996
6.2Inclusionary Zoning Ordinance PA 96-018
The Dublin General Plan and Eastern Dublin Specific Plan require that the City adopt an
Inclusionary Zoning Ordinance requiring a minimum percentage of the units in new residential
projects to be affordable to lower and moderate income families. The proposed Ordinance is
the result of the direction provided by the Planning Commission and City Council at two joint
study sessions held in February and March of this year.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving
Negative Declaration and establishing method for determining amount of In-Lieu Fee; waive
reading and ADOPT Ordinance.
6.3Rental Availability Ordinance Repeal PA 96-019
The City's Rental Availability Ordinance requires that a minimum percentage of the units in
new multi-family development projects be rented for a period of 5 years, in order to insure the
adequate supply of rental housing in Dublin. Recent surveys show that the City's objective for
rental units is being met by the housing market, and the Ordinance is no longer necessary. The
Ordinance is proposed to be repealed, and this would require an Amendment to the Housing
Element of the General Plan to delete the reference to this housing program.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving
Negative Declaration and adopting GPA; waive reading and INTRODUCE Ordinance; schedule
second reading for July 23, 1996 meeting.

8.NEW BUSINESS
8.1General Municipal Election - November 5, 1996
The next election in the City of Dublin will be on Tuesday, November 5, 1996. Offices to be
voted on shall be one Mayor (2-year term) and two Councilmembers (4-year terms). The
Council will determine: 1) whether the City or candidates shall pay the costs associated with
the printing of candidate statements in the sample ballot; 2) whether to allow 200 or 400 word
candidate statements; and 3) adopt Resolutions: a) calling the election and requesting
consolidation with the Statewide General Election and authorizing certain procedural matters;
and b) adopting regulations for candidates.
STAFF RECOMMENDATION: Determine that candidates should pay the costs associated with
the printing of candidate statements; establish a 200 word length for candidate statements; and
adopt Resolutions.
8.2Eastern Dublin Grazing Management Plan and Wildfire Management Plan
The Eastern Dublin General Plan Amendment/Specific Plan and EIR requires the City to
prepare and adopt certain implementation plans and programs before Eastern Dublin
development occurs. The City has completed two of these plans, which the City Council will
be considering for adoption: the Grazing Management Plan for one Eastern Dublin GPA area,
and the City of Dublin Wildfire Management Plan.
STAFF RECOMMENDATION: Adopt Resolution approving the Grazing Management Plan for
the Eastern Dublin GPA area and the City of Dublin Wildfire Management Plan - OR - give Staff
direction and continue the matter.
