CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL CO~1UNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council cannot deliberate or take action on a non-agenda item unless there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2 in that a) there is an emergency situation, or b) the need to take action arose subsequent to the agenda being posted. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Hembers of the audience who would like an item removed from the consent calendar for purpose of public input ma~' request the Ci ty Council to remove the item from the consent calendar. The request may be made at 1:he time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of June 26, 1989 STAFF RECOMMENDATION: Approve 4.2 Agreement with Rafanelli & Nahas for sharing of Irrigation Water Usage Costs (Tract 5511 - Villages @ willow Creek) The landscaping within the Alamo Creek channel, which is maintained by the developer, and the landscaping along Wildwood and Fall Creek Roads, which is maintained by the City as part of Landscape Maintenance Assessment District 86-1, share common water meters. This agreement provides for distribution of the water costs. STAFF RECO~ENDATION: Adopt Resolution 4.3 Acceptance of Work - Contract No. 88-6 - Traffic Signalization of Village Parkway @ Lewis Avenue and Amador Valley Boulevard @ Amador Plaza Road + Landscaping and Irrigation of Amador Valley Boulevard + Traffic Signal Modification of Dublin Boulevard @ Village Parkway This project has been completed according to the approved plans, specifications and modifications and within funds budgeted. STAFF RECOMMENDATION: Accept improvements and authorize retention and final payment to Steiny & Co., I nc. ($ 2 9 , 946 . 28 ) 4.4 City Treasurer's Investment Report for Period Ending June 30, 1989 STAFF RECOMMENDATION: Accept Report 4.5 Establishment of Assistant Planner Position As part of the 1989-90 Budget deliberations, the City Council approved the addition of an Assistant Planner to the Planning Department Staff. The City's Personnel Rules require the City Council to establish job descriptions and salary ranges for each position. STAFF RECOMMENDATION: Adopt Resolution 4.6 Warrant Register dated July 10, 1989 STAFF RECOMMENDATION: Approve 5. WRIT'I'EN CO~UNICATIONS 5.1 Request for financial support from Keystone Adult Learning Center The City Council will consider providing funds to the Keystone Adult Learning Center, a new tri-valley program serving developmentally disabled adults. STAFF RECOMMENDATION: Receive presentation and consider funding request 6. PUBLIC HEARING 6.1 Landscaping & Lighting District No. 1986-1 (Tract 5511) This assessment district maintains certain landscaping improvements within the Villages @ Willow Creek development. The proposed assessment is $120 per single-family lot and $60 per townhouse/condominium lot. STAFF RECOMMENDATION: Conduct public hearing; deliberate; Adopt Resolution approving Engineer's Report, Confirming Diagram and Assessment, and Ordering Levy of Assessment 6.2 Request for approval of the Final Alameda County Hazardous vvaste Management Plan The Alameda County Waste Management Authority is requesting that the Council review and approve the Final Alameda County Hazardous Waste Management Plan. STAFF RECOMMENDATION: Conduct public hearing; deliberate; Adopt Resolution approving the Alameda County Hazardous Waste Management Plan 7. UNFINISHED BUSINESS 7.1 Arts Foundation Fountain Revision The Dublin Arts Foundation has proposed the construction of an original piece of artwork for the Civic Center courtyard. The current concept requires revisions to the fountain originally designed for this location. In order to proceed, bid documents will need to be prepared by the Designer. STAFF RECOMMENDATION: Approve revision to Civic Center fountain and authorize Mayor to execute Agreement for Design Services 8. NEW BUSINESS - None 9. OTHER BUSINESS 10. CLOSED SESSION - None 11.
