PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Adjourned Regular Meeting of June 21, 1988 STAFF RECOMMENDATION: Approve 4.2 Award of Bid - Contract No. 88-6 - Traffic Signalization of Village Parkway @ Lewis Avenue and Amador Valley Boulevard @ Amador Plaza Road, Landscaping & Irrigation of Amador Valley Boulevard, and Traffic Signal Modification of Dublin Boulevard @ Village Parkway The low bid received for this project was $282,190.83, which is within the amount budgeted for the project. STAFF RECOMMENDATION: Adopt Resolution awarding bid to Steiny & Company and authorize Mayor to execute agreement. 4.3 Finance Report for Period Ending April, 1988 STAFF RECOMMENDATION: Approve 4.4 East Dublin Studies Consultant Services Agreement between the City of Dublin and Wallace Roberts & Todd This is a review of the Draft Consultant Services Agreement between the City and the Consultant to complete the East Dublin General Plan Amendment/Specific Plan Studies and EIR. STAFF RECOMMENDATION: Review the agreement and authorize the City Manager to sign the agreement once all of the $500,240 to complete the studies and EIR has been committed by sponsoring property owners. 4.5 City Treasurer's Investment Report for Period Ending June 30, 1988 STAFF RECOMMENDATION: Approve 4.6 Single Audit Report for Fiscal Year 1986-87 Perry Carter, CPA, has examined the City's financial documents and prepared a report on internal controls and compliance with laws and regulations. STAFF RECOMMENDATION: Review and accept reports 4.7 Designation of Lee S. Thompson as Public Works Director/City Engineer This action designates Lee S. Thompson as Public Works Director/City Engineer, pursuant to Government Code Section 36505. STAFF RECOMMENDATION: Adopt Resolution 4.8 Certification of Election Results, Advisory Ballot Measure Related to Fireworks, June 7, 1988 The City of Dublin has received from the Alameda County Registrar of Voters, the certified results of the June 7, 1988 advisory measure election. STAFF RECOMMENDATION: Adopt Resolution 4.9 Consultant Services - Valley Community Swim Center Staff has recommended that a professional swimming pool design specialist be hired to evaluate the Valley Community Swim Center and make recommendations for needed renovation. STAFF RECOMMENDATION: Approve Letter of Agreement and direct Staff to initiate study. 4.10 Property Insurance - City Facilities On July 1, 1988, the City assumed ownership of several facilities previously owned by DSRSD. Due to the substantial change in the City's insurable assets, Staff requested proposals for property insurance coverage. Staff has requested that ABAG bind the insurance effective July 1, 1988. STAFF RECOMMENDATION: Receive report and confirm the administrative action to bind insurance through ABAG (Ar~wright). 4.11 Warrant Register dated July 11, 1988 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS 5.1 Correspondence from Federal Correctional Institution Warden re Community Advisory Board The purpose of this Advisory Board would be to provide informational items regarding the activities at the Federal Correctional Institution to members of the community. STAFF RECOMMENDATION: Consider appointment to Community Advisory Board 6. PUBLIC HEARING 6.1 No Parking Zones related to Traffic Signal Installation at Village Parkway and Lewis Avenue; Designation of Village Parkway at Lewis Avenue and Amador Valley Boulevard at Amador Plaza Road as Signalized Intersections The City's project to install traffic signals at these 2 intersections requires establish- ment of certain no parking zones and also designation of the intersections as signalized ones. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution establishing no parking zones and Resolution designating signalized intersections. 6.2 Request to Substitute Subcontractor Pursuant to Public Contract Code State Law requires certain procedures to be followed when a prime contractor requests a substitution of a listed subcontractor. The requirements include a hearing before the awarding authority if objections to the substitution have been filed. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution authorizing substitution of subcontractor for millwork on the Civic Center project. 7. UNFINISHED BUSINESS 7.1 Engineering Services Contract Review (Santina & Thompson, Inc., and TJKM) Annually, the City Council reviews contract performance for those firms and agencies providing services to the City. General Engineering Services are provided by the firm of Santina & Thompson and Traffic Engineering Services are provided by TJKM. Staff has reviewed both contracts and provided an analysis and amended agreements. STAFF RECOMMENDATION: Review the services provided by Santina & Thompson, Inc., and TJKM; approve revised agreement with Santina & Thompson and authorize Mayor to execute same; approve amendment to agreement with TJKM and authorize Mayor to execute same. 8. NEW BUSINESS 8.1 General Municipal Election to be Consolidated with the Statewide General Election to be Held in the City of Dublin on Tuesday, November 8, 1988 The next Municipal Election will occur on Tuesday, November 8, 1988, and 2 Councilmember positions will be open. The Council may determine whether the City or each candidate should pay for the costs associated with printing, translating and handling of the Candidate's Statement. The Council may also determine whether to allow 200 or 400 words for the Candidate's Statement in the sample ballot. STAFF RECOMMENDATION: Consider alternatives and adopt Resolutions. 8.2 Dublin Library/Target Store Cross Access Easement A condition of approval for the Target Store CUP (PA 87-043) required a cross access easement between the Target site and the Dublin Library. The County Librarian has indicated tentative agreement to the cross access easement; however, the County requests removal of the "No Turn on Red" sign on Amador Valley Boulevard and the placement of speed bumps within the parking lot. STAFF RECOMMENDATION: 1) Give Staff direction concerning "No Turn on Red" signs on Amador Valley Boulevard; 2) authorize $6,000 budget transfer from Contingent Reserve account; and 3) authorize expenditure for improvements and direct Staff to proceed subject to prior establishment of the easement. 8.3 LAVTA (Wheels) Bus Shelter Program LAVTA has proposed a bus shelter program with alternative designs and tentative locations. STAFF RECOMMENDATION: Approve the bus shelter program subject to conditions. 9. OTHER BUSINESS 10. CLOSED SESSION - None 11. ADJOURNMENT
