CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3 . ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is NOT on tonight's agenda. Comnents should not exceed 5 minutes. If any person feels that this is not sufficient time to address their OJncern, that person should arrange with the Secretary to have their particular concern placed on the agenda for a flJture meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the City Council indicating that the subject brought up falls into one of the exceptions under Government axle Section 54954.2. 4. CONSENT CALENDAR u)nsent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item nemoved from the Consent Calendar for purpose of ~Jblic input may request the City Council to nemove the item. The request may be made at the time that the Chairperson a!5ks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Adjourned Regular Minutes of June 28, 1993 STAFF RECOMMENDATION: Approve 4.2 City Treasurer's Investment Report as of June 30, 1993 STAFF RECOMMENDATION: Approve 4.3 Acceptance of Work, Contract 93-07 Annual Sidewalk Safety Repair (Grinding) In 1992-93 the sidewalk safety repair program was undertaken under two separate contracts. The first was to remove and replace offset concrete sidewalk. That contract was previously completed and accepted. This contract ground down the high side of offset concrete sidewalk slabs and is now complete and ready for City Council acceptance. STAFF RECOMMENDATION: Accept improvements constructed under Contract 93-07 and authorize final payment in the amount of $9,902.50 to Central Coast Surface Grinding, for a total contract amount of $9,902.50. 4.4 Acceptance of Work - Contract 93-02, Annual Street Overlay/North Avenue Bike Path This project has placed an inch and a half of asphalt overlay on several of the City streets as part of the City'S Annual Street Maintenance Program. It also repaired asphalt failures for the streets to be overlaid and to be slurry sealed. The project also included the construction of a portion of the bike path along the Southern Pacific Railroad Right-Of-Way. STAFF RECOMMENDATION: 1) Accept Improvements under Contract 93-02; 2) Authorize final progress payment of $14,476.98 and retention of $22,607.28 to Les McDonald Construction, subject to receipt of retention invoice; and 3) Authorize Staff to make the necessary related budget adjustments to reflect the increased SB 300 Grant Funds. 4.5 Warrant Register Dated July 12, 1993 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION - None 6. PUBLIC HEARING 6.1 Appeal of the Planning Commission's June 7, 1993 action approving PA 93-022 st. Raymond's Church Expansion Site Development Review/Conditional Use Permit Appeal of the Planning Commission's action on June 17, 1993 approving a request by st. Raymond's Church for Site Development Review approval to allow the construction of a new two story + 20,400 square foot Parish Center/Classroom Building and Conditional Use Permit approval to allow expansion of the community facility use on the approximately 9 acre parcel. STAFF RECOMMENDATION: 1) Open Public Hearing; 2) Receive Staff Presentation; 3) Receive Public Comment; 4) Close Public Hearing; 5) Deliberate; and 5) Adopt Draft Resolutions and deny the appeal request, OR give Staff and Applicant direction and continue the matter. 6.2 Revisions to Chapter 5.100 of the Dublin Municipal Code, Parks and Recreation Areas and Facilities The City Council will conduct a public hearing to consider revisions to Chapter 5.100 of the Dublin Municipal Code dealing with Parks and Recreation Areas and Facilities. STAFF RECOMMENDATION: 1) Open Public Hearing; 2) Receive Staff Presentation; 3) Receive Public Comment; 4) Close Public Hearing; 5) Deliberate; and 6) Waive Reading and INTRODUCE Ordinance. 6.3 City-Wide Storm Water Utility Fee This utility fee supports the City and Countywide effort to reduce pollutants that get to the San Francisco Bay by way of the City's storm drain system and specifically pays for the public education, storm drain cleaning, street sweeping, and inspections. STAFF RECOMMENDATION: 1) Open Public Hearing; 2) Receive Staff Presentation; 3) Receive Public Comment; 4) Close Public Hearing; 5) Deliberate; and 6) Adopt Resolution. 7. UNFINISHED BUSINESS - None 8. NEW BUSINESS 8.1 Acceptance of Gift to City The City Council will formally accept a $350 grant for the Northern California Grantmakers for use in the City's "Fund in the Sun" Playground Program. STAFF RECOMMENDATION: 1) Accept Gift and direct Staff to prepare formal acknowledgment to the Donor; 2) Authorize an additional appropriation from "Contributions from Others" to the FY 93-94 Playgrounds Operating Supplies and Contract Services Account. 9 .
