3.1 Introduction of New Employees: Assistant Planner, Jamie Rojo and Finance Technician,

3.2 EveryOne Home Presentation by the County of Alameda (130-60)
Linda Gardner, Housing Director for Alameda County Housing and Community Development
Department will offer a presentation on the EveryOne Home Project to End Homelessness in
Alameda County.
STAFF RECOMMENDATION: Receive presentation.
3.3 Proclamation declaring Tuesday, August 7, 2007, "National Night Out" (610-50)
3.4 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state
your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or
questions asked, or may request Staff to report back at a future meeting conceming the matter. Any member of the public may contact
the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which
the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1 )(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Regular Meeting of June 19, 2007
STAFF RECOMMENDATION: Approve
4.2 Approval of Parcel Map 9451, Dublin Ranch, Area F (410-40)
Parcel Map 9451 subdivides 5.8 acres wet of Brannigan Street and south of the Fallon School
into three parcels and dedicates 0.22 acres of right-of-way for Brannigan Street. The site is
planned for semi-public uses. The purpose of this subdivision is to create parcels more
suitable in size to potential semi-public users.
STAFF RECOMMENDATION: Adopt Resolution Approving Parcel Map 9451, Dublin Ranch,
Area F.

4.3 Acceptance of Improvements Associated with Tract 7597, Starward Row (Braddock and
Logan Group III, L. P.) (600-60)
Braddock and Logan Group III, L. P., recently completed site improvements associated with Tract
7597, Starward Row. Tract 7597 is a residential development of 10 single-family detached homes
located on Starward Drive just north of Amador Valley Boulevard. It is appropriate to accept the
improvements for maintenance and release the bonds that guaranteed the work.
STAFF RECOMMENDATION: Adopt Resolution accepting the improvements associated with
Tract 7597.
4.4 Acceptance of the Tassajara Road Bridge Improvements at the Northern Drainage (Lin
Family and Sierra Land Development Corporation) (600-60)
Sierra Land Development Corporation, on behalf of the Lin Family, recently completed site
improvements associated with the Tassajara Road Bridge widening, located on Tassajara Road at
Kobold Creek just north of Shadow Hill Drive. It is appropriate to accept the streets for
maintenance and release the bonds that guaranteed the work.
STAFF RECOMMENDATION: Adopt Resolution accepting the Tassajara Road Bridge
Improvements.
4.5 Authorization to Bid Contract No. 07-08, Area G Neighborhood Square (600-35)
Construction documents for the two-care neighborhood square in Dublin Ranch, Area G located at
the comer of Chancery Way and Finnian Way have been completed and are ready for bid.
STAFF RECOMMENDATION: Authorize Staff to advertise project for bids.
4.6 Designation of Positions Authorized to Approve Disbursements from the CalPERS Retiree
Medical Trust (720-60)
The Public Employees Retirement System has requested that the City Council designate by
resolution two positions authorized to request disbursements from the Retiree Medical Trust.
STAFF RECOMMENDATION: Adopt Resolution delegating positions authorized to request
disbursements from the California Public Employees Retirement System and Other Post
Employment Benefits (OPEB) Trust.
4.7 Improvement Agreement with the Stanforth Holding Company, LLC, and the Whiting-
Turner Contracting Company for Grafton Station, Phase I - Dublin Boulevard and
Grafton Street (720-60)
As part of the infrastructure for the Grafton Station commercial center, the Stanforth Holding
Company, LLC, and the Whiting-Turner Contracting Company will be constructing traffic signal
and crosswalk improvements on Dublin Boulevard, and the private roadway improvements for
Grafton Street south of Dublin Boulevard.
STAFF RECOMMENDATION: Adopt Resolution approving the Improvement Agreement
with Stanforth Holding Company, LLC, and the Thiting- Turner Contracting Company for
Grafton Station, Phase 1 - Dublin Boulevard and Grafton Street.
4.8 Preliminary Financial Reports for the Month of May 2007 (330-50)
This item provides the report of the financial statements for the month of May 2007.
STAFF RECOMMENDATION: Receive reports.
4.9 Dublin Village Historic Area Specific Plan and Zoning Map Amendments (450-20/410-55)
The City Council will consider a request to include two additional parcels into the Dublin Village
Historic Area Specific Plan boundary and the associated Zoning Map Amendment for the Dublin
Village Historic Specific Plan overlay.
STAFF RECOMMENDATION: Adopt Resolution approving an Addendum to the Initial
Study/Mitigated Negative Declaration for the Dublin Village Historic Area Specific Plan and
amending the Dublin Village Historic Area Specific Plan to add two parcels and to make related
text changes; and waive reading and adopt Ordinance amending the Zoning Map to add the
Historic Overlay Zoning District Designation to the two parcels.

4.10 Request to Authorize the City Manager to Execute Alameda County Sheriff Geographic
Data Sharing Policy (600-40)
The Alameda County Sheriffs Department has offered to share at no charge information that will be
useful for the City Geographic Information System (GIS). The proposed action is for the City Council
to authorize the City Manager to execute a GIS-related data sharing agreement with the Sheriffs
Department.
STAFF RECOMMENDATION: Adopt Resolution authorizing the City Manager to execute
Alameda County Sheriff Geographic Data Sharing Policy.
4.11 Warrant Register ($2,650,264.07) dated July 17,2007 (300-40)
STAFF RECOMMENDATION: Approve.
5. WRITTEN COMMUNICATIONS - None
6. PUBLIC HEARINGS
6.1 Citywide Street Lighting Maintenance Assessment District No. 83-1 (360-20)
This Assessment District pays the cost of energy and maintenance for the City's street light system
except the lights that are included in Dublin Ranch Street Light Maintenance Assessment District 99-
1. This action would approve the Engineer's Report and levy of assessments for 2007-2008 Fiscal
Year. The proposed assessment is $19.34 per single-family home, which is 14.8% higher than the
2006-2007 assessment.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
approving the Engineer's Report, confirming the diagram and assessment, and ordering levy of
assessment.
6.2 Landscaping and Lighting District No. 83-2 (Tract 4719 - Stagecoach Road) (360-20)
This Assessment District pays the cost of landscape maintenance and utilities along Stagecoach Road
and the interior slopes of the Dublin Hills Estates development. This action would approve the
Engineer's Report and levy of assessment for 2007-2008. The proposed assessment is 3.0% higher
than the 2006-2007 assessment, which is within the 3.1% April 2007 Consumer Price Index, as
allowed by the terms of the Engineer's Report approved in 2003-2004.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
approving the Engineer's Report, confirming the diagram and assessment, and ordering levy of
assessment.
6.3 Landscaping and Lighting Maintenance Assessment District No. 86-1 (Villages at Willow
Creek) (360-20)
This Assessment District pays the cost of landscape maintenance and utilities for certain landscaped
areas associated with the Villages at Willow Creek development. This action would approve the
Engineer's Report and levy of assessment for 2007-2008. The proposed assessment is 3.0% higher
than the 2006-2007 assessment, which is within the 3.1 % April 2007 Consumer Price Index, as
allowed by the terms of the Engineer's Report approved in 2001.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
approving the Engineer's Report, confirming the diagram and assessment, and ordering levy of
assessment.
6.4 Landscaping Maintenance Assessment District No. 97-1 (Santa Rita Area) (360-20)
This Assessment District pays the cost of landscape maintenance and utilities for certain landscaped
areas in the area bounded by 1-580, Tassajara Road, Gleason Drive, and Arnold Road. This action
would approve the Engineer's Report and levy of assessments for 2007-2008 Fiscal Year. The
proposed assessment is $0.12 higher than the 2006-2007 assessment but is below the maximum
assessment allowed by the Engineer's Report.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
approving the Engineer's Report, confirming the diagram and assessment, and ordering levy of
assessment.

6.5 Street Lighting Maintenance Assessment District No. 99-1 (Dublin Ranch and Tract 7067)
(360-20)
This Assessment District pays the cost of energy and maintenance for the street light system in Dublin
Ranch and Tract 7067. This action would approve the Engineer's Report and levy of assessment for
2007-2008. The proposed assessment is approximately $0.92 per lot higher than the 2006~2007
assessment, but is below the maximum assessment allowed by the Engineer's Report.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
approving the Engineer's Report, confirming the diagram and assessment, and ordering levy of
assessment.
6.6 Bikeways Master Plan: Adoption of a Mitigated Negative Declaration and Amendment to
the General Plan, Eastern Dublin Specific Plan, West Dublin BART Specific Plan and the
Village Parkway Specific Plan to Incorporate Changes Related to Bicycle Circulation, and
Adoption of the Bikeways Master Plan (420-30/410-55)
One of the City Council's High Priority Goals for FY 2006-2007 was to develop a Citywide Bikeways
Master Plan. In order to adopt the Bikeways Master Plan, the Council must adopt a Mitigated
Negative Declaration and Amendments to the General Plan, Easter Dublin Specific Plan, West Dublin
BART Specific Plan the Village Parkway Specific Plan.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; and adopt Resolution
adopting a Mitigated Negative Declaration for the Bikeways Master Plan, adopt Resolution
approving a General Plan Amendment, Eastern Dublin Specific Plan Amendment, West Dublin
BART Specific Plan Amendment, and Village Parkway Specific Plan Amendment to incorporate
changes related to bicycle circulation; and adopt Resolution adopting the Bikeways Master Plan.
7. UNFINISHED BUSINESS
7.1 Disposition and Development Agreement for the Arroyo Vista Redevelopment Project with
the City of Dublin, the Dublin Housing Authority, the Housing Authority of the County of
Alameda, Eden Housing, Inc., and Citation Homes Central (600-60)
The City Council will consider approving a Disposition and Development Agreement, approving
financial assistance to the Dublin Housing Authority and waiving the affordability, allocation,
location, bedroom size, concurrence and preference point requirements of the City's Inclusionary
Zoning Ordinance for the Arroyo Vista Redevelopment Project.
STAFF RECOMMENDATION: Adopt Resolution approving the Disposition and Development
Agreement; approving financial assistance to the Dublin Housing Authority in the amount of
$1,500,000 to assist DHA in relocating the existing residents of Arroyo Vista; and waiving the
affordability, allocation, location, bedroom size, and preference point requirements and
conditionally waiving the concurrent construction requirements of the City's Inclusionary
Zoning Ordinance; approve Budget Change; direct Staff to negotiate a loan agreement and
related documents to provide financing to Eden Housing, Inc., or its affiliate in an amount not to
exceed $1,500,000 to assist in financing the construction of affordable rental units for low-
income families and low-income seniors; and authorize the City Manager to sign the DDA on
behalf of the City of Dublin.
7.2 Joint Exercise of Powers Agreement (JEPA) for the East Bay Regional Communications
System (EBRCS) (600-40)
The City Council will consider approving the Joint Exercise of Powers Agreement for the
East Bay Regional Communications Systems and will consider authorizing the City Manager
to execute the final agreement.
STAFF RECOMMENDATION: Adopt Resolution conceptually approving a JEPA among the
Counties of Alameda and Contra Costa and various Cities located within those Counties forming
the East Bay Regional Communications System Authority, and authorize the City Manager to
execute the final agreement.

8. NEW BUSINESS
8.1 San Ramon Village Plaza Development - Public Art (900-50)
The City Council will receive a proposal for an art mural by local artist Gary Winter to be
installed at the San Ramon Village Plaza Development.
STAFF RECOMMENDATION: Approve artwork- OR - provide alternate direction.
8.2 Initiation of a General Plan Amendment and Eastern Dublin Specific Plan Amendment
Study for the Anderson Property located at 3457 Croak Road (420-30/410/55)
The City Council will review the request to initiate a General Plan and Specific Plan
Amendment Study to increase the residential density on the Anderson property from a
maximum of 98 units to a total of 108 units.
STAFF RECOMMENDATION: Adopt Resolution Approving the Request to Initiate a General
Plan and Eastern Dublin Specific Plan Amendment Study - OR - Adopt Resolution Denying
Initiation of a General Plan and Eastern Dublin Specific Plan Amendment Study.
8.3 Participation in the Climate Protection Project for Alameda County Jurisdictions (530-50)
In an effort to improve environmental practices, Stopwaste.org has partnered with the
International Council of Local Environmental Initiatives (ICLEI) and initiated an effort to
understand, quantify and reduce the activities that may contribute to the release of green
house gases within Alameda County. The City Council will consider approving the City's
participation in the Climate Protection Project for Alameda County jurisdictions to assess the
City's carbon emissions.
STAFF RECOMMENDATION: Review and discuss participation in project and if participation
is desired, adopt Resolution, approve $11,500 budget change and designate a City
Councilmember to participate in the program - OR - provide Staff with other direction.
9. OTHER BUSINESS
9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
Reports and Reports by Council related to Meetings Attended at City Expense (AD 1234).
10. ADJOURNMENT- In memory of our fallen troops.
Adjourn to a Joint City CouncillPlanning Commission Special Meeting (Study Session) on Tuesday,
August 7, 2007 from 5:00 p.m. to 7:00 p.m., to discuss the Downtown Specific Plan. A Regular City
Council meeting will follow at 7:00 p.m.
