STAFF RECOMMENDATION. Approve. 4.2 Approval of Amendment No. 1 to Agreement with the Lin Family regarding Funding for Constmction ofthe 1-5801Fallon Road Interchange Improvements (600-60) The City of Dublin plans to improve the 1-5801Fallon Road freeway interchange to mitigate the Dublin Ranch area development. The proposed amendment of the agreement between the Lin Family and the City of Dublin would provide additional funds for the construction of the interchange improvements. STAFF RECOMMENDATION Adopt Resolution approving Amendment No.1 to Agreement between Lin Family and City of Dublin reganling funding for construction of the 1-5801Fallon Road Interchange Improvements. 4.3 Approval of Parcel Map 8879, Dublin Ranch, Area H (410-40) The area of Parcel Map 8879 is located south of Dublin Boulevard between Grafton Street and Keegan Street (Dublin Ranch Area H). Parcel Map 8879 subdivides Parcel 2 of Parcel Map 8640, containing 28 76 acres, into two parcels, one containing 12.75 acres and the other 1601 acres. STAFF RECOMMENDATION Adopt Resolution approving Parcel Map 8879, Dublin Ranch, Area H. 4.4 Approval of Improvement Agreement with the Lin Family and Sierra Land Development Corporation for Fallon Road ~ Dublin Boulevard to Central Parkway (600-60) As part of the infrastructure for Dublin Ranch, the Sierra Land Development Corporation has been constructing various roadway improvements for the Lin Family The Improvement Agreement with the Lins and Sierra Land Development Corporation will cover the construction of improvements for Fallon Road - Dublin Boulevard to Central Parkway STAFF RECOMMENDATION Adopt Resolution approving the Improvement Agreement with the Lin Family and Sierra Land Development Corporation for Fallon Road - Dublin Boulevard to Central Parkway 4.5 Approval of Improvement Agreement with the Lin Family and Sierra Land Development Corporation to Construct Street Improvements for Dublin Boulevard from Lockhart Street to Fallon Road, and for Fallon Road from Dublin Boulevard to 1-580 (600-60) As part of the infrastructure for Dublin Ranch, the Sierra Land Development Corporation has been constructing various roadway improvements for the Lin Family The Improvement Agreements with the Lins and Sierra Land Development Corporation will cover the construction of street improvements for Dublin Boulevard from Lockhart Street to Fallon Road, and from Fallon Road from Dublin Boulevard to 1-580 ST AFF RECOMMENDATION' Adopt Resolution approving the Improvement Agreement with the Lin Family and Sierra Land Development Corporation to construct street improvements for Dublin Boulevard from Lockhart Street to Fallon Road, and for Fallon Road from Dublin Boulevard to 1-580 4.6 Approval of Consulting Services Agreement with Shums Coda Associates for Building & Safety Services in the Community Development Department (600-30) The City Council will authoriz.e Staff to hire outside consultants to assist Staff with projects on an as-needed baSIS. STAFF RECOMMENDATION Adopt Resolution approving Consulting Services Agreement with Shums Coda Associates and authoriz.ing the City Manager to execute Agreement. July Ill, 2006 Dublin City Council Agenda REVISED Pa~e 2 of 5 4.7 Amendment to an Adopted Planned Development District for Willows at San Ramon Village Plaza (formerly known as Bancor Alcosta), PA 02-063 (450-20) This is the second reading of an Ordinance amending an adopted Planned Development Zoning District to modify the approved phasing plan for the mixed-use development project at San Ramon Village, located at the comer of San Ramon Road and Alcosta Boulevard, which includes the construction of 56 townhomes and the remodeling of :,:14,000 square feet of an existing commercial building. The amendment also includes minor clean-up items. STAFF RECOMMENDATION: Waive second reading and adopt Ordinance approving amendments to Stage 1 and Stage 2 Planned Development Zoning Development Plan (PA 02- 063) for the project known as Willows at San Ramon Village Plaza (Braddock & Logan Services, Inc.) 4.8 Warrant Register ($11,105,818.68) dated July 18, 2006 (300-40) STAFF RECOMMENDATION Approve 5. WRfTI'EN COMMUNICATIONS - None 6. PUBLIC HEARING 6.1 Schaefer Ranch Stage 2 Development Plan, Submitted by ScbaeferRaneh Holdings, LLC (Discovery Builders), PA 06-031 (450-20) The City Council will consider approving a Stage 2 Development Plan for 302 single-family homes on a 500.28-acre land to be located north of 1-580 at the Schaefer Ranch Road underpass and at the westerly terminus of Dublin Boulevard. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance approving Stage 2 Development Plan for Schaefer Ranch submitted by Discovery Builders. 6.2 Citywide Street Lighting Maintenance Assessment District No. 83-1 (360.20) This Assessment District pays the cost of energy and maintenance for the City's street light system except the lights that are included in Dublin Ranch Street Light Maintenance Assessment District 99-1. This action would approve the Engineer's report and levy of assessments for 2006-2007 The proposed assessment, $16.84 per single-family home, is the same as the 2005-2006 assessment. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving the Engineer's Report, contioning the diagram and assessment, and ordering levy of assessment. 6.3 Landscaping and Lighting Maintenance Assessment District No. 83-2 (Tract 4719 - Stagecoach Road) (360-20) This Assessment District pays the cost of landscape maintenance and utilities along Stagecoach Road and the "interior slopes" of the Dublin Hills Estates development. This action would approve the Engineer's Report and levy of assessments for 2006-2007 The proposed assessment is 2.8% higher than the 2005-2006 assessment, which is commensurate with the Consumer Price Index rate of inflation, as allowed by the terms of the Engineer's Report apPTOved in 2003-2004. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving the Engineer's Report, confinning the diagram and assessment, and ordering levy of assessment. July 18, 2006 Dublin Cily Council Agenda REVISED Pa~e 3 of 5 6.4 Landscaping and Lighting Maintenance Assessment District No. 86-1 (ViJlages at Willow Creek) (366-20) This Assessment District pays the cost of landscape maintenance and utilities for certain landscaped areas associated with the Villages at Willow Creek development. This action would approve the Engineer's Report and levy of assessment for 2006-2007 The proposed assessment is 2.8% higher than the 2005-2006 assessment, which is commensurate with the Consumer Price IndeJlO rate of inflation, as allowed by the tenus of the Engineer's Report approved in 2001 STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving the Engineer's Report, confirming the diagram and assessment, and ordering levy of assessment. 6.5 Landscaping Maintenance Assessment District No. 97.1 (Santa Rita Area) (360-20) This Assessment District pays the cost of landscape maintenance and utilities for certain landscaped areas in the area bounded by 1-580, Tassajara Road, Gleason Drive, and Arnold Road. This action would approve the Engineer's Report and levy of assessments for 2006- 2007 The proposed assessment is the same as the 2005-2006 assessment. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving the Engineer's Report, confirming the diagram and assessment, and ordering levy of assessment. 6.6 Street Lighting Maintenance Assessment District No. 99-1 (Dublin Ranch and Tract 7067) (366-20) This Assessment District pays the cost of energy and maintenance for the street light system in Dublin Ranch and Tract 7067 This action would approve the Engineer's Report and levy of assessment for 2006.2007 The proposed assessment is apprmumately 74% ($1570 per lot) higher than the 2005-2006 assessment, but is below the maximum assessment allowed by the Engineer's Report. STAFF RECOMMENDATION Conduct public hearing; deliberate; adopt Resolution approving the Engineer's Report, confinuing the diagram and assessment, and ordering levy of assessment. 7. UNFINISHED BUSINESS 7.1 Design Development Plans for New Shannon Community Center (216-30) At its March 7, 2006 meeting, the City Council voted for their preferred Shannon Community Center Design option and authorized Staff to move forward with the design development of the project The architect has prepared the design development plans which include more detailed building plans and elevations; materials options for both the interior and exterior of the building and two different color schemes. STAFF RECOMMENDATION: 1) Receive presentations and public comment; 2) select preferred materials, details and color scheme; 3) authorize removal of gazebo and replacement with "faerie ring"; 4) detennine percentage of total capital project budget to be allocated for public art; and 5) authorize Staff to prepare construction documents. 8. NEW BUSINESS 8.1 Alamo Creek Bicycle Path: Potential Connection to TraiJ Located in San Ramon at the Cross ridge Road Gate (936-30) The City Council will consider correspondence and testimony, and provide direction to Staff regarding the connection ofthe Alamo Creek Bicycle Path to a trail located at the co-terminus of the path and a trail located in San Ramon at the end of Cross ridge Road. STAFF RECOMMENDATION: Receive report, accept public comment, and provide direction to Staff with regard to a connection between the two facilities or provide alternative direction. July t8, 2006 Dublin City Council Agenda REVISED PaRe 4 of 5 8.2 Dublin Ranch Area F ~ Neighborhood Square Conceptnal Design (290-30) As approved in the FY 2006-2011 Capital Improvement Program. construction of the 2-acre Neighborhood Square in Dublin Ranch Area F will begin FY 2006-2007 and will be complete in FY 2007-2008. In order to meet that timefmme, the City's consultant, Keller Mitchell and Company, will be presenting the preferred conceptual square design for Council approval, STAFF RECOMMENDATION: I) Receive presentations and public comment; 2) approve the Preferred Conceptual Square Design for the Dublin Ranch Area F Neighborhood Square; and 3) authorize Consultant to proceed with the preparation of the construction documents 8.3 Appointment of Ad-Hoc Committee to Evaluate CitizeolOrganizatloo of the Year Program and City', Annual Volunteer Recognition Event Date Chaoge (116-30/610-S0) As part of the 2006-2007 Goals & Objectives program, the Council identified a high priority goal to "Evaluate the need to improve and expand the Citizen and Organization of the Year Program." The Council will appoint two Councilmembers to serve on the Ad-Hoc Committee, The Council will also detennine a new permanent date for the annual Volunteer Recognition Event, at which time the Citizen and Organization of the Year are announced, STAFF RECOMMENDATION 1) Confirm the appointment of Mayor Lockhart and Cm, Hildenbrand to the Ad-Hoc Committee, with a timeframe of August - October 2006, and 2) Determine new permanent date for the Volunteer Recognition Event, 8.4 Designation of Voting Delegate and Alternate for the 2006 League of California Cities Annual Conference (610-40) At its December 21. 2004 meeting, the Council appointed Cm, Oravetz as Voting Delegate and Cm. Hildenbrand as Alternate for the League's 2006 Annual Conference. Due to unforeseen scheduling conflicts, Cm, Oravetz is unable to attend the conference, and Cm. Hildenbrand is unable to attend the entire conference, As such, it will be necessary for the Council to appoint new delegates to the conference.
