3.1 Proclamation welcoming the Valley Children's Museum to the Tri-Valley (File # 610-50)
3.2 Appointment of Dublin Members to LA VTA's WHEELS Accessible Advisory Committee
(W AAC) (File # 110-30)
WAAC Committee members advise the LA VT A Board of Directors on matters: relating to
WHEELS bus system accessibility and Dial-A-Ride servicès as they pertain to the elderly and
persons with disabilities. Each of the participating agencies appoint two mem~rs and one
alternate to the Committee. At this time, the Mayor recommends the appointment of Wendy
Lockhart for a two-year term (expiring in June 2006) as one of the City's memQer
representatives and the appointment of current alternate Shawn Costello for a ope-year term
(expiring in June 2005) as Dublin's second member representative. There are qurrently no
applicants to fill the alternate member seat.
STAFF RECOMMENDATION: Confirm appointment of Wendy Lockhart and shawn Costello
as members of the W MC.
3.3 Public Comments
At this time, the public is pennitted to address the City Council on non-agendized items. Please step to the podium and clearty state
your name for the record. COMMENTS SHQI.!LD NOT EXCEED THREE (3) MINUTES. in accordance with St!!te Law, no action
or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or
questions asked, or may request Staff to report back at a future meeting conceming the matter. Any member of the public may
contact the City Clerk's OffICe related to the proper procedure to place an item on a future City Council agenda. The exceptions
under which the City Council MAY discuss andIor take action on items not appearing on the agenda are contairied in Government
Code Section 54954.2(b)(1}(2)(3). ;
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who w04lld like an item
removed from the Con$ent Calendar for purposes of public input may request the Mayor to remove tIM item.
4.1 Minutes of Adjourned Regular Meeting of June 28, 2004
STAFF RECOMMENDATION: Approve
4.2 Amendment to Agreement (Rate Adjustment) with SNG & Associates, Inc., for
Engineering Services (File # 600-30)
SNG & Associates has provided the City with professional engineering and Staff support
services since 2002. This action would approve a rate adjustment for the secoJ1.d year of a
two-year agreement.
STAFF RECOMMENDATION: Adopt Resolution approving amendment to agreement.
4.3 Amendment to Agreement with TJKM Transportation Consultants for Trat1i~
Engineering Services (File # 600..30)
TJKM Transportation Consultants has provided the City of Dublin with traffic engineering
services since 1992. The City Council· will consider approving a rate adjustment for the
second year of a two-year agreement.
STAFF RECOMMENDATION: Adopt R~olution approving amendment to agreement.
4.4 Approval of Amendment to Existing Engineering Services Contract with Omni-Means (File
# 600-30) .
Omni-Means provides general traffic engineering services to the City based on the adopted
rate schedule. The City Council will consider amending the agreement withOnmi-Means to
allow for a rate adjustment. .
STAFF RECOMMENDATION: Adopt Resolution approving amendment to agreement.
4.5 Amendment to Agreement with Berlogar Geotechnical Consultants for Generftl
Geotechnical Services (File # 600-30)
Berlogar Geotechnical Services has provided the City of Dublin with testing, plan checking
and peer review services since 1996. . This action would approve a rate adjustment for the
second year of a two-year agreement.

4.6 Approval of Amendment to Agreement with TruGreen LandCare for Assess~ent District
Landscaping Maintenance <File # 600-30) .
The City entered into an Agreement with TruGreen LandCare in November 2002 for
landscaping maintenance services in the Stagecoach and Dougherty Assessment Districts. It
is proposed to extend the agreement until June 30, 2005.
STAFF RECOMMENDATION: Adopt Resolution approving amendment to agreement.
4.7 Amendment to Agreement (Rate Adjustment) withRBF Consulting for EngÎlÌeering
Services (File # 600-30)
RBF Consulting has provided the City with general civil engineering and land surveying
services since 2003. This action would approve a rate adjustment for the second year of a
two-year agreement.
STAFF RECOMMENDATION: Adopt Resolution approving amendment to agreement.
4.8 Request from Dublin Unified School District (DUSD) for Additional Funding' for Technical
Support under the "Computers for our Schools" Project (File # 515-20)
The City Council will authorize funding in the amount of $62,500 for technical.. support for
the Computers for our Schools Project to the DUSD, which was previously approved by the
Fiscal Year 2004..05 Budget adoption.
STAFF RECOMMENDATION: Authorize City Manager to execute Agreement with DUSD.
4.9 Consulting Services Agreement with Zumwalt Engineering Group for Engineering Services
(File # 600-30)
Zumwalt Engineering Group has provided the City with general civil engineering services
since 1997, primarily for private development review and plan checking. It is proposed to
enter into a new two-year consulting services agreement.
STAFF RECOMMENDATION: Adopt Resolution approving agreement.
4.10 Warrant Register ($2,228,646.96) dated July 20, 2004 (File # 300-40)

6. PUBLIC HEARING
6.1 Bancor Properties P A 02-062 Tralee - Planned Development Rezone Stage 1 and Stage 2
Development Plan, Vesting Tentative Map and Site Development Review (File # 450-30
/600-60)
The Applicant is applying for a Stage 1 and 2 Development Plan forthe 10.61-acreßite located
north of Dublin Boulevard and west,ofDougherty Road. Approval of the Planned pevelopment
Rezone would provide for a mixed-use project that includes construction of residel1tial
townhouse-style condominium units on the site of a 104,000 square foot existing
retail/commercial building (fonner Pak 'N Save site).
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
approving the Mitigated Negative Declaration and Mitigation Monitoring Program; waive
reading and INTRODUCE Ordinance; adopt Resolution approving the Vesting Tentative Map
7457 and the Site Development Review.
6.2 General Plan Amendments (GP A) for Bancor Properties Tralee and San RalJ}on Village
Plaza Projects P A 02-062 and P A 02-063 (File # 420..30) ,
This proposed GP A consists of a change in General Plan text to create a new Mixe~-Use Category
in the Primary Planning Area of the General Plan, and a change in land use designation for two
properties within the Primary Planning Area from Retail Office to Mixed-Use to provide for the
construction of mixed use developments on each site located at 6617 Dublin Boule,vard (fonner
Pak 'N Save Shopping Center) and 8909 San Ramon Road (San Ramon Village Shopping
Center).
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
approving the OP As - OR - if the City Council wishes to deny either both or one 9f the OP As,
continue item to the August 3, 2004 Council meeting.
6.3 Certification of Initial Study/Mitigated Negative Declaration and Mitigation Monitoring
and Reporting Program for the Tassajara Road/FaUon Road Ultimate Right-of-Way
Alignment, and Establish Ultimate Right-of-Way Lines for Tassajara Road and Fallon
Road (File # 820-90) .
The proposed ultimate right-of-way lines for Tassajara Road and Fallon Road will esU!blish a right-of-
way alignment for the future widening ofTassajara Road to six lanes, and the future nprthern
extension of Fallon Road to four lanes, pursuant to Dublin Municipal Code chapter 7.68 and
Mitigation Measure 3.3/14.0 of the Eastern Dublin Specific Plan EIR.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
approving the Initial StudylMitigated Negative Declaration and Mitigation MonitQring and
Reporting Program; waive reading and INTRODUCE Ordinance to Establish Ultip1ate Right-of-
Way Lines for Tassajara Road and Fallon Road.
6.4 Citywide Street Lighting Maintenance Assessment Distrid 83-1 (File # 360-50)
This assessment district funds the maintenance of the City's street lighting system, exèept for lights in
Dublin Ranch and Tract 7067 (CHfden Pare). This action would approve the Engineer's Report and
levy of assessments for 2004-05. The assessment for this District is not proposed to increase above
the 2003-04 level. '
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
approving Engineer's Report, Confirming Diagram and Assessment, and ordering levy of
assessment.
6.5 Landscaping & Lighting District No. 83-2 (Tract 4719 - Stagecoach Road) (File # 360-20)
This assessment district funds the maintenance of street-side landscaping along Stagecoach Road
and on the interior slopes of the Dublin Hills Estates development. This action would approve the
Engineer's Report and levy of assessments for 2004-05. The assessment for this Qistrict is
proposed to increase 0.5% above the 2003-04 level in accordance with the tenns ~fthe Engineer's
Report previously approved by property owners.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
approving Engineer's Report, ConfIrming Diagram and Assessment, and ordering levy of
assessment.
6.6 Landscaping & Lighting District No. 86-1 (Villages at Willow Creek) (FUe # 3()0-20)
This assessment district funds the maintenance of street-side landscaping along portions of
Dougherty Road and Amador Valley Boulevard and certain common area landsþaping within
the Villages at Willow Cr~ek development. This action would approve the Engineer's Report
and levy of assessments for 2004-05. The assessment for this District is proposed to increase
0.5% above the 2003-04 level in accordance with the terms of the Engineer's R~ort
previously approved by property owners. f
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
approving Engineer's Report, Confirming Diagram and Assessment, and ordering levy of
assessment.
6.7 Landscaping & Lighting District No. 97·1 (Santa Rita Area) (File # 360-20)
This assessment district funds the maintenance of street-side landscaping within the Santa
Rita development area, which is generally bounded by 1-580, Gleason Drive, AÌnold Road
and Tassajara Road. This action would approve the Engineer's Report and levy of
assessments for 2004-05. The assessment for this District is not proposed to inçrease above
the 2003-04 level. ~
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolµtion
approving Engineer's Report, ConfIrming Diagram and Assessment, and ordering levy of
assessment.
6.8 Dublin Ranch Street Lighting Maintenance Assessment District No. 99-1 (FUe # 360-20)
This assessment district funds the maintenance of the City's street lighting system in Dublin
Ranch and Tract 7067 (Clifden Parc). This action would approve the Engineer~s Report and
levy of assessments for 2004-05. The assessment for this District is not proposed to increase
above the 2003..04 level.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt ResQlùtion
approving Engineer's Report, Confirming Diagram and Assessment, and ordering levy of
assessment.
7. UNF!NIS~D BUSINESS
7.1 Release of Request for Proposals for Solid Waste Senrices (File # 810-10)
The City Council is being asked to review, approve and authorize the release of the Request
for Proposals (RFP) package for solid waste services beginning July 1,2005.
STAFF RECOMMENDATION: Approve release ofRFP package in substant~a1ly the form
presented; provide direction on "Process Integrity Rules", proposed evaluation,process and
Measure D funding for waste transferred out of the County for disposal. .
7.2 Continuance of discussion on the Donlon Way Historic Area (File # 910-40)
Staff is completing an analysis of several approaches to planning in the historic area and is
summarizing several options (along with the cost implications thereof) for the City Council's
review.at the August 3, 2004 Council meeting.
STAFF RECOMMENDATION: Continue item to August 3,2004 City Council meeting.
8. NEW BUSINESS
8.1 Approval of Memorandum of Understanding (MOU) regarding the San Francisco Bay
Area Interim Center-to-Center Program (File # 1060-80)
This item is to allow the City of Dublin to participate in the development of a Center-to-
Center System that will enable the exchange of traffic information between tht1 1-580 Smart
Corridor system and other Smart Corridor systems in the San Francisco Bay Area for the
purpose of improving regional trànSportation management and ensuring accuracy and
timeliness of travel information to the public.
STAFF RECOMMENDATION: Adopt Resolution approving the MOD.
8.2 Approval of Draft City Goals for the Strategic Community Visioning Process 'for future
private development of Camp Parks (File # 610-20)
Staff developed a draft list of City goals and is seeking Council direction on whether the list is
inclusive of the Council's concerns and aspirations regarding future private development on
182 acres at Camp Parks. e
STAFF RECOMMENDATION: Provide direction to Staff.
8.3 Designation of Agency Labor Negotiators - Unrepresented Employee: City Manager (File
# 110-30/600-30)
This item provides for the designation of two members of the City Council as tlie City's
representatives to discuss conditions of employment, including salary and fringe benefits, for
the City Manager. ·e
STAFF RECOMMENDATION: Designate two members of the City Council as City
Representatives to negotiate with the City Manager.
8.4 Agreement with the Tri-Valley Convention & Visitors Bureau (TVCVB) (File'# 600-30)
This proposed agreement outlines the services provided by the Tri~ Valley Convention &
Visitors Bureau to the City of Dublin in return for the City's Fiscal Year 2004-05 fmancial
contribution of$56,555.
. STAFF RECOMMENDATION: Approve agreement and authorize City Manager:to execute.
8.5 Shannon Community Center Improvements <File # 600-30) .
The Council will receive a report analyzing the condition of the Shannon Community Center
and review options related to building repair or replacement and consider reconimendations to
deal with activity space and Staff office space.
STAFF RECOMMENDATION: Provide direction on community center building options; if
center is rebuilt, provide direction on programming options; approve placement of modular
buildings at Emerald Glen Park and modifications to Library Expansion Space for Staff offices;
adopt Resolution approving finding of emergency allowing waiver of competitive 'bid process
and emergency contract for lease of modular building; approve Budget Change in the amount of
$182,985; and approve Change Order with Valley Crest Landscape Development ÎÌ1 the amount
of $23,392.32.
