CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meetings of June 16, June 22, & June 23, 1987 STAFF RECOMMENDATION: Approve 4.2 Investment Report for the period ending June 30, 1987 STAFF RECOMMENDATION: Approve 4.3 Cal I.D. Contract The City Council has adopted a resolution which approved participation in the Cal I.D. - Remote Access Network. This is a computerized fingerprint system, which will be shared by participating police agencies. The agreement sets forth the organization of the system and the financial costs to the City. STAFF RECOMMENDATION: Approve and authorize Mayor to execute the Agreement. 4.4 Award of Bid: Contract No. 87-5 Dougherty Road Fence at Camp Parks This chain link fence is part of the City's agreement for a road right-of-way easement with Camp Parks. The low bid of $17,326 is within the budget for the project. STAFF RECOMMENDATION: 1) Award bid to Central Fence Co. l) Authorize Mayor to execute the Agreement. 4.5 Single Audit Report for Fiscal Year 85/86 Pursuant to Federal Law the City of Dublin is required to comply with the Single Audit Act. The City's independent auditor has concluded a review of the records for the year ending June 30, 1986. Based on testings, the study and evaluation disclosed that the City had complied with the laws and regulations. STAFF RECOMMENDATION: Review and accept reports. 4.6 City Manager's Employment Agreement The terms and conditions of the City Manager's employment are identified in an agreement dated June 9, 1986. The City Council has reviewed the City Manager's performance and current agreement. Following the review an agreement which modifies compensation and fringe benefits has been prepared for approval by the City Council. STAFF RECOMMENDATION: Approve and authorize Mayor to execute Agreement; approve budget change 4.7 Award of bid: Contract 87-6 Kolb Park Improvements The low bidder on the base bid items was Gateway Landscape with a bid of $535,000, and on the base + alternates Valley Crest Landscape with a bid of $621,329. This bid is within the amount budgeted for the project. STAFF RECOMMENDATION: 1) Award bid to Valley Crest Landscape based on inclusion of all bid alternates. 2) Authorize Mayor to execute Agreement. 4.8 Citywide Street Lighting Maintenance Assessment District This assessment district supports the energy and maintenance costs of the City's Street Lighting System. STAFF RECOMMENDATION: 1) Adopt resolution approving preliminary Engineer's report, confirming diagram & assessment. 2) Adopt resolution appointing time and place of hearing protests in relation to proposed assesments 4.9 Denial of Claim submitted by State Farm Insurance The City has received a "Notice of Claim" from State Farm Insurance, regarding a minor traffic incident involving Dublin Police Services personnel. The City's Insurance provider has recommended that the City deny the claim. Alameda County provides coverage for services rendered under contract to the City of Dublin. STAFF RECOMMENDATION: Deny the claim, notify claimant and City's Insurance Provider. 4.10 Distribution of "Measure B" Funds In 1986, the voters of Alameda County approved a sales tax increase to fund transportation needs. The approved Expenditure Plan included the provision of funds to cities for local streets and roads. This agreement will allow the City to begin receiving the funds. The proposed use of the funds are street projects identified in fiscal year 1989-90 of the approved Capital Improvement Plan. STAFF RECOMMENDATION: Authorize Mayor to execute Agreement and appropriate the 1987/88 Allocation to the Reserve Fund for Street Improvement. 4.11 National Recreation & Park Association 1987 Congress The National Recreation and Park Association will be conducting a conference in New Orleans, Louisiana. The conference provides an opportunity for Staff to obtain information related to activities and current issues in this field. STAFF RECOMMENDATION: Authorize attendance of Recreation Director. 4.12 Kolb Park Landscape Architectural Services The firm of Singer and Hodges has prepared park plans consistent with an agreement approved on September 22, 1986. The remaining work involves monitoring of the construction activities. The proposed addendum would reduce the scope of work to be handled by the Project Architect. The work not performed by the Architect will be handled by a Public Works Inspector. STAFF RECOMMENDATION: Authorize Mayor to execute the Addendum. 4.13 Warrant Register dated July 21, 1987 STAFF RECOMMENDATION: Approve 4.14 Landscaping & Lighting District No. 1983-2 (Tract 4719) This assessment district maintains the landscaping along Stagecoach Road and on the slopes within the Beck Development, as well as the Dougherty Hills open space. STAFF RECOMMENDATION: Adopt resolutions approving preliminary engineer's report and setting time and place for protest hearing (August 10 City Council meeting). 5. WRITTEN COMMUNICATIONS 6. PUBLIC HEARING 6.1 Dublin Downtown Specific Plan and Associated General Plan Amendment The City Council continued the public hearing on the Dublin Downtown Specific Plan and Associated General Plan Amendment from May 11 and May 26, 1987. Staff and consultant have prepared a chart of implementation strategies indicating revised estimated dollar costs and estimated Staff time. STAFF RECOMMENDATION: Open public hearing; hear presentations and testimony; pose questions; close public hearing; provide conceptual approvals; adopt resolution re: Negative Declaration; adopt resolution re: Specific Plan and General Plan Amendment; direct Staff to bring back time frames. 7. UNFINISHED BUSINESS 7.1 Report from City Attorney on Special Election related to Fireworks. At the City Council meeting on June 22, 1987, Staff was directed to evaluate options for submitting a measure to the voters, regarding the regulation of fireworks. The City Attorney's Office has prepared a review of various options for conducting an election. The options discuss the timing of the election, whether the issue is an advisory measure or a proposition, and estimated costs. STAFF RECOMMENDATION: Consider alternatives and provide appropriate direction. 8. NEW BUSINESS 8.1 1987 Dublin Shamrock Festival The Dublin Shamrock Festival is August 1 & 2, 1987 at the Dublin Sports Grounds. The majority of the festival costs are being covered by funds raised by the Festival Steering Committee but Staff is recommending that the City absorb the costs associated with traffic control & Public Works assistance. STAFF RECOMMENDATION: Authorize a budget transfer in the amount of $2,500 from the contingent reserve. 8.2 Dublin/Bray Sister City Association Visit The City of Dublin Sister City Association will be hosting a delegation from Bray, Ireland. As part of the planned activities, a Welcome Reception has been arranged for July 24, 1987. Invitations will be extended to elected officials and the Sister City Association. STAFF RECOMMENDATION: Receive Report. 9. OTHER BUSINESS 10. CLOSED SESSION Pending Litigation - City of Dublin vs. BART; City of Dublin vs. Pet Prevent-A-Care - Government Code section 54956.9(a) II.
