DUBLIN CITY COUNCIL
REGULAR MEETING - July 22, 1985

3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item
which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any
person feels that this is not sufficient time to address their concern, that person should
arrange with the City Manager to have their particular concern placed on the agenda for a
future meeting.
4. CONSENT CAlENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for
approval by the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for
purpose of public input may request the City Council to remove the item from the consent
calendar. The request may be made at the time that the Mayor asks the audience members if
there is anyone interested in removing an item from the Consent Calendar.
4.1 Warrant Register dated July 22, 1985
STAFF RECOMMENDATION: Approve
4.2 Claim for Damages by Pacific Gas & Electric Company
The attorney representing the City of Dublin in a wrongful death case has filed a
cross complaint which names, among others, Pacific Gas & Electric Company. PG&E
has followed this by filing a claim against the City.
STAFF RECOMMENDATION: Deny claim and refer to City's Insurance Carrier.
4.3 Authorization to Purchase Copy Machine
The approved 1985-86 Capital Improvement Program included the purchase of a new
copy machine. This will allow for the existing copy machine to be placed at
Shannon Center. Staff has reviewed the City's needs and products available.
STAFF RECOMMENDATION: Authorize a waiver of formal bid procedures and purchase of
a Royal 5003 from the manufacturer.
4.4 Authorization to Purchase Word Processing Equipment
The approved 1985-86 Capital Improvement Program included the purchase of two
additional word processing stations to be used in the Police Department and Public
Works Department. This additional equipment will enhance the overall producti vi ty
and effectiveness of City Staff.
STAFF RECOMMENDATION: Authorize an exception to the competitive bidding
requirements and authorize Staff to purchase Snytrex word processing equipment.
4.5 Financial Report for Period Ending June 30, 1985 - Pro-Forma
STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATIONS
5.1 Valley Multi-Health and Human Service Center
The City has received a request from Ms. Joyce Berger, Co-Chairperson of the
Valley Multi-Health and Human Service Task Force. Representatives from the task
force will make a presentation regarding the development of a multi-purpose
service center to be located in the Valley.
STAFF RECOMMENDATION: Recei ve presentation and consider.
5.2 Update on Master Emergency Medical Services Agreement with County of Alameda
The City has received a letter from the Chairman of a subcommittee on Emergency
Medical Services requesting approval of an EMS agreement. The proposed agreement
contains fundamental problems due to the special district status of the City's
fire services. Chief Phil Phillips will provide an update on the provision of
paramedic services.
STAFF RECOMMENDATION: Receive Report and direct Staff to inquire as to the
possibility of a credit for the funds not expended.
6. PUBLIC HEARING
6.1 PA 85-005.1 and .2 - Dolan School Site - Murray School District Planned
Development Rezoning and Tentative Map 5402
On July 8, 1985, the City Council adopted resolutions approving the Dolan School
Si te PD Rezoning & Tentative Map. The City Council introduced an ordinance
amending the Zoning Ordinance. The proj ect involves 88 single family lots and a 5
acre future park site. The Council revised three of the conditions of approval.
STAFF RECOMMENDATION: Open public hearing; hear presentation and testimony; pose
questions; close public hearing; deliberate; waive reading and adopt ordinance.
6.2 PA85-032 Bedford Properties Planned Development and Rezoning
Bedford Properties is requesting PD Rezoning to allow industrial business park
uses and a sign program for 11 buildings being constructed at Sierra Court and
Sierra Lane. The primary issue involves establishment of administrative,
professional and business office uses in an industrial business park rather than
in the Administrative Office (C-O) District.
STAFF RECOMMENDATION: Open public hearing; hear presentation and testimony; close
public hearing; deliberate; adopt resolution regarding Negative Declaration;
adopt resolution regarding Planned Development Rezoning; waive reading and
introduce ordinance.
6.3 Establishment of No Parking Zone on Dublin Court South of Dublin Boulevard
The Traffic Engineer has reviewed the need for red curbing on Dublin Court south
of Dublin Boulevard. The results of the review indicate the need for 120 feet of
no parking restrictions on the east side and 100 feet on the west side of Dublin
Court.
STAFF RECOMMENDATION: Open public hearing; hear Staff presentation; receive public
testimony; close public hearing; deliberate; waive reading and adopt ordinance on
an urgency basis.
7 . UNFINISHED BUSINESS
7.1 1985-86 Contract Agreement with County of Alameda Library for Additional Library
Services
This Agreement provides for City funding of Library hours on Mondays (7) and for
an additional 4 hours of evening Library Service on Thursdays.
STAFF RECOMMENDATION: 1) Authorize additional Library hours for Thursday
evenings; 2) Adopt Resolution approving contract with the County of Alameda for
additional Library Services and authorize Mayor to execute said agreement.
7.2 Report from City Manager Regarding Arroyo Vista
The City of Pleasanton City Council recently stated its intention to transfer the
Arroyo Vista Public Housing Project to the City of Dublin, provided that the City
establish a local Dublin office to manage Arroyo Vista and continue with the
established system of priorities in selecting tenants.
STAFF RECOMMENDATION: Adopt Resolution
8. NEW BUSINESS
8.1 Park Development Plan Request for Proposal
Staff and the Park & Recreation Commission have identified the need to secure the
services of a Landscape Architect to assist the City in developing preliminary
plans for various existing and proposed parks. The City Council allocated funds
as part of the 1985-86 Budget for this purpose.
STAFF RECOMMENDATION: Approve RFP for Park Development Plan and authorize Staff
to initiate bid proceedings.
