DUBLIN CITY COUNCIL
REGULAR MEETING - July 22, 1991 DUBLIN CIVIC CENTER

A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available
for public information and perusal several days prior to a Council meeting at the Dublin Library and also in the
City Clerk's Office at the Civic Center.
1. CALL TO ORDER
2. PLEDGE OF ALLEGIANCE TO THE FLAG
3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Council Agenda. Cooments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Adjourned Regular Meeting of June 27, 1991 and
Regular Meeting of July 8, 1991.
STAFF RECOMMENDATION: Approve
4.2 Rejection of Bid - Contract 91-03 Shannon Park Well
Only one bid was received for this project. The bid
exceeds the Engineer's Estimate and the funds allocated.
STAFF RECOMMENDATION: 1) Adopt Resolution Rejecting Bid;
2) Authorize Staff to rebid the project.
4.3 City Manager's 1991-92 Employment Agreement
The City Council has reviewed the City Manager's
performance and a Committee consisting of the Mayor and
Vice Mayor recommend an increase in the City Manager's base
salary.
STAFF RECOMMENDATION: Approve and authorize Mayor to execute
Agreement.
4.4 Acceptance of Improvements, Tract 6258, Village III, Park Wood
Improvements within Tract 6258 have been completed
according to approved plans and specifications.
STAFF RECOMMENDATION: Adopt resolution and authorize Staff to
accept maintenance bond at a future date.
4.5 Nielsen and Cronin School Play Area
The City Council will consider a proposal for landscape
architectural services from Singer & Hodges, Inc. for the
design of play areas at Nielsen School and the former
Cronin School.
STAFF RECOMMENDATION: Authorize Staff to prepare the
documents necessary to execute the contract agreement at a
cost not to exceed $18,750.
4.6 state Application to Designate a New Agency for the
Administration of Job Training Partnership Act (JTPA)
At the City Council meeting of July 8, 1991, the City
Council approved the City'S participation in a proposed new
JTPA organization. The consultant has requested that the
City Council adopt a resolution approving inclusion of the
City of Dublin in the new agency.
STAFF RECOMMENDATION: Adopt Resolution.
4.7 Warrant Register Dated July, 1991
STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATION
5.1 Request from Valley Volunteer Center for use of the Regional
Meeting Room
The City Council will consider a request from the Valley
Volunteer Center for use of the Regional Meeting Room at no
cost for 24 Nonprofit Management Services Workshops.
STAFF RECOMMENDATION: Consider request.
5.2 Request by Fine Arts Foundation for Exhibition at Civic
Center: "The Fine Art of Books"
The Dublin Fine Arts Foundation has requested permission to
display an exhibit in the Civic Center lobby for two
months. The City is also being requested to extend
insurance coverage during the period of the exhibit.
STAFF RECOMMENDATION: 1) Approve the request for the 2 month
exhibition and use of the Regional Meeting Room; 2) Authorize
extension of City's Insurance Coverage provided the value of
the display does not exceed $10,000.
5.3 PA 91-049 A Touch of Health - Veronica Krell - Initiation of
Amendment to Massage Ordinance
The Applicant is requesting the City Council to initiate
an amendment to the Dublin Municipal Code, Chapter 4.20
Massage Establishment and Massage Services, to exempt
Massage Therapist from the provisions of the Ordinance.
STAFF RECOMMENDATION: Provide Staff direction concerning the
Applicant's request.
6. PUBLIC HEARING -
6.1 Public Hearing: Landscaping and Lighting District
No. 1986-1 (Tract 5511)
This assessment district provides funding for the
maintenance of roadside landscaping, right-of-way fencing,
walls, and entrance signs for the Villages at Willow Creek
development. The proposed assessment for 1991-92 is $78.48
per single family lot and $39.24 per multi-family lot.
STAFF RECOMMENDATION: 1) Open public hearing; 2) Receive
Staff report and public testimony; 3) Question Staff and the
public; 4) Close public hearing and deliberate; 5) Adopt
Resolution.
6.2 Public Hearing: City-Wide Storm Water Utility Fees
Additional responsibilities for the monitoring and the
clean up of storm waters flowing from the City of Dublin to
the San Francisco Bay have been placed on Dublin by the
Regional Water Quality Control Board. This new fee is
being proposed to pay for Dublin's share of the costs for
this new program.
STAFF RECOMMENDATION: 1) Open public hearing; 2) Receive
Staff report and public testimony; 3) Question Staff and the
public; 4) Close public hearing and deliberate; 5) Adopt
Resolution.
7. UNFINISHED BUSINESS - None
7.1 Agreement with Dublin-San Ramon Lions Club Regarding
Construction of a Handicapped Playground
The City Council will consider an agreement between the
City and the Dublin San Ramon Lions Club for construction
of a handicapped playground at Kolb Park.
STAFF RECOMMENDATION: Authorize the City Manager to execute
the Agreement.
8. NEW BUSINESS
8.1 Appointment of Student Member to Parks and Recreation
Commission.
The City Council will consider a recommendation from the
Parks & Recreation Commission for the appointment of Tim
Sbranti as student member to the Parks & Recreation
Commission.
STAFF RECOMMENDATION: Appoint Tim Sbranti to Parks and
Recreation Commission.
8.2 Shannon Park Dedication
The City Council will review preliminary plans for the
dedication of Shannon Park and select a date for the
dedication.
STAFF RECOMMENDATION: Approve date and preliminary plans.
