3. ORAL COMMUNICATIONS
At this t.ime, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
suf f icier t time to address their concern, that person should arrange wi th the Ci ty Clerk to have their
particul~.r concern placed on the agenda for a future meeting.
The City Council cannot deliberate or take action on a non-agenda item unless there is factual evidence
presente~. to the Council indicating that the subject brought up falls into one of the exceptions under
Governmert Code Section 54954.2 in that a) there is an emergency situation, or b) the need to take
action arose subsequent to the agenda being posted.
3.1 Introduction of Recreation Coordinator Stephanie Alex
4. CONSE1\rr CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members c,f the audience who would Ii ke an i tern removed from the consen t calendar for purpose of public
input may request the Ci ty Council to remove the i tern from the consent calendar. The request may be
made at t.he time that the Mayor asks the audience members if there is anyone interested in removing an
item froIT the Consent Calendar.
4.1 Minutes of Adjourned Regular Meeting of June 27, 1989 and Regular Meeting of July 10, 1989
STAFF RECOMMENDATION: Approve
4.2 Spring 1989 Recreation Report
This report outlines the activities of the Recreation Department from April through mid-
June, 1989.
STAFF RECOw1ENDATION: Receive Report
4.3 Landscape Architectural Services for Alamo Creek Park, Phase II
The Council will review the proposal for landscape architectural services for Alamo Creek
Park, Phase II, prepared by Singer & Hodges, Inc.
STAFF RECOMMENDATION: Retain firm of Singer & Hodges to provide Landscape Architectural
Services and authorize Mayor to execute agreement.
4.4 Establishment of Engineering Intern Position
As part of the 1989-90 Budget deliberations, the City Council approved increased funding for
Engineering Services to include funding for part-time personnel. The City's Personnel Rules
require the City Council to establish job descriptions and salary ranges for each position.
STAFF RECOMMENDATION: Adopt Resolution
4.5 SB 1258 Mandatory Acceptance of County Approved Development Agreements for Annexed Areas
Legislation has been introduced that would require existing cities to accept County approved
development agreements for annexed areas.
STAFF RECOI1MENDATION: Consider opposing SB 1248 and if appropriate, provide input on the draft
letter of opposition and authorize the Mayor to send the letter.
4.6 Authorization to Request Bids for Moving Services
The City requires the services of movers. As stated ln the Purchasing Ordinance any
services costing over $5,000 require a formal bid.
STAFF RECOMMENDATION: Authorize Staff to request bids.
4.7 Acceptance of Work - Phase I of Contract 88-lA Major Arterial Soundwalls: San Ramon Road,
Amador Valley Boulevard and Arroyo Vista
Phase I of the Major Arterial Soundwalls project includes block wall construction at Arroyo
Vista, on Amador Valley Boulevard, and a portion of the San Ramon Road soundwall. This
pllase has been completed according to approved plans, specifications, and modifications and
within funds budgeted.
STAFF RECOMMENDATION: Accept improvements constructed under Phase I of Contract 88-lA and
authorize retention payment in the amount of $39,039.69 to B & B Concrete.

STAFF RECOMMENDATION: Approve
5. WRITTEN COMHUNICATIONS
5.1 Request for Funding from the Committee for Water Policy Consensus
The Committee for Water Policy Consensus is requesting funds to support various water
conservation and protection programs and activities. Based on Dublin's population, the
requested contribution would be $100-$250.
STAFF RECOMMENDATION: Consider request for funding and if approved, authorize a budget
transfer from the Contingent Reserve.
6. PUBLI<::: HEARING
6.1 Landscaping & Lighting District No. 1983-2 (Tract 4719) Levy of Assessments for Fiscal Year
1989-90
This assessment district maintains roadside landscaping along Stagecoach Road, the
"interior" slopes within the Dublin Hills Estates Development, and Stagecoach Park. The
proposed assessment per single family home for Fiscal Year 1989-90 is $212.
3TAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution.
6.2 Ordinances Providing for Compensation of Members of the Planning and Park & Recreation
Commissions
During the Budget review process, the Council conceptually approved compensating
Commissioners. The Planning Commission members would be compensated at $30 per meeting with
a 3 meeting per month cap. The Park & Recreation Commission members would be compensated at
$30 per meeting with a 2 meeting per month cap.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; take appropriate action.
7. UNFIinSHED BUSINESS
7.1 Bus Shelter Locations and Designs and Alternatives to Bus Benches with Advertising
This item includes LAVTA's final report on bus shelters, as well as a report regarding
possible replacement of existing advertising bus benches with City-owned non-advertising
benches.
STAFF RECOi1MENDATION: Review Staff Report and approve bus shelter locations and design as
outlined in LAVTA's letter and report dated July 14, 1989, and authorize Staff to undertake
further study and prepare recommendation regarding type, cost, and quantity of bus benches to
be provided.
8. NEvJ BUSINESS
8.1 PA 89-077 Public Storage - Request for authorization of an amendment to the San Ramon Road
Specific Plan for a 1.4+ acre property at 7436 San Ramon Road
The Applicant requests City Council authorization to amend the San Ramon Road Specific Plan
to allow a self-storage facility in connection with retail commercial project as a permitted
or conditionally permitted use in Area 3B of the Specific Plan area.
STAFF RECOMMENDATION: Consider request and either deny the request or authorize the Specific
Plan Amendment study.
8.2 Assault Weapons Ordinance
State Legislation prohibiting 56 specific assault weapons will become effective on
January 1, 1990. Mayor Moffatt has requested that the Council consider an ordinance which
would prollibit the sale or transfer of assault weapons locally until the State Legislation
becomes effective.
STAFF RECOMMENDATION: Consider
8.3 Emergency I1edical Service Benefit Assessment Increases
On August 8, 1989, the Alameda County Board of Supervisors will consider increasing the
benefit assessment for Emergency Medical Services. The increase will exceed the $10 cap
approved by the voters in a 1982 Countywide election.
STAFF RECOMMENDATION: Receive and discuss report and authorize Mayor to sign letter to the
Board of Supervisors stating the City Council's concerns.
8.4 Alameda County Open Space Element; Livermore-Amador Valley Planning Unit General Plan
Alameda County has prepared revisions to the Open Space Element and Livermore-Amador Valley
Planning Unit General Plan that would allow consideration of urban development outside of
existing cities and up to a mile away from public roads.
STAFF RECOMMENDATION: Consider
