REGULAR MEETING - July 27, 1987

1. CALL TO ORDER
2. PLEDGE OF ALLEGIANCE TO THE FLAG
3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Manager to have their
particular concern placed on the agenda for a future meeting.
3.1 Alameda County Senior Housing Needs Task Force Final Report and Recommendations
This item involves reviewing the Alameda County Senior Housing Needs Task Force Final Report
and hearing presentations from County and Task Force Staff. Adoption of a Resolution which
supports in principle General Obligation Bond Issues to finance the construction of housing
in Alameda County for Low Income Seniors and the Disabled is to be considered.
STAFF RECOMMENDATION: Hear the presentations, and adopt the Resolution.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for purpose of public
input may request the City Council to remove the item from the consent calendar. The request may be
made at the time that the Mayor asks the audience members if there is anyone interested in removing an
item from the Consent Calendar.
4.1 Amendment No.1 - Tract 5511 Agreement Village II Improvements
This Amendment to the Master Tract Improvement Agreement for the Villages at Alamo Creek
covers on and off-site improvements for Village II.
STAFF RECOMMENDATION: Approve Amendment to Tract Developer Agreement for Tract 5511 and
Authorize Mayor to execute same.
4.2 Warrant Register dated July 27, 1987
STAFF RECOMMENDATION: Approve.
4.3 Agreement for Animal Control Field Services - Alameda County
The City contracts with Alameda County for the provision of Animal Control Services. The
proposed agreement identifies service levels and the terms under which the services are to
be provided.
STAFF RECOMMENDATION: Authorize the Mayor to Execute the Agreement.
4.4 Financial Report for Period Ending June 30, 1987
STAFF RECOMMENDATION: Approve.
4.5 Request from State and Local Legal Center
The State and Local Legal Center is an organization which assists with the advancement of
State and local interests before the Supreme Court. The organization also provides
technical assistance to local agencies. A coalition of local government organizations has
proposed the provision of funding to the Legal Center through a one-time assessment.
STAFF RECOMMENDATION: Approve of City participation through payment of one-time assessment.
5. WRITTEN COMMUNICATIONS
5.1 STOP Signs on Village Parkway at Hastings Way.
Mrs. Mary McHugh submitted a letter to the City Council regarding 3 traffic-related items.
The City's traffic engineer has prepared a report concerning her requests.
STAFF RECOMMENDATION: Receive report; Alternate 1 - remove existing crosswalk -
Alternate 2 - Relocate signing and enhance pavement markings for better visibility.
6. PUBLIC HEARING
6.1 Installation of STOP signs on Hansen Drive at Amarillo Road.
In response to a request from a resident, Staff performed a study of this intersection and
determined that STOP signs would benefit pedestrian safety.
STAFF RECOMMENDATION: Open Public Hearing; Receive Staff presentation and public testimony;
Question Staff and the public; Close Public Hearing and Deliberate; Adopt Ordinance for
installation of STOP signs on Hansen Drive at Amarillo Road on an urgency basis.
6.2 San Ramon Branchline/I-680 Corridor Transportation Study
On June 8, 1987, the City Council continued the discussion of the San Ramon Branchline/I-680
Corridor Transportation Study to provide residents an opportunity to provide their input or
concerns.
STAFF RECOMMENDATION: Hear Staff presentation; Receive public comments; Consider providing
input or requesting responses from Contra Costa County Public Works Department.
6.3 Enea Plaza - Planned Development Rezoning Request. PA 87-018
On June 22, 1987, the City Council clarified the condition regarding a road parallel to
Dublin Boulevard, adopted a Resolution approving the request, and introduced an Ordinance
amending the Zoning Ordinance.
STAFF RECOMMENDATION: Open public hearing; hear presentation and testimony; pose questions;
close public hearing; deliberate; waive second reading and adopt Ordinance.
6.4 Spark Arrestor Ordinance
At the City Council meeting of 6/22/87, two Ordinances requiring spark arrestors to be
installed when work exceeding $1,000.00 is done and when a house is sold was introduced.
These Ordinances are part of the implementation of the Planning Commission recommendations
relating to the Fire Safe Roofing Ordinance.
STAFF RECOMMENDATION: Open public hearing; Receive Staff presentation; Receive Public
Testimony; Waive reading & adopt Ordinance requiring spark arrestors to be installed on existing
chimneys whenever work exceeding $1,000 in value is done and Ordinance requiring spark arrestors
to be installed whenever the house is sold; Adopt Resolution relating to Findings of Necessity.
6.5 Fire Safe Roofing Ordinance
Proposed Ordinance establishing Fire Safe Roofing areas & requirements for roof coverings
continued from hearing on April 27, 1987.
STAFF RECOMMENDATION: Open Public Hearing; Receive Staff presentation; Receive Public
Testimony; Close Public Hearing; Discussion by Council Members; Waive the reading & Introduce
Fire Safe Roofing Ordinance Exhibit 1; Adopt Resolution relating to Findings of Necessity;
Adopt Resolution relating to fees for reroofing.
6.6 Ordinance Relating to the Operation of Taxicabs
This Ordinance, which is part of the comprehensive Municipal Code revision, relates to the
operation of taxicabs within the incorporated limits of the City of Dublin. The Ordinance
sets forth the minimum insurance coverage as required by State law, use of a taximeter,
schedule of rates, permit application procedures for both owners and operators, and the City
recommended insurance coverage which is higher than the minimum State requirement.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt Ordinance.
6.7 Variance to Section 1205(a) of the Building Code Relating to Bathroom Ventilation
On 6/23/87 the Applicant requested a change to the patio structure permit issued 4/20/87.
The request was to enclose the open side of the structure. In doing so the required
ventilation for the powder room was not maintained. The Applicant is requesting the
requirement for an exhaust fan be waived.
STAFF RECOMMENDATION: It is the recommendation of the Building Official not to grant the
variance.
6.8 Negative Declaration/Initial Study for the proposed Civic Center Facility
An Initial Study was prepared to assess the environmental impacts associated with the
construction and operation of the 52,000 square foot Civic Center facility. A Negative
Declaration was prepared, making the determination that the proposed project (inclusive of
all mitigation measures) will not have a significant effect on the environment.
STAFF RECOMMENDATION: Open public hearing; hear Staff and Project Architect's presentation;
take testimony from the public; question Staff, the Project Architect, and the public; close the
public hearing; adopt the Negative Declaration of Environmental Significance.
7. UNFINISHED BUSINESS
7.1 Pedestrian Overcrossings on San Ramon Road - Request from Murray School District
The Murray School District Board of Trustees asked the City Council to investigate the
feasibility of constructing pedestrian overcrossings at 2 intersections on San Ramon Road.
Staff has prepared a report which discusses the cost of such a study.
STAFF RECOMMENDATION: Respond to Murray School District with cost figures and ask that the
District contribute toward the cost of the study and, if necessary, the structures.
8. NEW BUSINESS
8.1 Gregory Group, Inc. - General Plan Amendment Study Request PA 87-091
Request for authorization of a General Plan Amendment Study to consider changing the land
use designation of a 10 ~ acre hillside property west of both Padre Way and Via Zapata from
open space to residential. The property owner previously agreed to preserve the property as
permanent open space.
STAFF RECOMMENDATION: Deny the request for authorization of a General Plan Amendment Study.
8.2 Tri-Valley Transportation Plan
The Tri-Valley Council reviewed goals and objective for a Tri-Valley Transporation Plan.
The entire City Council from each City was encouraged to review the proposal and provide
input.
STAFF RECOMMENDATION: Receive Report and Consider recommendation of Tri-Valley Council
representatives.
