for public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at
the Dublin Library.

3.1 Presentation of August Customer Service Award to Lee S.
Thompson, Public Works Director
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci l Agenda. Conrnents should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
40 CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Regular Meeting of July 13, 1992
STAFF RECOMMENDATION: Approve
4.2 Spring Quarter 1992 Recreation Report
The City Council will receive a report summarizing the
activities offered by the Recreation Department during the
Spring Quarter.
STAFF RECOMMENDATION: Receive Report
4.3 Update on ABAG PLAN Insurance Coverage and Designation of
Employees to Represent the City of Dublin
In June of 1992, the City Council approved amended
agreements for the City'S participation in a self-insured
insurance program. The agreements have been approved by
all members. Staff is recommending that the City Council
appoint certain employees to carry out risk management
responsibilities.
STAFF RECOMMENDATION: Adopt Resolutions.
4.4 Acceptance of Work - Contract 92-02, Annual Street Overlay/
Dougherty Road Bike Path
This project consists of 3 Capital Improvement Projects:
1) the Annual Street Overlay and Pavement Repair Project;
2) the 3rd and last phase of the Dougherty Road Bike Path;
and 3) Street Subdrains placed in stagecoach Road prior to
overlaying. This project has been satisfactorily completed
by Les McDonald Construction Company and is now ready for
contract acceptance.
STAFF RECOMMENDATION: 1) Accept improvements under Contract
92-02; 2) Authorize final progress payment and retention of
$47,174.92 to Les McDonald Construction; and 3) Transfer
$305.15 from Unallocated Reserves to the Dougherty Road Bike
Path.

5.. WRITTEN COMMUNICATION
5.1 Request for Exception to the Shannon Center Facility Use
Policy
The City Council will consider a request by the Amador
Valley Christian Fellowship to utilize the Shannon Center
on a continuous basis for worship services sponsored by the
Salvation Army.
STAFF RECOMMENDATION: Deny request and provide direction on
possible revisions to the Shannon Center Facility Use Policy.
6. PUBLIC HEARING
6.1 Landscaping and Lighting Assessment District No. 86-1 (Tract
5511)
This assessment district funds maintenance of certain
common landscaping improvements within The Villages @
Willow Creek development (Dougherty Road)
# STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution.
6.2 Ordinance which adopts the 1991 Editions of the Uniform
Building, Plumbing and Mechanical Codes
state Law requires the city to adopt new editions of the
Uniform Codes within 6 months after the state has adopted
same. An Ordinance which would adopt these Codes was
introduced at the July 13th City Council meeting.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive second reading and ADOPT Ordinance.
6.3 Ordinance Establishing Compensation for Mayor in Addition to
Compensation Received as Councilmember
On July 13th, the City Council directed Staff to survey
other cities with regard to compensation for directly
elected mayors.
STAFF RECOMMENDATION: Conduct public hearing; determine
amount of any additional compensation and direct Staff to
include amount in Ordinance; waive reading and INTRODUCE
Ordinance.
6.4 Citywide storm Water utility Fee
This fee funds the cost of the City's participation in the
National Pollutant Discharge Elimination System (NPDES)
permit, which is a requirement of the Federal Clean Water
Act.. The estimated fee per single family residence for
1992-93 is $13.740
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution.
6.5 No Parking Zone on South Side of Amador Valley Boulevard West
of Dougherty Road
Housing developments along the south side of Amador Valley
Boulevard have created the need for new right turn lanes
which in turn have deleted the bicycle lane between
stagecoach and Dougherty Roads. Parking was formerly
prohibited by the bicycle lane. There is insufficient room
for parking along most of the curb area; therefore, Staff
proposes to establish a no parking zone.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution.
6.6 No Parking Zone on North Side of Dublin Boulevard between
Regional Street and San Ramon Road
This item corrects a discrepancy between the City's Traffic
Code and existing field conditions. The north side of
Dublin Boulevard between Regional Street and San Ramon Road
is already marked as a No Parking Zone, but is shown in the
Traffic Code as one-hour parking.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution.
607 No Parking Zone on West Side of Regional Street near Sizzler
Restaurant
This item proposes to add approximately 50' of new No
Parking Zone for sight distance purposes just northerly of
the driveway to the Sizzler Restaurant. There is
sufficient parking space remaining to accommodate the cars
not using shopping center on-site parking.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution.
7. UNFINISHED BUSINESS
7.1 Report regarding Non-Conforming Signs identified on the Status
List
Under the existing 1986 Sign ordinance, the City Council
granted a time extension for bringing non-conforming signs
into compliance. The time extension deadline of July 12,
1992 has expired. Staff has identified options regarding
the remaining non-conforming signs and Staff requests City
Council direction.
STAFF RECOMMENDATION: Review options and provide direction.
8. NEW BUSINESS
8.1 Mid-State Tollway
This is a status report regarding a proposed toll road that
would provide a connection from the Vacaville area through
the Bay Area to the Valley. This proposed toll road would
provide an alternative to the I-80/580/680 routes.
STAFF RECOMMENDATION: Receive report and consider suggested
City position.
