Consent C"lendar for plJpOS8S of poJlIlc ..,w may request the M"YcYlD remova the item. 4.1 Minutes - None 4.1 Acceptance of Work, Contract No. 05--14 Freeway Underpass Artwork Lighting, Pbase 1 (600-35) This project installed lighting for the artwork painted on the bridge approaches for eastbound and westbound Dublin Boulevard and eastbound Amador Valley Boulevard. STAFF RECOMMENDATION' Accept improvements constructed under Contract No. 05-14 and authorize payment to R.AN Electric, less retention to be paid in 35 days if no subcontractor or supplier claims are received. August I. 2006, Dublin City Council Agenda Paj;\e I of5 - 4.3 Acceptance or Work, Contract No. 06-01, 2005--2006 Annual Sidewalk Safety Repair Program and Curb Ramp Installation (600.35) This project removed and replaced damaged sidewalk with offsets of %" or more that may pose a tripping hazard and constmcted five new pedestrian curb ramps. STAFF RECOMMENDATION Accept the improvements under Contract No. 06-01, 2005. 2006 Annual Sidewalk Safety Repair Program and Curb Ramp Installation and authorize the release of retention after 35 days if there are no subcontractor claims. 4,4 Acceptance uf Work, Contract No. 06-04, 2005-2006 Annual Street Overlay Program (600-35) This program removed and replaced failed asphalt concrete pavement, resurfaced the entire street with 1-112" of asphalt concrete, and re-striped pavement markings on various City streets. STAFF RECOMMENDATION' Accept improvements under Contract No. 06-04, 2005-2006 Annual Street Overlay Program, and release retention after 35 days if there are no subcontractor claims. 4.5 Approval of Agreement with S&C Engineen, Inc., to Provide Construction Management Services for the I-580lFallon Road Intercbange Improvement Project (600.30) The plans and specifications for the I.5801Fallon Road Interchange Improvement Project are complete and the City is awaiting approval from Caltrans. To ensure compliance with Caltrans procedures, it is necessary to hire a consultant to perfonn construction management services for this project. STAFF RECOMMENDATION Adopt Resolution approving the Consulting Services Agreement with S&C Engineers, Inc. 4.6 Approval of Final Map and Tract Improvement Agreement, and Acceptance of Parkland Dedication and Credits for Tract 7645 (ToO Brothen) (600-60) Tract 7645 is the subdivision map for Neighborhood 4 of Toll Brothers' Sorrento at Dublin Ranch. Neighborhood 4 is bounded by Capoterra Way on the north, Grafton Street on the east, Central Parkway on the south and Montalcino Street on the west. Tract 7645 dedicates the right of way for Mirano Court and subdivides the 5.23 acres into 16 lots and parcels for private alleyways and common landscaping for 64 residential condominium units. The City Council will also consider the acceptance of parkland dedication and credits to satisf'y a Condition of Approval for this development. STAFF RECOMMENDATION: Adopt Resolution(s) approving the Final Map and Tract Improvement Agreement; and Accepting Parkland Dedication and Credits for Tract 7645 4.7 Approval of Final Map and Tract Improvement Agreement, and Acceptance of Parkland Dedication and Credits for Tract 7644 (Toll Brothen) (600-60) Tract 7644 is the subdivision map for Neighborhood 3 of Toll Brothers. Sorrento at Dublin Ranch. Neighborhood 3 is bounded by Capoterra Way on the north, Rimini Court on the west, Central Parkway on the south and Montalcino Street on the east. Tract 7644 dedicates the right of way for Montalcino Street and subdivides the 4.65 acres into 12 lots and parcels for private alleyways and common landscaping for 66 residential condominium units. The City Council will also consider the acceptance of parkland dedication and credits to satisfy a Condition of Approval for this development. STAFF RECOMMENDATION Adopt Resolutioo(s) approving the Final Map and Tract Improvement Agreement; and Accepting Parkland Dedication and Credits for Tract 7644. August I. 2006, Dublin City Council Agenda Pa~e 2 of 5 4.8 Acceptance of Work- Contract No. 06-02 Fire Station No. Hi Repain (600-35) This project consisted of re-roofing Fire Station No. 16, installing new HV AC (heating, ventilating, air conditioning) units, replacing several windows which did not operate properly, and painting the building inside and out. The final project cost exceeded the budget by $6,176 STAFF RECOMMENDATION. Approve budget change; accept improvements constructed under Contract No. 06-02, Fire Station No. 16 Repairs; and authorize retention payment to RoSa Construction in 35 days ifno subcontractor or supplier claims are received. 4.9 Autborization to Purcbase Desktop Computers from Micron (MPC-G, LLC) Based on Bid Procured from Western State Contracting Alliance (WSCA) (350-20) The City is currently using desktop computers manufactured by MPC-G, LLC The FY 2006/07 adopted budget funded 45 units. Western State Contracting Alliance hIUl established an efficient procurement process allowing other public agencies to purchase using their public bid. The City Code requires that for purchases in excess of $20,000, the City Council authorize the procurement. The cost of 45 units is $82,231, including tax and delivery STAFF RECOMMENDATION. Adopt Resolution authorizing Staff to enter into a Procurement Agreement with MPC-G, LLC (Micron) for All-In-One Desktop Computers. 4.10 City Treasurer's Investment Report for 4th Quarter FY2005--2006 (320-30) The City's investment portfolio totals $109,800,336 (market value). As of June 30, 2006, funds were invested at an average yield of 4 061 %. STAFF RECOMMENDATION Receive Report. 4.11 Stage 2 Planned Development for tbe Scbaefer Rancb Project, PA 06-031 (450-20) This is the second reading of an Ordinance approving a Stage 2 Planned Development Plan for the Schaefer Ranch project. STAFF RECOMMENDATION. Waive second reading and adopt Ordinance approving a Stage 2 Planned Development Plan for the Schaefer Ranch project. 4.12 Notice of Review of Conflict ofInterest Code (640-40) The Political Reform Act requires every local government agency to review its Conflict of Interest Code biennially to detennine if it is accurate or if the Code needs amendment. The City Council is the code reviewing body for City agencies, and the City Council must notify themselves that the City will Teview and make a detennination by October 1, 2006, if there is a need to amend the conflict of interest code. STAFF RECOMMENDATION. Direct Staff to review the City's Conflict ofInterest Code to detennine if there is a need to update the Code. 4.13 Approval of Purcbase and Sale Agreement for Real Property at 6363 to 6451 Scarlett Court (Dublin Honda) for Capital Improvement Program (CIP) Project No, 96852 - Dougberty Road Improvements, Houston Place to 1-580 (600-30/670-20) In order to widen and improve the intersection of Dublin Boulevard and Dougherty Road, it is necessary to acquire a portion of the proposed Dublin Honda dealership. The City Council will consider approving an Agreement for the purchase and sale of the properties along with acceptmg accompanying Grants. The City Council will also consider the fmding that a City remnant parcel is an uneconomical parcel, declaring the parcel as surplus and authorize the sale of the parcel. STAFF RECOMMENDATION: Adopt Resolution(s) approving the Purehase and Sale Agreement for portions of 6363 to 6451 Scarlett Court and accepting the Grant Deeds together with Temporary Construction Easements for said property; and making the finding that Parcel "0" is uneconomical, non-buildable remnant parcel and is not required for publie use, and that the value of Parcel "0' for the purpose of sale shall be $40 65 per square foot, said amount is the value of the adjacent parcel of land to be purchlUled by the City; and authorize payment by check in the amount of $218,138 for right-of-way, including escrow fees and title insurance estimated at $1,000 payable to North American Title Company for deposit into escrow August I, 2006, Dublin City Council Agenda Pal/:e 3 of5 4.14 Warrant Register ($4,176,149.92) dated August 1, 2006 (300-40) STAFF RECOMMENDATION' Approve 5. WRnTIN COMMUNICATIONS - None 6. PUBLIC HEARING 6.1 Dublin Village Historic Area Specific Plan and General Plan Amendment (410-55/420-30) The project includes approval of the Dublin Village Historic Area Specific Plan, related General Plan Amendments. and a Mitigated Negative Declaration. STAFF RECOMMENDATION: Conduct public hearing; deliberate; and adopt Resolution{s) adopting a Draft Initial StudylMitigated Negative Declaration and Mitigation Monitoring Program and approving a General Plan Amendment and approval of the Draft Dublin Village Historic Area Specific Plan. 6.2 Parks and Recreation Master Plan May 2006 Update (920-30) The City Council will consider the Parks and Recreation Master Plan May 2006 Update which reflects proposed changes resulting from the anticipated adoption of the Specific Plan for the Donlon Way Area. STAFF RECOMMENDATION: Conduct public hearing; deliberate; and adopt Resolution adopting the Parks and Recreation Master Plan May 2006 Update. 6.3 Dublin Historic Park Draft MasterPlan (295-10) The City Council will consider the Dublin Historic Park Draft Master Plan which provides for expansion of the existing Dublin Heritage Center and provides a plan for phasing of the improvements. STAFF RECOMMENDATION: Conduct public hearing; deliberate; and adopt Resolution adopting the Dublin Historic Park Master Plan. 7. UNFINISHED 8USINESS 7.1 Determine DatelTime of Etbics Training Set Fortb in AB1234 (640-45) At its Februlll)' 2006 meeting, the City Council detennined that the current legislative bodies, City Manager, City Attorney, and designated Staff (excluding consultants and those ending service by January 1, 2007) would receive training in October 2006 to comply with AB 1234, the Local Government Sunshine Bill, as it pertains to mandatory 2-hour ethics training for local agency officials on a bi-annual basis. STAFF RECOMMENDATION' Detennine Date, Time and Location for Ethics Training. 8. NEW BUSINESS 8.1 Directional Siguing for the Proposed 8ART East Dublin StationlKolI Center Park and Ride Lot Van Sbuttle Service by the Livermore-Amador Valley Transit Autbority (570-40) In order to improve availability of parking at the BART East Dublin Station, the Livennore- Amador Valley Transit Authority (LAVTA) will initiate a new route connecting the BART Station with the City of Dublin's Park and Ride Lot located in the Koll Center at the intersection of Tassajara Road and Dublin Boulevard. The service is proposed to begin in August. Staff recommends the installation of additional directional signing in the vicinity of the Park and Ride lot in order to assist patrons in locating the lot. STAFF RECOMMENDATION Direct the installation of directional signs as shown on the directional signing layout, and continue coordination with LA VT A as Deeded in order to implement the shuttle service route.
