Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3J MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1 Minutes of Adjourned Regular Meeting of June 28, 2007, Regular Meeting of July 3, 2007 and Regular Meeting of July 17, 2007 STAFF RECOMMENDATION: Approve 4.2 2007-2008 Contract for Services with the Alameda County Library (600-40) As part of the Fiscal Year 2007-2008 Budget, the City Council approved funding for 31 additional hours of service at the Dublin Library as well as funding for library materials. The County has prepared a contract agreement for funding 31 additional hours of service at a cost of $647, 414. The contract agreement also provides for funding of library materials at a cost of$35,000. STAFF RECOMMENDATION: Adopt Resolution approving Agreement 4.3 Request for Authorization to Distribute Request for Proposal (RFP) for Promotional Marketing Brochure (150-30) The Request for Proposal (RFP) will begin the process of awarding a contract for the production of a promotional marketing brochure for the City of Dublin. The RFP will solicit proposals from qualified consultants to perform the necessary services and will be distributed on August 8, 2007. It is anticipated that the contract would be awarded in November, 2007. STAFF RECOMMENDATION: Authorize distribution of the RFP for Marketing Brochure Services 4.4 P A 02-074: Dublin Village Historic Area Specific Plan and Zoning Map Amendments (450-20/410-55) The City Council will consider adopting and Ordinance to amend the Zoning Map to add the Historic Overlay Zoning District designation to two parcels. STAFF RECOMMENDATION: Waive the second reading and adopt the Ordinance to amend the Zoning Map to add the Historic Overlay Zoning District designation to two parcels. 4.5 Revisions to the Personnel System (700-20) The City Council will consider amending the City's Classification and Salary Plans to adopt the new Networks Systems Coordinator and Part-time Graphic Technician classifications and consider revising the Part-Time Salary Plan for the Public Service Employee classification. STAFF RECOMMENDATION: Adopt Resolution(s) amending the City's Classification and Salary Plans 4.6 Acceptance of Grading Improvements Associated with Tract 7524 "Terraces", Neighborhood H-2 (Phase 2), Dublin Ranch Area G (Toll-Dublin, LLC) (600-60) Tract 7524 is located in east of Tassajara Road, north of Dublin Boulevard, west of Keegan Street, and south of Maguire Way within the southeast comer of Area G of the Dublin Ranch Development. The work consisted of two levels of subterranean parking underlying 4-story buildings which are currently under construction. Improvements have now been completed and it is appropriate to accept the improvements and release the bonds that guaranteed the work. STAFF RECOMMENDATION: Adopt Resolution accepting the grading improvements. August 7, 2007 Dublin City Council Agenda Page 2 of5 4.7 Acceptance of Improvements associated with Tract 7441, Phase I - Silvera Ranch (Pfeiffer Ranch Investors II, Inc. (600-60) Tract 7441, Phase I - Silvera Ranch is located on the east side of Tassajara Road immediately north of the Nielsen property and consists of 35 single-family homes (The Estates), and 28 single-family cluster homes (The Manors). Phase I improvements also consisted of widening east side of Tassajara Road along the frontage and installing a new traffic signal at the intersection of Tassajara Road and Silvera Ranch Drive. Since the improvements have no~ been completed, it is appropriate to accept the streets for maintenance and release the bonds that guaranteed the work. STAFF RECOMMENDATION: Adopt Resolution accepting the improvements associated with the improvements for Tract 7441, Phase I - Silvera Ranch and approving the regulatory traffic control devices. 4.8 Acceptance of Improvements Associated with Tract 7327 "Terraces", Dublin Ranch Area G, Neighborhood H-2, Phase I (Toll-Dublin, LLC) (600-60) Tract 7327 is located east of Brannigan Street, west of Keegan Street, north of Dublin Boulevard and south of Maguire Way within the northeast comer of Area G of the Dublin Ranch Development. Since the improvements have now been completed, it is appropriate to accept these improvements and release the bonds that guaranteed the work. STAFF RECOMMENDATION: Adopt Resolution accepting the improvements for Tract 7327, Dublin Ranch Area G, Neighborhood H-2 (Phase I) and approving the regulatory traffic control devices. 4.9 Award of Bid for Contract 07-09,2007 Annual Slurry Seal Program (600-35) Resurface several City streets and the Civic Center and Library parking lots with a slurry seal that will prolong the life of the existing pavement surface. STAFF RECOMMENDATION: Approve budget change in the amount of $101,022 and adopt Resolution awarding Contract No. 07-09, 2007 Annual Slurry Seal Program to American Asphalt Repair and Resurfacing Co., Inc. 4.10 Warrant Register 23,369,103.02, dated August 7, 2007 (300-40) STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS 5.1 Approve Letter of Support for the City of Livermore's Request for Traffic Engineering Technical Assistance Program (TET AP) Funding (800-30) The City of Livermore is requesting the City of Dublin's support for its pursuit of funds from the Metropolitan Transportation Commission's 2007 Traffic Engineering Technical Assistance Program (TET AP). Livermore would use these funds to hire a consultant to evaluate the effectiveness of ramp metering along eastbound 1-580 from the Foothill/San Ramon Road Interchange in Dublin to the Greenville Interchange in Livermore. STAFF RECOMMENDATION: Approve draft letter of support for the City of Livermore's request for TET AP Funds and authorize the Mayor to sign the letter. PUBLIC HEARINGS 6.1 Review of Engineering Survey Results and Establishment of Speed Limits for Central Parkway, Gleason Drive, North and South Dublin Ranch Drive, Signal Hill Drive, Bent Tree Drive and Fallon Road (800-80) This proposed Ordinance would establish speed limits on six public streets for which speed limits have not previously been adopted. Four of the six streets have currently posted speed limits which are not proposed to change. Bent Tree Drive (proposed 30 mph) and Fallon Road between Bent Tree and Signal Hill (proposed 40 mph) do not have currently posted speed limits. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE ordinance establishing speed limits on Central Parkway, Gleason Drive, North and South Dublin Ranch Drive, Signal Hill Drive, Bent Tree Drive, and Fallon Road. 6.2 Grafton Station Development Agreement PA 06-061 (600-60) The City Council will consider a Development Agreement between the City of Dublin and Stanforth Holding Company for the Grafton Station shopping center. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE ordinance approving a Development Agreement for the Grafton Station Shopping Center. 7. UNFINISHED BUSINESS 7.1 Approve Cooperative Agreement with the East Bay Regional Park District and the City of Pleasanton Regarding Funding for the Preparation of Plans, Specifications and Estimates for the Construction of the Alamo Canal Trail Undercrossing at Interstate Highway 580. (600-40) The East Bay Regional Park District, in collaboration with the Cities of Dublin and Pleasanton, is proposing to administer the preparation of plans, specifications and estimate for the construction of the Alamo Canal Trail under 1-580. The Cooperative Agreement will formalize the reimbursement of funds between the three agencies. STAFF RECOMMENDATION: Adopt Resolution approving the Cooperative Funding Agreement with the East Bay Regional Park District and the City of Pleasant on. 8. NEW BUSINESS 8.1 Voting Direction to the City's Designated Voting Delegate at the Upcoming Annual Business Meeting, September 8, 2007 Regarding the Issue of Continuing Support for the California Cities Grassroots Network Program (140-20) This item will authorize Staff to inform the League of California Cities as to the City's designated Voting Delegate and provide direction as to the City's position on whether or not to continue the California Cities Grassroots Network Program. This item will be voted on at the League of California Cities Annual Business Meeting on September 8, 2007, in Sacramento, California. Councilmember Sbranti will be in attendance and is the Council's Designated Voting Delegate. STAFF RECOMMENDATIONS: (1) Authorize Staff to send the League of California Cities notification of the City's Voting Delegate and Alternate. (2) Supply direction to the City's Voting Delegate on the City's position regarding the upcoming vote on extending the Grassroots Network Program at the League's Annual Business Meeting on September 8, 2007. 9. OTHER BUSINESS 9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234). 10.
