PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of July 13, 1987; Adjourned Regular Meeting of July 21, 1987; and Regular Meeting of July 27, 1987 STAFF RECOMMENDATION: Approve 4.2 City Treasurer's Investment Report for Period Ending July 31, 1987 STAFF RECOMMENDATION: Approve 4.3 Dolan Park Improvements - Award of Bid - Contract 87-7 The low bid received, $303,832.32, is within the amount budgeted for construction. STAFF RECOMMENDATION: Award bid to Valley Crest Landscape, Inc., and authorize Mayor to execute agreement. 4.4 Warrant Register dated August 10, 1987 STAFF RECOMMENDATION: Approve 4.5 Amendment to Architectural Agreement - Civic Center Project The City Council approved a fixed fee agreement with George Miers & Associates on February 9, 1987. Subsequent to that date, the Building Official has required a "dynamic analysis" which determines appropriate structural design in the event of an earthquake. The additional work was not anticipated when the fixed fee was negotiated, nor was it part of the scope of services. The total cost for the additional work is $11,000. STAFF RECOMMENDATION: Authorize Mayor to execute amendment to agreement. 5. WRITTEN COMMUNICATIONS - None 6. PUBLIC HEARING 6.1 Citywide Street Lighting Maintenance Assessment District 83-1 - 1987-88 Levy of Assessments This assessment district finances maintenance of the street lighting within the City of Dublin. Estimated assessment per single-family home is under $19.00. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolution approving Engineer's Report, Confirming Diagram and Assessment and Ordering Levy of Assessment. 6.2 Landscaping and Lighting District No. 1983-2 (Tract 4719) - 1987-88 Levy of Assessments This assessment district finances landscape, park and open space maintenance within Tract 4719, the Dublin Hills Estates development along Stagecoach Road and Stagecoach Mini-Park. Estimated assessment per single-family home is $133. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolution approving Engineer's Report, Confirming Diagram and Assessment and Ordering Levy of Assessment. 6.3 Ordinance Prohibiting Certain Commercial Vehicles from Residence Districts (3-Ton Weight Limit) This ordinance would prohibit commercial vehicles over 3 tons from using residential streets as through routes to access commercial areas. The purpose of the ordinance is to prevent unnecessary wear and tear on City streets and to create a safer environment in residential neighborhoods. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and introduce ordinance 6.4 Fire Safe Roofing Ordinance This proposed ordinance establishes Fire Safe Roofing Areas and requirements for roof coverings. This ordinance was introducted at the July 27, 1987 Council meetin~. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance 6.5 Ratification of Building Official Determination - Application of Handicapped Code at 7160 Regional Street - Subway Sandwiches and Salads This item relates to the proposed remodel of an existing space at 7160 Regional Street for a sandwich shop. Per Title 24, toilet facilities must be accessible to handicapped. Due to wall location, alteration not possible as it involves next door tenant. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolution ratifying decision of Building Official granting unreasonable hardship. 7. UNFINISHED BUSINESS - None 8.
