DUBLIN CITY COUNCIL
REGULAR MEETING - August 10, 1992 DUBLIN CIVIC CENTER

A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available
for public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at
the Dublin Library.

3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci l Agenda. Conrnents should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Regular Meeting of July 27, 1992
STAFF RECOMMENDATION: Approve
4.2 Purchase of Property at 6451 Scarlett Court (Nohr Property)
for Dublin Boulevard Extension
This property is a portion of the parcel formerly occupied
by curtiss Dodge. The total purchase price is
$1,281,257.66.
STAFF RECOMMENDATION: Authorize City Attorney to enter
stipulation for final judgment and authorize Finance Director
to release funds for purchase of property.
4.3 City Treasurer's Investment Report as of July 31, 1992
The City's Investment Portfolio totals $18,499,171.88.
STAFF RECOMMENDATION: Receive Report.
4.4 Acceptance of Work, Contract 90-01 San Ramon Road Phase IV
Phase IV of this project is the last phase of the widening
of San Ramon Road between Alcosta Boulevard and 1-580. The
improvements included widening from 2 to 4 travel lanes
together with soundwalls, roadside and median landscaping
and traffic signal upgrading.
STAFF RECOMMENDATION: Accept improvements; authorize Staff to
release $15,326.64 final payment to Redgwick Construction; and
authorize Staff to release securities posted in lieu of
retention.
4.5 Appointment to Altamont Pass Advisory Coalition (APAC)
The City of Dublin has been invited to make an appointment
to APAC, a group formed to examine and develop plans for
commuter rail services in the Altamont Pass Corridor.
STAFF RECOMMENDATION: Confirm Mayor Snyder's appointment to
this study committee.
4.6 Warrant Register Dated August 10, 1992
STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATION
5.1 Request from Valley Volunteer Center for Use of Regional
Meeting Room
The City Council will consider a request from the Valley
Volunteer Center to utilize the Regional Meeting Room at no
cost for their 1992-93 Nonprofit Management Services
Workshops.
STAFF RECOMMENDATION: Consider request.
6. PUBLIC HEARING
6.1 Ordinance Establishing Compensation for Mayor in Addition to
Amount Received as Councilmember
The City Council will consider the adoption of an Ordinance
which would provide for $100 per month additional
compensation for the Mayor. This compensation would begin
when Dublin's first directly elected Mayor is sworn into
office following the November, 1992 election.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance; approve budget transfer of
$794 from Contingent Reserve to City Council Department
account.
6.2 Landscaping and Lighting District No. 83-2 (Tract 4719)
This assessment district funds maintenance of landscaping
along stagecoach Road and on the Tract 4719 interior
slopes. Discussion at a neighborhood meeting indicated
that some property owners are in favor of increasing the
proposed assessment in order to fund additional planting
and irrigation work.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
determine whether assessment should be increased for 1992-93
to fund additional planting and design work; then adopt either
Resolution approving original Engineer's Report as shown in
the adopted 1992-93 Budget - OR - Resolution approving revised
Engineer's Report with increased assessment.
6.3 Establishment of Bus stops on Amador Valley Boulevard near
Dougherty Road
The Livermore-Amador Valley Transit Authority (Wheels) has
requested approval of bus stops on Amador Valley Boulevard
near Dougherty Road. These stops would serve the residents
of the apartment and townhouse complexes in that area.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and INTRODUCE Ordinance.
