3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item
which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any
person feels that this is not sufficient time to address their concern, that person should
arrange with the City Manager to have their particular concern placed on the agenda for a
future meeting.
3.1 Presentation by Michal Dittrich, representing the Founder's Week Committee
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for
approval by the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for
purpose of public input may request the City Council to remove the item from the consent
calendar. The request may be made at the time that the Mayor asks the audience members if
there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes of Regular Meetings of July 8 and July 22, 1985

4.2 Acceptance of Private Vehicle Accessway Maintenance Agreement for the Arbor Creek
Project
As part of the Pla~ed Development Rezoning for Arbor Creek, the City required an
agreement allowing the City to maintain the private vehicle accessways if the
developer/ homeowners association fail to maintain the accessways. If the City
were required to perform maintenance work, the cost would be recovered through an
assessment.
STAFF RECOIv1MENDATION: Adopt Resolution and instruct City Clerk to record the
documents.
4.3 Contract 85-4 Annual Street Overlay Program
This project -will repair failed base pavement areas, grind out bumps and
depressions associated with the removal of bike lane markers and place a l~"
overlay on certain streets that are badly deteriorated.
STAFF RECOrvlMENDATION: Authorize Staff to request bids
4.4 Authorization to Purchase Unmarked Police Vehicle
The drug investigative unit needs a vehicle to function. Alameda County
Purchasing Department will act as agent to purchase a one year old vehicle for the
City. The vehicle will be outfitted with emergency equipment and insured.
Gasoline will be purchased thru DSRSD and service will be performed by local
garages.
STAFF RECOMMENDATION: Authorize purchase of used vehicle.
4.5 Revolving Special Investigative Fund
The drug investigation unit needs a ready source of funds to investigate and
prosecute controlled substances and related crimes. A $2,500 fund deposited at
Central Bank and controlled by the Police Chief and audited by the City ~2ger is
requested.
STAFF RECOMMENDATION: Authorize the Police Chief to open an account establishing a
revolving special fund.
4.6 Parade Request for Founder's Day Run
Soroptimist International of Dublin has requested permission to have a 10K and a
5K run on City streets in conjunction with Founder's Day events to be held on
September 22, 1985.
STAFF RECOr~NDATION: Approve request
4.7 Establishment of Jor ;lassification and Salary Range Finance Technician
During the 1985-86 budget process, the City Council appropriated funds for a
full-time position in finance. Adoption of a job description and establishment of
a salary range are required pursuant to the Personnel System Rules.
STAFF RECOMMENDATION: Adopt Resolutions and authorize Staff to proceed with
recruitment.
4.8 Claim Submitted by Pacific Bell
Valley Crest Landscape, Inc., allegedly da.rraged a telephone cable while working
under contract for the City of Dublin. The agreement contains indemnification
clauses for damage caused by the contractor.
STAFF RECOrvlMENDATION: Deny claim and refer to Insurance Carrier
4.9 City Treasurer's Investment Report for Period Ending July 31, 1985

4.10 Purchase of FAU Funds from City of Madera
The City of Dublin submitted a bid to the City of Madera to exchange General Funds
for FAU monies. The exchange rate offered was 75 cents for each FAU dollar. A
fonnal agreement is necessary to initiate the exchange. This will result :LT1 a
cost savings of general fund cronies to the City of Dublin.
STAFF RECOMMENDATION: Adopt Resolution approvir.; Joint Powers Agreement with the
City of Ms.dera.
(:~Agreement Relating to Dedication of open space to the City of Dublin and
maintenance thereof, within Tract 4719
The developers in Tract 4719 have offered the dedication of approximately 90 acres
as open space to the City. This agreement will establish the responsibility for
maintenance and the initial cost of fencing the property.

5. WRITTEN COrvrrvlUNICATIONS
5.1 Tri-Valley Community Fund Request to Waive Rental Rates
The City Council has previously adopted rental rates for Shannon Corrmunity Center.
The adopted schedule does not provide for the waiver of fees. The Tri-Valley
Community Fund has requested a waiver for their genefit fundraiser.
STAFF RECOMMENDATION: Consider
6. PUBLIC HEARING
6.1 Two-Hour Truck Parking Ordinance and Report from City ~ger Re Truck Storage
On July 8, 1985, the City Council continued the public hearing on this i tern. The
Council requested additional information related to alternative parking areas and
efforts by other cities. The proposed ordinance would restrict the parking of
vehicles over 10,000 lbs gross vehicle weight from parking for more than 2 hours.
An exclusion is provided while the vehicle is engaged in loading or unloading
activities.
STAFF RECOMMENDATION: Open public hearing; hear Staff Report and public
testimony; close public hearing; deliberate; waive reading and adopt
Ordinance as appropriate
6.2 PA85-032 Bedford Properties Planned Development Rezoning
On July 22, 1985, the City Council adopted a resolution approving the Bedford
Properties Planned Development Rezoning and introduced an Ordinance amending the
Zoning Ordinance. The application involves industrial busine9S park uses for II
buildings at Sierra Court and Sierra Lane. ~
STAFF RECOMMENDATION: Open public hearing; hear presentation and testimony; close
public hearing; deliberate; waive reading and adopt ordinance.
, - .~3 Resolution of Neces~ j-San Ramon Road Specific Plan

The extension of Amador Valley Boulevard west of San Ramon Road is being completed
through the use of an Assessment District. The new roadway requires the
acquisition of private property. The Resolution of Necessity will authorize the
City Attorney to proceed with the acquisition of the property. This will help to
avoid delays in the construction process.
STAFF RECOMMENDATION: Conduct-public hearing; receive Staff Report from City
Attorney; deliberate; adopt Resolution
.....,; 6.4 Ordinance Re No Parking Zone (Red Curb) on Dougherty Road
The Traffic Engineer has reviewed the need for no parking restrictions on the west
side of Dougherty Road north of Sierra Lane. The review has indicated a need to
eliminate parking for 668 feet.

hearing; waive reading and adopt ordinance on an urgency basis.
'''''..:/ 6.5 Ordinance Establishing Yield Right-of-Way at the Intersection of Dublin Boulevard
and Village Parkway
The Traffic Engineer has reviewed the need to control right turn movements at the
intersection of Dublin Boulevard and Village Parkway. The review resulted in a
recommendation to install yield signs at the northeast and southeast corners.
This change must be adopted as an ordinance.
STAFF RECOMMENDATION: Open public hearing; receive public testimony; close public
hearing; waive reading and adopt ordinance on an urgency basis.
'~i 6.6 Ordinance Re No Parking and Limited Parking Zones on Dublin Boulevard
The Traffic Engineer has reviewed the need for parking restrictions on the north
side of Dublin Boulevard between Village Parkway and Clark Avenue. The revievv
indicated a need to eliminate on-street parking and to provide some parking on
Saturdays only.

This project involves the development of l75 single family residential lots.
Approxirrately 46 acres are now outside the City limits. The applicant has
requested that the City of Dublin initiate annexation an~ pre zoning of this
property. They have concurrently submitted a Site Development Review application
for the entire project.

public hearing; deliberate; adopt resolutions; waive reading and introduce

~ Construction, Inc., Conditional Use Permit and Site Development Review
applications for a proposed Boat and Motor Mart with short-term exterior storage
of boats at the southeast terminus of Golden Gate Drive
The Planr~ng Commission denied a request for a Conditional Use Permit and Site
Development Review Application to construct a Boat and Motor Mart at the terminus
of Golden Gate Drive. The applicant has appealed the denial and is requesting
consideration of the matter by the City Council.

\" 6.9 Landscaping & Lighting Assessment District No. 83-2 (Tract 4719) - Levy of
Assessments for Fiscal Year 1985-86

public hearing; deliberate; adopt resolution denying CUP and SDR applications
and upholding Planning Comwission's denial -or- adopt resolution approving
the CUP and SDR and overturning the Planning Commission's denial.

This AssJssment District provides for the maintenance of landscaping along
Stageco?ich Road and for the future mini-park. The scope of work is being amended
to include Lot #153 of Tract 4719. This lot will be open space and subject to a
separate agreement. The City Council must approve the District budget, method of
apportioning the assessments and order the assessments to be collected in 1985-86.
STAFF RECOM\1ENDATION: Conduct a public hearing; adopt resolutions as appropriate
6.10 Street Lighting Maintenance Assessment District 83-1 - 1985-86 levy of assessments
, This District provides for street lighting throughout the City. The 1985-86
budget proposes to levy assessments of $130,000. The total 1985-86 program will
be funded by these assessments and a carryover from the prior year. The City
Council must approve the budget, method of apportioning the assessments, and order
the assessments to be collected.

7. UNFINISHED BUSINESS
O~ 7 1 Shannon Center Lease Renewal

The City & District Liaison Committee met on July 10, 1985 to discuss the Shannon
Center lease as well as Capital Improvements, maintenance responsibilities,
utilization and the management fee. The District would like to discontinue the
$2,000/month management fee in exchange for the guarantee of a higher level of
maintenance.
STAFF RECOMfv1ENDATION: Discuss the proposed changes to the ShaIll10n Center lease
and request direction from the City Council.
8. NEW BUSINESS
~.~'8.1 Review of Proposed East Dougherty Hills Park Site

The Park & Recreation Commission and Planning Commission conducted a joint hearing
to review the proposed inclusion of a public park site in Parcel Map 4575. The
joint recommendation proposed that a five-acre park site should be established on
the west side of the Alamo Creek. The developer proposed a location which would
have park area on both sides of the creek.
STAFF RECOMIVIENDATION: Hear presentation and approve the park location as
contained in the Park & Recreation and Planning Commission recommendation.
8.2 Approval of Parcel Map 4575
Provided the location of the park site is resolved, consideration of adoption of
Parcel Map 4575 would be appropriate. This map will create four parcels, one of
which would be the future park site. The Parcel Map does not approve arlY specific
develop~ent, therefore, right-of-way dedications and construction of improvements
are not required at this time.
STAFF RECOIVJlVIENDATION: Adopt resolution approving Parcel Map 4575 as either Map A
or Map B; adopt resolution declaring that Parcel 4 of this Parcel Map is
reserved as a park site.
