for public information and perusal several days prior to a Council meeting at the Dublin Library and also in the
City Clerk's Office at the Civic Center.

At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci l Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factuaL evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.

4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Regular Meeting of July 22, 1991
STAFF RECOMMENDATION: Approve
4.2 Acceptance of Work, Contract No. 91-02 Annual Street
Overlay/Dougherty Road Bike Path
This project included the repair and overlay of various
streets in Dublin, as well as the installation of a
separated bike path on the East Side of Dougherty Road
between Amador Valley Boulevard and Willow Creek Drive.
STAFF RECOMMENDATION: Accept improvements, authorize
$70,936.31 payment to Les McDonald Construction and approve
Budget Change Form.
4.3 City Treasurer's Investment Report as of July 31, 1991
STAFF RECOMMENDATION: Receive Report
4.4 Acceptance of Gifts to City
Three Dublin families have donated equipment to the Dublin
Senior Center which the City Council will formally accept
per Government Code Section 37354.
STAFF RECOMMENDATION: Accept gifts and direct Staff to
prepare formal acknowledgment to donors.
4.5 San Ramon Road Phase IV Project Contract Change Order No. 5
This change order would authorize the contractor to install
two rows of masonry block on top of the low concrete
soundwall to improve sound and visual impact mitigation.
The estimated cost of the change order is $33,100.
STAFF RECOMMENDATION: Approve contract change order and
authorize Mayor to execute.
4.6 Shannon Center Exterior Painting Contract 91-04
This project includes the exterior painting of the Shannon
Center, the bridge to the center and the parking lot light
poles. This is the last major work for the renovation of
the building and park. The budget for this work is
$20,000.
STAFF RECOMMENDATION: Authorize Staff to solicit bids for
this project.
4.7 America Supporting Americans Adopt-A-Military unit Program
On May 13, 1991, the City adopted a Resolution officially
adopting Company A, 4th Battalion, 32nd Armored Regiment,
3rd Armored Division, Depart of the Army in conjunction
with the America Supporting Americans Program and agreed to
assist the citizen committee in supporting and promoting
the program.
STAFF RECOMMENDATION: Direct Staff to issue a press release
informing residents of the City's action to support and
promote the program and encouraging local residents to
correspond with unit members. Also direct Staff to send a
symbolic gift from the City to each member of the adopted unit
and to the Dublin residents who participated in Operation
Desert Storm.
4.8 Renewal of Understanding with City Auditors
The City'S Audit Committee has completed interviews with 6
firms that submitted proposals at the City's request,
including the City'S current auditing firm.
STAFF RECOMMENDATION: Approve the continued use of the
Auditimg Firm of Maze & Associates to prepare the City's
annual audits for the periods 1991-92, 1992-93, 1993-94 and
1994-95. Estimated costs for the Fiscal Year 1991-92 audit
total $19,063.
409 Agreement between City and Dublin Unified School District for
Nielsen School & Cronin School Play Areas
The City Council will consider approval of agreements with
the Dublin Unified School District for the construction of
play areas at both Nielsen School and the former Cronin
School.
STAFF RECOMMENDATION: Adopt Resolutions.
4.10 Letter to Airport Land Use Commission expressing Dublin's
concerns about the proposed addition of Livermore's Airport
Protection Area to the Airport Land Use Policy Plan.
The City of Livermore has established an Airport Protection
Area which prohibits new residential uses within its
boundaries and has asked the County Airport Land Use
Commission to include this area in the Airport Land Use
Policy Plan. The boundary would extend into Dublin's
sphere of influence and would have adverse impacts on the
East Dublin General Plan Amendment and Specific Plan.
STAFF RECOMMENDATION: Review draft letter expressing Dublin's
concerns to the Airport Land Use Commission and authorize
Mayor to sign.
4.11 Warrant Register Dated August 12, 1991
STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATION - None
6. PUBLIC HEARING
6.1 Landscaping & Lighting District 83-2, Tract 4719
This Assessment District pays for landscape maintenance
along stagecoach Road and on the "interior slopes" of the
Dublin Hills Estates development. The proposed 1991-92
assessment is $194.64 per single-family lot and $36 per
mUlti-family lot.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution.
6.2 Removal of Limited Parking Zone - Starward Drive @ Oxbow Lane
This 2-hour parking zone was installed by the County in
1977 and is no longer needed by adjacent businesses.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution.
6.3 Amendments to Business Registration Ordinance
Dublin's Business Registration Ordinance became effective
in October of 1990. After working with the Ordinance for
several months, staff has identified certain sections which
should be reviewed for possible revision. The Ordinance
would also be revised to bring it into conformance with
recent changes in the law.
STAFF RECOMMENDATION: Conduct public hearing, deliberate;
waive reading and INTRODUCE Ordinance 0
7. UNFINISHED BUSINESS
7.1 Dublin Historical Preservation Association status Report
The City Council will receive an update on the status of
the lease with the Dublin Cemetery and the history and
culture study group.
STAFF RECOMMENDATION: Direct Staff to arrange a meeting of
the interested parties regarding the history and culture study
groupo
7.2 Update on Gateway Project in San Ramon
Staff has provided the San Ramon Planning Commission with
oral communications indicating the apparent need for
additional environmental review on the Gateway Project
located at the northwest corner of San Ramon Valley
Boulevard and Alcosta Boulevard in San Ramon, bordering the
City of Dublin.
STAFF RECOMMENDATION: Provide direction to Staff.
8. NEW BUSINESS
8.1 Selection of Fall Banners and New st. Patrick's Day Banners &
Authorization to Solicit Bids
The City Council previously directed Staff to pursue
obtaining fall season banners, and funds have been
allocated in the 1991-92 capital Improvement Program for
that purpose, as well as for purchase of additional banners
for other seasons.
STAFF RECOMMENDATION: Provide direction regarding design of
banners and authorize Staff to solicit bids.
8.2 Status Report on Proposed 1-580 Soundwalls @ Dublin Sports
Grounds
The environmental document for the BART extension project
requires BART to construct a soundwall along 1-580 at the
Dublin Sports Grounds on the basis of existing conditions.
If the City of Dublin prefers not to have the soundwall,
BART will not be required to install it.
STAFF RECOMMENDATION: Consider installation and direct staff
to transmit the Council's decision to Caltrans.
8.3 Alameda County Board of Supervisors' Redistricting Plan
The Alameda County Board of Supervisors recently introduced
an Ordinance which would implement Alternative Plan S,
which would result in placing the City of Dublin and a
portion of the City's eastern sphere of influence in the
Supervisorial District of Mary King. Based on a
modification to Alternative S at the request of Supervisor
Campbell, it is possible that the future boundary of the
City of Dublin could encompass 2 Supervisorial Districts.
STAFF RECOMMENDATION: Discuss.
8.4 Association of Bay Area Governments (ABAG) Survey on Regional
Government
The Regional Planning Committee of ABAG recently conducted
a survey on methods of implementing regional government.
Mayor Snyder believes that it is appropriate for the entire
City Council to review the process being used by ABAG.
STAFF RECOMMENDATION: Provide additional input and authorize
the Mayor to execute the draft letter on behalf of the City
Council.
8.5 Tri-Valley Transportation Council (TVTC) Status Report
The TVTC was formed to consider transportation-related
issues affecting the Tri-Valley area. This status report
provides information regarding a proposed light rail
alignment and other recent issues and requests that the
City Council provide direction as to Dublin's position on
these issues.
STAFF RECOMMENDATION: 1) Take the position that the TVTC is
not a Joint Powers Authority, but is an amalgamation of
individual jurisdictions and, as such, does not require a logo
or letterhead; 2) take the position that a location decision
regarding the proposed light rail/commuter corridor alignment
is premature at this time and wait until the study is complete
to make a recommendation; and 3) take the position that the
concept of regional fees to pay for needed future
transportation infrastructure improvements is premature at
this time inasmuch as the Plan consultant will be charged with
making recommendations for infrastructure funding.
