3.1 Acceptance of Gifts to City for Spring and Summer Special Events (150-70)
The City Council will recognize the sponsors from several community events. The City
received $7,150 in monetary contributions.
STAFF RECOMMENDATION: Recognize the sponsors and formally accept the contributions.
3.2 Acceptance of Gift to City from MCE Corporation (150-70)
MCE Corporation has donated 300 hours of labor to the City for maintenance purposes. The
Staff Report presents a group of projects to be completed using the donated hours.
STAFF RECOMMENDATION: Recognize MCE Corporation for its donation, designate the
donated hours for the projects listed in the Staff Report, and formally accept the contribution.

3.3 Acceptance of Grant from the Target Corporation (150-70)
Dublin Police Services applied for and was awarded a grant from Target Corporation in the
amount of $2,000 to implement the nationally acclaimed "radKIDS" program. Of the $2,000
total award, $1,000 would be used for the required training of our Community Safety
Assistants to teach "radKIDS" and the remaining $1,000 towards the purchase of safety
literature and materials.
STAFF RECOMMENDATION: Accept the grant from the Target Corporation in the amount of
$2,000, approve a Budget Change, and formally recognize the donor.
3.4 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE (31 MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Regular Meeting of June 16, 2009.
STAFF RECOMMENDATION: Approve minutes.
4.2 City Treasurer's Investment Report for 4th Quarter 2008-2009 (320-30)
The City's investment portfolio totals $103,917,733 (par value). As of June 30, 2009, funds
were invested at an average yield of 3.352%. Staff will provide a background report on the
City investment portfolio as well as the investment results as of June 30, 2009.
STAFF RECOMMENDATION: Receive the report.
4.3 Approval of Improvement Agreement for Parcel Map 8275, Phase 2 Improvements
(600-60)
This Improvement Agreement is with the Alameda County Surplus Property Authority
(ACSPA) and AvalonBay Communities, Inc., to construct Phase 2 of the Campbell Lane
improvements required by Parcel Map 8275. The Phase 2 improvements connect the existing
Phase 1 Campbell Lane roadway through the temporary BART parking lot on the ACSPA's
property to DeMarcus Boulevard. The Phase 2 improvements could not be constructed until
the BART parking garage was completed.
STAFF RECOMMENDATION: Adopt Resolution Approving the Improvement Agreement for
Parcel Map 8275, Phase 2 Improvements.
4.4 Master Agreement for Services between the City of Dublin and the Tri-Valley Housing
Opportunity Center (600-30)
The City Council will consider adopting a Resolution to approve a Master Agreement for
Services with the Tri-Valley Housing Opportunity Center which promotes homeownership,
financial literacy, workforce development, and asset development to very-low and low
income individuals, households, and emancipated youth in the City of Dublin.
STAFF RECOMMENDATION: Adopt Resolution Approving a Master Agreement for Services
Between the City of Dublin and the Tri-Valley Housing Opportunity Center.
4.5 Approval to Procure Traffic Engineering Consulting Services in Excess of $20,000 for the
Tri-Valley Transportation Development Fee Strategic Expenditure Plan Update (600-30)
This item requests the City Council authorize the Contract Administrator to direct Kimley-
Horn and Associates, Inc. to provide consulting services for the Tri-Valley Transportation
Development Fee Strategic Expenditure Plan Update. This item also seeks City Council
approval of a budget change for Fiscal Year 2008-2009 and for Fiscal Year 2009-2010.
STAFF RECOMMENDATION: Authorize the Contract Administrator to direct Kimley-Horn
and Associates, Inc., to provide consulting services for the Strategic Expenditure Plan Update for
an amount not to exceed $49,770 and approve a budget change for Fiscal Year 2008-2009 and
for Fiscal Year 2009-2010.

4.6 Warrant Register ($4,215,482.67) dated August 18, 2009 (300-40)
STAFF RECOMMENDATION: Review and authorize the issuance of payments.
5. WRITTEN COMMUNICATIONS -None
6. PUBLIC HEARINGS
6.1 Arroyo Vista -Environmental Impact Report, General Plan Amendment, Planned
Development Rezone with a Stage 1/Stage 2 Development Plan and Resolution Waiving
Certain Provisions of Dublin Municipal Code Chapter 8.68 (Inclusionary Zoning
Regulations) of the Zoning Ordinance, PA 07-028 (400-20/420-30/450-30)
The proposed Arroyo Vista residential development would be a community of 378 residential
units comprised of 198 market rate and 180 affordable units, a community building and a
daycare. The market rate component of the project will include 198 for-sale dwelling units,
including 141 attached and 57 detached dwellings. Up to 14 of the for-sale units will be
affordable dwellings. The affordable portion of the project will include 130 affordable family
apartments and 50 affordable senior apartments.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; and adopt Resolution
Certifying an Environmental Impact Report and Adopting Findings Concerning Significant
Impacts and Mitigations and Alternatives, a Statement of Overriding Considerations and a
Mitigation Monitoring and Reporting Program for the Arroyo Vista Project Located at 6700
Dougherty Road (APN 941-0007-001-07), PA 07-028; and adopt Resolution approving a
General Plan Amendment to Change the Designation of the Arroyo Vista Project Site from
Medium-Density Residential to Medium/High-Density Residential and Public/Semi-Public and
Allow for Attached and Detached Housing Units in the Medium/High-Density Residential Land
Use Designation (APN 941-0007-001-07), PA 07-028; and waive the first reading and
INTRODUCE an Ordinance Approving a PD-Planned Development Rezone and a Related
Stage 1/Stage 2 Development Plan for Arroyo Vista Located at 6700 Dougherty Road (APN
941-0007-001-07), PA 07-028; and adopt Resolution Approving a Waiver to Chapter 8.68 of
the Dublin Municipal Code Related to Affordability, Preference Point, Concurrent Construction,
Equivalent Bedroom Size and Dispersal Requirements for the Arroyo Vista Project Located at
6700 Dougherty Road (APN 941-0007-001-07), PA 07-028.
7. UNFINISHED BUSINESS
7.1 Dublin Transit Center Public Art Project (600-30)
The City Council will receive an update on the Transit Center Public Art project including a
recommendation to approve the selection of artist Cliff Garten for the project and to authorize
the artist to create artwork designs for the two art locations.
STAFF RECOMMENDATION: Receive presentation from art consultant; and authorize Staff
to enter into an agreement with the artist Cliff Garten to proceed with conceptual designs for a
stipend of $10,000.
7.2 Proposed Modification to Procedures for Use of Candles and Open Flame Devices and Fog
Machines at City Rental Facilities (200-10/210-10/220-10/240-10/295-10)
The City Council will consider proposed modifications to the Community Meeting and
Banquet Facility Use Policy regarding the use of candles, open flame devices and fog
machines to allow the use of small candles on cakes at City facilities.
STAFF RECOMMENDATION: Adopt Resolution Modifying the Community Meeting and
Banquet Facility Use Policy Regarding the Use of Candles, Open Flame Devices and Fog
Machines During Rental Use of the Dublin Civic Center, Dublin Library Community Room,
Dublin Senior Center, Old St. Raymond's Church, and Shannon Community Center.

8. NEW BUSINESS
8.1 Presentation on the Alameda Countywide Homeless Count 2009 (520-40)
The City Council will receive a presentation on the Alameda Countywide Homeless Count
2009.
STAFF RECOMMENDATION: Receive the presentation and provide comments.
8.2 Update of Comprehensive Emergency Management Plan (CEMP) (520-30)
The City Council will consider adopting proposed amendments to the Comprehensive
Emergency Management Plan. The amendments add additional language to the plan to state
that the City utilizes and is compliant with national emergency management protocols.
Additionally, improved direction for operating emergency shelters is included, along with
additional information for Staff on how to manage emergency operations as a result of a
man-made disaster. The final proposed items focus upon assessing landslide hazards and
clarifying terms associated with the plan and the field of emergency management.
STAFF RECOMMENDATION: Receive the report and adopt the proposed additions to the City
of Dublin's Comprehensive Emergency Management Plan.
8.3 2009 Day on the Glen Update (950-40)
The City Council will receive an update on plans for the 2009 Day on the Glen Festival and
will be asked to set ongoing annual dates for the festival on the weekend after Labor Day.
STAFF RECOMMENDATION: Receive report from Staff, and approve the designation of the
Day on the Glen Festival to take place annually on the weekend following Labor Day.
9. OTHER BUSINESS
9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
10. ADJOURNMENT Adjourn in memory of Staff Sgt. Sean Diamond and our fallen troops.
