3. ORAL COMMUNICATIONS
3.1 Introduction of New Employees: Rhonda Franklin, Administrative Technician; Anastasia
Nelson, Office Assistant II; and Cindi Santos, Pre-SchoolInstructor (700-10)
3.2 Presentation by the Zone 7 Water Agency Regarding the Stream Management Master Plan
(Stream WISE) (1000-70)
Zone 7W ater Agency will make a presentation regarding the past work and current status of
its Stream Management Master Plan (SMMP) and the Stream WISE program for
implementation of these important flood control and environmental/community enhancing
plans and their related projects within the City and the Tri-Valley area.
STAFF RECOMMENDATION: Receive presentation and provide any comments.
3.3 Youth Advisory Committee Appointments (110-30)
The term of office for the Youth Advisory Committee expired in August 2007. The openings
for the upcoming term were advertised and seventeen applications were received for the youth
member positions. The Mayor recommends the appointment of 13 youth and two alternates.
STAFF RECOMMENDATIONS: Confirm Mayor's appointments to Youth Advisory
Committee for the term September 2007 through August 2008.
3.4 Public Works Intern Project - Street Sign and Marking Inventory (820-30)
This year's Public Works Intern worked to provide a current inventory of street signs and/or
pavement markings in the City. This presentation will discuss the project and the benefits it
will provide to the services provided to the community by the Public Works Department.
STAFF RECOMMENDATION: Receive presentation.
3.5 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes - None
4.2 Review of Engineering Survey Results and Establishment of Speed Limits for Central
Parkway, Gleason Drive, North and South Dublin Ranch Drive, Signal Hill Drive, Bent
Tree Drive and Fallon Road (590-20)
This is the second reading of a proposed Ordinance which would establish speed limits on six
public streets for which speed limits have not previously been adopted. Four of the six streets
have currently posted speed limits which are not proposed to change. Bent Tree Drive
(proposed 30 mph) and Fallon Road between Bent Tree and Signal Hill (proposed 40 mph) do
not currently have posted speed limits. A public hearing regarding this item was held at the
August 7, 2007, City Council meeting.
STAFF RECOMMENDATION: Waive reading and adopt Ordinance Establishing Speed
Limits on Central Parkway, Gleason Drive, North and South Dublin Ranch Drive, Signal Hill
Drive, Bent Tree Drive, and Fallon Road.
4.3 Approval of Parcel Map 9485 (GC International Holding Group - Grayson Building)
(410-40)
The owner of the Grayson Building (GC International Holding Group) is seeking City
Council approval of Parcel Map 9485. This parcel map, which is situated at 6310 Houston
Place, subdivides an existing parcel (11,322 sq. ft. warehouse building) into two building
spaces for condominium purposes.
STAFF RECOMMENDATION: Adopt Resolution Approving Parcel Map 9485.
4.4 City Treasurer's Investment Report for 4th Quarter 2006-2007 (320-30)
The City's investment portfolio totals $113,414,204 (market value). As of June 30, 2007,
funds were invested at an average yield of 4.681 %.
STAFF RECOMMENDATION: Receive report.
4.5 Acceptance of Work - Contract No. 07-07, Dublin Boulevard Bridge Resurfacing at Alamo
Canal (600-35)
This project resurfaces the bridge on Dublin Boulevard just west of the Civic Center with a
protective chemical treatment to block moisture from reaching the steel reinforcing in the
deck. The City Council will consider accepting these improvements and authorizing final
payment to the contractor.
STAFF RECOMMENDATION: Approve Budget Change in the amount of $23,400; and accept
improvements under Contract No. 07-07, Dublin Boulevard Bridge Resurfacing at Alamo Canal,
and authorize the release of retention after 35 days if there are no subcontractor claims.
4.6 Acceptance of Work - Alamo Creek Playground Renovation Contract No. 07-04 (600-35)
On May 1, 2007, the City Council awarded a contract to M.A.K. Associates, Inc. to complete
the renovation of two play areas at Alamo Creek Park. The project is complete and needs to
be accepted by the City Council.
STAFF RECOMMENDATION: Adopt Resolution Accepting Improvements to Alamo Creek
Park Contract No. 07-04.
4.7 Grafton Station Development Agreement, PA 06-061 (600-60)
The City Council will consider a Development Agreement between the City of Dublin and
Stanforth Holding Company for the Grafton Station Shopping Center.
STAFF RECOMMENDATION: Waive reading and adopt Ordinance Approving a
Development Agreement Between the City of Dublin and Stanforth Holding Company.

4.8 City Manager's Employment Agreement (600-30)
The City Council Agency Negotiating Team (Mayor Lockhart and Councilmember Oravetz)
have met with the City Manager regarding the terms and conditions of' employment and
recommended adjustments to the City Manager's employment agreement.
STAFF RECOMMENDATION: Approve City Manager's Employment Agreement as
recommended by Agency Negotiating Team and adopt Resolution Amending the Salary Plan.
4.9 Improvements for the 2-Acre Neighborhood Square at Sorrento (600-35)
Construction of the neighborhood square located in the Sorrento Development is currently
underway. Sorrento's developer, Toll Brothers, has requested that the City complete
additional improvements at the square and will reimburse the City for the work.
STAFF RECOMMENDATION: Authorize the Mayor to execute the Agreement; authorize the
City Manager to execute Change Order #2 with Jensen Corporation; and approve the Budget
Change.
4.10 Warrant Register ($6,445,084.73) dated August 21, 2007 (300-40)
STAFF RECOMMENDATION: Approve

7. UNFINISHED BUSINESS
7.1 Report Prepared by PFM Asset Management LLC (PFM) Assessment and Review of the
City's Investment Portfolio and Procedures and Adoption of an Updated City of Dublin
Investment Policy (320-30)
The City Council authorized a review of the City Investment practices and policy, which was
performed by PFM. This firm is an investment advisor to many public agencies. The results
of the report and proposed modification to the City Investment Policy will be presented to the
City Council for their consideration.
STAFF RECOMMENDATION: Receive the report and adopt Resolution Adopting a Revised
Policy for City Investments.
7.2 Adoption of Regional Housing Needs Allocation (RHNA) for the Sa~ Francisco Bay Area
Region for the 2007-2014 Housing Element Cycle (430-20)
The City Council will review the draft allocation of housing units prepared by the Association
of Bay Area Governments (ABAG) for Dublin.
STAFF RECOMMENDATION: Receive the report.
7.3 Agreement with Royston Hanamoto Alley & Abey (RHAA) for Dublin Historic Park,
Phase 1 (600-30)
One of the Fiscal Year 2007-2008 High Priority City Council goals is to undertake
development of design and construction documents for Phase I of the Dublin Historic Park
upon acquisition of the Dublin Square Shopping Center. The City acquired the Shopping
Center in Fiscal Year 2006-2007 and funds were included to proceed with the Phase I
improvements in the Fiscal Year 2007-2008 Budget. The City Council will consider a
proposal for landscape architectural services from Royston Hanamoto Alley & Abey who
prepared the original master plan for the Dublin Historic Park.
STAFF RECOMMENDATION: Adopt Resolution Approving an Agreement with Royston
Hanamoto Alley & Abey for Landscape Architectural Services Related to Dublin Historic Park
Master Plan Addendum & Phase I Improvements.

8. NEW BUSINESS
8.1 Initiation of a General Plan Amendment Study for the Schaefer Ranch Development
Located at the Western Terminus of Dublin Boulevard (420-30)
The City Council will review the request to initiate a General Plan Amendment Study to
change the land use designation from Retail/Office and Estate Residential to Single-Family
Residential for that portion of the Schaefer Ranch development located south of Dublin
Boulevard and west of Schaefer Ranch Road to allow construction of single-family homes
with a density range of 0.9-6.0 dwelling units per acre which is consistent with the Single-
Family Residential Land Use Designation.
STAFF RECOMMENDATION: Adopt Resolution Approving the Request to Initiate a General
Plan Amendment Study OR adopt Resolution Denying Initiation of a General Plan Amendment
Study.
8.2 City of Dublin and the Tri- Valley Housing Opportunity Center Master Agreement for
Services (600-30)
The City Council will consider approving a resolution adopting the Tri-Valley. Housing
Opportunity Center Master Agreement for Services.
STAFF RECOMMENDATION: Adopt Resolution Authorizing an Agreement Between the
City of Dublin and the Tri-Valley Housing Opportunity Center.
8.3 Images of America - Dublin (910-60)
The City Council will receive a report on a new photographic history book on Dublin that was
produced by Arcadia Publishing. The book includes over 200 vintage images with captions
which highlight the earliest families that created a community that has thrived for more than
150 years.
STAFF RECOMMENDATION: Receive report.
8.4 Report on Code Enforcement Survey (440-40)
The City Council will review results of a code enforcement survey that was conducted to
determine the level of building activity performed without appropriate permits and provide
direction to Staff on enhancing current code enforcement activities.
STAFF RECOMMENDATION: Provide direction to Staff on the following alternatives: a)
Maintain the current level of code enforcement activity; b) Increase the level of contract code
enforcement activity; c) Introduce a multi-tiered penalty program; and/or d) Introduce a public
education program for building permit requirements and benefits.
8.5 Annual Tree Lighting Ceremony (910-60)
The City Council will consider possible location options for the 2007 Holiday Tree lighting
Ceremony.
STAFF RECOMMENDATION: Provide direction to Staff on the location of the 2007 Tree
Lighting Ceremony.
8.6 Consideration of Superstore Ordinance (420-20)
At the May 1, 2007 City Council meeting, Councilmember Sbranti requested the City Council
consider a ban on superstores similar to the recently adopted prohibition in the City of
Livermore.
STAFF RECOMMENDATION: Consider Councilmember Sbranti's request to evaluate the
need for a superstore ordinance and provide Staff with the appropriate direction.
8.7 Day on the Glen Street Closures (650-50)
The City Council will receive a report outlining the details associated with the Day on the
Glen Fireworks display and recommended street closures on Saturday, September 15, 2007.
STAFF RECOMMENDATION: Adopt Resolution Authorizing Temporary Street Closures for
the 2007 Day on the Glen Festival.

8.8 Year End Report for the 2006-2007 Goals & Objectives Program (100-80)
The City Council will receive a Final Report on the completion of the Goals and Objectives
for Fiscal Year 2006-2007, and a report on other accomplishments by the City's Operating
Departments for Fiscal Year 2006-2007.
STAFF RECOMMENDATION: Receive report and approve carrying over those objectives
identified in the Staff Report, which are identified as not completed by June 30, 2007.

9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
