REGULAR MEETING - August 22, 1988

1. CALL TO ORDER
2. PLEDGE OF ALLEGIANCE TO THE FLAG
3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Manager to have their
particular concern placed on the agenda for a future meeting.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for purpose of public
input may request the City Council to remove the item from the consent calendar. The request may be
made at the time that the Mayor asks the audience members if there is anyone interested in removing an
item from the Consent Calendar.
4.1 Minutes of Adjourned Regular Meeting of August 4, 1988

4.3 Report from Recreation Director - Spring 1988 Quarterly Report
Staff has prepared a report which summarizes the activities of the Recreation Department
during the Spring Quarter.
STAFF RECOMMENDATION: Receive report
4.4 Kolb Park Dedication
The Council will review plans as recommended by the Park & Recreation Commission for the
dedication of Kolb Park.
STAFF RECOMMENDATION: Review and approve plans and direct Staff to proceed.
4.5 Abandonment of Rolling Hills Drive - Stub End East of Creekside Drive
This action announces the City's intent to abandon a small unused portion of Rolling Hills
Drive and sets a public hearing date of October 10, 1988 for the abandonment.
STAFF RECOMMENDATION: Adopt Resolution of intent to abandon Rolling Hills Drive east of
Creekside Drive and setting a public hearing date of October 10th
4.6 Award of Bid - Contract No. 88-7 - San Ramon Road Improvements Phase III
The low bid received, $927,727.90, is within the funds budgeted for the project.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to Gallagher and Burk, Inc. and authorize
the Mayor to execute the agreement.
4.7 Denial of Claim submitted on behalf of John Woods, et. ale
This claim, submitted on behalf of John Woods, Brenda Woods, Christopher Montano and Anthony
Woods, alleges that damages arose from an accident which occurred where the Valley Christian
Center private driveway intersects Dublin Boulevard. The location of the alleged loss is
not within the City limits, and the City has no jurisdiction over the roadway.
STAFF RECOMMENDATION: Deny claim and direct Staff to advise the claimant and the City's
Insurance provider.
4.8 Amendment to the LAVTA Joint Powers Agreement
This proposed amendment relates to the portion of the Agreement which specifies the
insurance coverage to be provided.
STAFF RECOMMENDATION: Adopt Resolution.
4.9 International City Management Association (ICMA) Annual Conference - October 23-27, 1988
This conference, which is being held in Charlotte, North Carolina, helps to build and
develop the organization and development skills of the manager. Attendance at this
conference and participation in ICMA also provides an opportunity for the City Manager to
learn new management techniques, as well as to promote the City of Dublin.
STAFF RECOMMENDATION: Authorize City Manager's attendance at the ICMA Conference.
4.10 Warrant Register dated August 22, 1988
STAFF RECOMMENDATION: Approve
4.11 Establishment of Deferred Compensation Program
The current Employee Benefit Plan includes the provision of a Deferred Compensation Plan.
The program is stipulated as a voluntary plan, which does not require City contributions.
An employee subcommittee has reviewed several plans and is recommending that the City
Council authorize participation in the ICMA Retirement Corporation Deferred Compensation
Plan.
STAFF RECOMMENDATION: Adopt Resolution
5. WRITTEN COMMUNICATIONS
5.1 Letter from State Senator Bill Lockyer regarding SB 45
Senator Lockyer has directed correspondence to the Mayor regarding SB 45. Subsequent to his
communication, the Bill has been signed by the Governor. The measure will provide for an
increase in bridge tolls to be placed before the voters in November. The additional
revenue will be used for transportation projects, including rail extensions.
STAFF RECOMMENDATION: Review proposal and consider impacts.
6. PUBLIC HEARING
6.1 Limited Parking @ 6398 Dougherty Road
Roger Smith, owner of Pack & Ship at 6398 Dougherty Road, has asked the City to consider
establishing a 20 minute parking zone for approximately 8 cars in front of his business.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE
ordinance establishing 20 minute parking zone.
6.2 Sign Ordinance Amendments Related to Second Freestanding Signs and Service Station Price Signs
Amendments to the City Sign Ordinance relating to: 1) Service Station Price Signs; 2)
Second Freestanding Signs; 3) Clarification of allowance aggregate sign area, middle one -
third of street frontage, sign area, alternate types of freestanding signs, variance
findings, identification sign, directional tract signs; 4) Reformating to enhance
readability.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution for Negative
Declaration for PA 88-055 and PA 88-056 Sign Ordinance Amendments; waive reading and INTRODUCE
ordinance amending City Zoning Ordinance relating to Sign Ordinance.

8. NEW BUSINESS
8.1 Request from Diablo Valley German Shepherd Dog Club to waive the Facility Use Policy for
Shannon Center
The Diablo Valley German Shepherd Dog Club is asking that the residency requirement be
waived in order that they may rent Shannon Center on a continuous basis.
STAFF RECOMMENDATION: Receive presentation by Staff and representatives of the Dog Club;
deliberate; uphold recommendation of the Park & Recreation Commission (allow use of Shannon
Community Center on a continuous basis for the fall quarter and assess the Club at an hourly
rate of $37), or provide Staff with alternative direction.
8.2 Authorization to Solicit Quotations for Holiday Banners
Staff is requesting that the City Council provide direction regarding the design of St.
Patrick's Day street banners and authorize purchase of both St. Patrick's and December
holiday banners.
STAFF RECOMMENDATION: Select design for St. Patrick's Day banners or direct Staff to prepare
alternate designs and authorize Staff to solicit quotations for banners.
