3.1 Presentation of Gifts to City from Bray, County Wicklow, Ireland, Dublin's Sister City
At this time, the pubh'c is permitted to address the City Council on non-agendixed items. The Council must, however,
comply with all State Laws in regard to items not appearing on the posted agenda. The Council may respond to
statements made or questioned asked, or may request Staff to report back at a future meeting concerning the matter.
Any member of the pubh'c may Contact the City Clerk's Office related to the proper procedure to place an item on a
future City Council agenda. The exceptions under which the City Council ~ Y ch'scuss and/or take action on items not
appearing on the agenda are contained in Government Code Section ~40~4.2(b) (I) (2) ($).
4. CONSENT CALENDAR
Consent Calendar items are Orpically non-controversial in nature and are considered for approval by the City
Council with one single acB'on. Members of the audience, Staff or the CiOr Council who would like an item
removed from the Consent Calendar forpurposes of pubh'c input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of August 8, 1995
STAFF RECOMMENDATION: Approve
4.2 Award of Contract for the Eastern Dublin Scenic Corridor Policies and Visual Survey
The City proposes to enter into an agreement with David L. Gates and Associates for
completing the Eastern Dublin Scenic Corridor Policies and Visual Survey.
STAFF RECOMMENDATION: Adopt Resolution and authorize City Manager to execute
agreement
4.3 lteritage Center Advisory Committee Bylaws and Rules of Procedure
Appointments to the newly formed Heritage Center Advisory Committee were made in April of
1995. As with other City committees and commissions, it is necessary to have established rules
and operating procedures. Bylaws and Rules of Procedure for the Heritage Center Advisory
Committee have been developed by Staff and approved by the Committee and the Parks &
Community Services Cmnmission.
STAFF RECOMMENDATION: Adopt Resolution
4.4 Preliminary Financial Report for the month of June 1995 and Final Budget Adjustments for
FiScal Year 1994-95
Staff has prepared a Pro Forma Balance Sheet and Income Statements for the period ending
June 30, 1995 and a. Budget Change Form identifying year end budget adjustments necessary to
complete the annual financial report.
STAFF RECOMMENDATION: Receive Report; authorize Mayor to execute Budget Change
Forms; and direct Staff to make appropriate adjustments to the City's Financial Records
4.5 Authorization to Submit a Grant Application to the Alameda County Waste Management
Authority- Enhanced Green Waste Public Education Program
The Alameda County Waste Management Authority awards competitive grants for projects
which address Authority objectives. City Staff, with assistance from Livermore Dublin Disposal,
has prepared an Enhanced Green Waste Education Program. The collection of green waste will
begin in January 1996°
STAFF RECOMMENDATION: Adopt Resolution and authorize City Staff to submit Grant
Application.
4.6 Warrant Register ($813,626.40) dated August 22, 1995
STAFF RECOMMENDATION: Approve
4.7 Dublin Sports Grounds Renovation, Contract 95-05
Plans and Specifications have been prepared in order for Phase I improvements to the Dublin
Sports Grounds to go to bid.
STAFF RECOMMENDATION: Authorize Staff to advertise Contract 95-05 for bids and determine
at the time the bid is awarded what budget modifications are appropriate.

PUBLIC HEARING
6.1 Dublin Boulevard Precise Plan, establishing a right-of-way line for Dublin Boulevard from the
eastern BART access drive to Hacienda Drive PA 95-018
The General Plan shows Dublin Boulevard as running due east from the BART Station to
Hacienda Drive and continuing eastward along the existing Dublin Boulevard alignment. This
project would establish a right-of-way for Dublin Boulevard from the eastern BART access
drive to Hacienda Drive. This is the second reading of the Ordinance which was introduced at
the August 8, 1995 City Council meeting.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance
UNFINISHED BUSINESS
7.1 Enforcement policy regarding outdoor sales
In adopting the new Outdoor Sales Ordinance, the City Council indicated a desire to actively
enforce the Ordinance for violations by non-Dublin businesses. Staff has prepared a revised
enforcement policy to address the City Council's concerns.
STAFF RECOMMENDATION: Adopt Resolution
7.2 Landscaping in front of True Value Hardware
The City Council requested that Staff investigate and report back as to the extent of street right-
of-way on San Ramon Road fronting the True Value Hardware property and the cost to
landscape the street fight-of-way area.
STAFF RECOMMENDATION: Provide direction
7.3 Time of Operation for City Fountains
Funds have been budgeted for Fiscal Year 1995-96 to provide for operating the Shannon Center
entry fountain and the two Civic Center fountains 20 hours per week. Staffhas prepared a
report providing further information regarding the times of day the fountains could be operated.
STAFF RECOMMENDATION: Provide direction regarding times of operation for fountains
NEW BUSINESS
8.1 Santa Rita Commercial Center Site Development Review - Applicants: Homart Development
Company and Alameda County
An application has been submitted to the City Council for approval of the design of an 800,000___
square foot shopping center, in accordance with requirements of the Zoning Ordinance and the
Eastern Dublin Specific Plan. The City Council reviewed the fiscal analysis as part of the PD
Rezone and Development Agreement applications in January of 1995.
STAFF RECOMMENDATION: Adopt Resolution
8.2 Aden Ness General Plan Amendment Study Request
The Applicant is requesting that the City Council authorize a General Plan Amendment Study to
change the designation of his business from "Business Park/Industrial: Outdoor Storage" to
"Retail Office and Automotive" to allow a 44,016 square foot retail and mail order motorcycle
pans distribution facility.
STAFF RECOMMENDATION: Approve request for a General Plan Amendment Study with costs
to be borne by the Applicant
8.3 Dublin Heritage Center Grand Reopening
Renovations to the Heritage Center are nearing completion and the Heritage Center should be
ready to reopen in mid-October. A subcommittee of the Heritage Center Advisory Committee
has developed plans for the Grand Reope .ning of the Heritage Center for review by the City
Council.
STAFF RECOMMENDATION: Provide input on preliminary plans and approve date of
October 14, 1995
