DUBLIN CITY COUNCIL
REGULAR MEETING - August 23, 1993 DUBLIN CIVIC CENTER

A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available
for public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at
the Dublin Library.

3. ORAL COMMUNICATIONS
3.1 Proclamation Declaring September 20-24, 1993 as "Beat the
Back-Up Week"
3.2 Presentation of Savings Bonds to Recycling Rewards Contest
Winners for the month of July, 1993: A. J. Skipper, Chris
Castelluccio, Robert Bischoff, Ray Bettencourt and Don Nelson
3.3 Appointments to Heritage Center Task Force
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Council Agenda. Corrrnents should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Regular Meeting of August 9, 1993
STAFF RECOMMENDATION: Approve
4.2 Acceptance of Improvements - Tract 6052 (Standard Pacific -
Torrey Pines)
Improvements in Tract 6052 have been completed
satisfactorily and in accordance with approved plans and
specifications.
STAFF RECOMMENDATION: Adopt Resolution accepting improvements
subject to the developer's 1-year guarantee period, and
authorize Staff to accept maintenance bond at a future date.
4.3 Resolution Supporting Statewide Legislation Requiring All
Workplaces and Public Places to be 100% Smoke-Free
Councilmember Moffatt has expressed a strong position that
local governments, in response to their communities'
wishes, should have the sovereign right to pass local laws
that are stronger than state tobacco control legislation.
STAFF RECOMMENDATION: Adopt Resolution and direct Staff to
send a copy to State Representatives.
4.4 Award of Bid - Contract No. 93-10, 1993 Street Slurry Seal
Program
This action will award the bid of the annual slurry seal
program to American Asphalt Repair and Resurfacing Co.,
Inc., who submitted the lowest of 5 bids. Slurry seal is a
sand, oil and water mixture used to seal streets to keep
water out of the street subgrade which prolongs the life of
the street.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to
American Asphalt Repair ($75,044.90); authorize Mayor to
execute agreement; and authorize Staff to approve an extension
of bid items not to exceed a total construction cost of
$87,000.
4.5 Severance of Road Rights-of-Way from Remnant Parcels on Dublin
Boulevard Extension
This resolution will sever the road right-of-way for the
Dublin Boulevard extension from the 3 remnant parcels which
the City proposes to sell. This action will simplify the
future sale by allowing Staff to prepare separate legal
descriptions for the remnant parcels.
STAFF RECOMMENDATION: Adopt Resolution and direct City Clerk
to have documents recorded.

STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATION - None
6. PUBLIC HEARING
6.1 Proposed Ordinance Establishing Bus stop on Dougherty Road @
Camp Parks Entrance
This is the second reading of a proposed ordinance to
establish a bus stop on the east side of Dougherty Road at
the Camp Parks entrance.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.
7. UNFINISHED BUSINESS - None
8. NEW BUSINESS
8.1 Report on Revising the Sign Ordinance
One of the city Council's goals and objectives is revising
the Sign Ordinance. City Staff and Dublin Chamber of
Commerce representatives have discussed holding a meeting
to: 1) identify those Dublin businesses that are willing
to help improve the sign Ordinance and 2) identify the sign
issues most important to the Dublin businesses.
STAFF RECOMMENDATION: Authorize Staff to conduct an evening
meeting to identify businesses willing to help improve the
Sign Ordinance and identify the sign issues.
8.2 Comments on MTC's Regional Transportation Plan Alternatives to
be Evaluated in the Environmental Documents
MTC is in the process of updating its Regional Transporta-
tion Plan (RTP) and is requesting comments. City Staff is
proposing the inclusion of several projects in the RTP for
the City Council's approval.
STAFF RECOMMENDATION: Support request to add Tri-Valley
projects to the RTP and authorize Mayor to sign letter to MTC.
