DUBLIN CITY COUNCIL
REGULAR MEETING - August 24, 1987

1. CALL TO ORDER

3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Manager to have their
particular concern placed on the agenda for a future meeting.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for purpose of public
input may request the City Council to remove the item from the consent calendar. The request may be
made at the time that the Mayor asks the audience members if there is anyone interested in removing an
item from the Consent Calendar.
4.1 Minutes of Regular Meeting of August 10, 1987
STAFF RECOMMENDATION: Approve
4.2 Dolan Park Improvements - Award of Bid - Contract No. 87-7
The low bid received, $303,832.32, is within the amount budgeted for this project.
STAFF RECOMMENDATION: Award bid to Valley Crest Landscape, Inc., and authorize the Mayor to
execute the agreement.
4.3 International City Management Association Annual Conference - October 25-29, 1987
This conference, which is being held in Montreal, Canada from October 25-29, 1987 helps to
build and develop the organization and development skills of the manager. Attendance at
this conference and participation in ICMA also provides an opportunity for the City Manager
to learn new management techniques, as well as to promote the City of Dublin.
STAFF RECOMMENDATION: Authorize City Manager's attendance at the lCMA Conference.
4.4 Disposition of Seized Motor Vehicles
As a result of a cooperative investigation between the Dublin Police Department and Federal
Agencies, the City recently received clear title to 4 vehicles from the U. S. Government.
Federal Law indicates that the vehicles, or the proceeds from the sale of said vehicles,
must be used for law enforcement purposes. Staff proposes to advertise 3 of the vehicles
for sale after they have been cleaned up and detailed. Staff proposes to keep a fourth
vehicle for a 6-month trial basis to be used for investigative purposes.
STAFF RECOMMENDATION: 1) Declare those items identified on Exhibit A as surplus City property;
2) authorize Staff to advertise for sealed bids; 3) authorize Staff to use the public auction
method as an alternative means of disposing of these vehicles if this method is more financially
advantageous to the City; 4) approve a budget transfer in the amount of $1,000 for purpose of
preparing and cleaning vehicles for sale.
4.5 Amendment to Classification Plan
During deliberations on the 1987-88 Budget, the City Council approved funding for two new
positions in the Public Works Department. The City Personnel Rules require the Council to
adopt a description of the job duties and qualifications. Staff has prepared descriptions
for the positions of Public Works Director/City Engineer and Public Works Inspector.
STAFF RECOMMENDATION: Adopt Resolution
4.6 Claim Submitted August 11, 1987 by George Filstead
The City has received a claim submitted by George Filstead alleging damages as a result of a
traffic citation. The City contracts for Police Services with Alameda County. Pursuant to
agreements with the County, insurance coverage is provided for contracted activities. The
City's claims adjuster recommends denial of the claim at this time to protect the City's
interests.
STAFF RECOMMENDATION: Deny claim and direct Staff to notify the claimant and the City's
insurance providers.
4.7 Report on Stagecoach Road Landscaping
At the City Council meeting of August 10, 1987, the Council directed Staff to investigate
questions raised by residents of the Beck Development and prepare a response.
STAFF RECOMMENDATION: Receive report and give Staff direction to follow up on items listed.
4.8 Agreement regarding Evaluation of Non-Point Source of Water Pollution
This agreement provides for the City's participation in an initial study regarding
transmission of pollution through storm water runoff.
STAFF RECOMMENDATION: Adopt resolution and authorize Mayor to execute agreement.

STAFF RECOMMENDATION: Approve
4.10 Request from Dublin United Soccer League to Utilize Civic Center Property
The Dublin United Soccer League will be hosting their Annual Shamrock Invitational Soccer
Tournament on September 5-7, 1987. They expect over 100 teams to participate in the
tournament. The tournament committee has requested permission to use the Civic Center
property for overflow parking as was done for the recent Dublin Shamrock Festival.
STAFF RECOMMENDATION: Approve DUSL's request to utilize the Civic Center property and
authorize public works assistance at no cost to DUSL.
5. WRITTEN COMMUNICATIONS
5.1 Dublin San Ramon Services District regarding Park Dedication Funds
On August 4, 1987, the DSRSD Board of Directors, in response to a written request from the
City of San Ramon, approved the transfer of all park dedication funds on deposit with the
District from the Contra Costa County portion of the District to the City of San Ramon. The
District has indicated a willingness to consider a similar request from the City of Dublin,
should the City desire the transfer of those funds at this time.
STAFF RECOMMENDATION: Authorize Staff to request park dedication funds on deposit with the
District from the Alameda County portion of DSRSD.
6. PUBLIC HEARING
6.1 Loading Zone and No Parking Zone, Scarlett Court at Curtiss Dodge
Curtiss Dodge requested that the City establish a loading zone on Scarlett Court in front of
their property to enable trucks to make safe deliveries to the dealership. The no parking
zone was requested because of a sight distance problem.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance on
an urgency basis.
6.2 Ordinance relating to Underground Utility Districts
This proposed ordinance is part of the City's ongoing municipal code revision. It provides
a procedure and means for establishing underground utility districts within the City.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and introduce ordinance
relating to underground utility districts.
6.3 Ordinance Prohibiting Certain Commercial Vehicles from Residence Districts (3-Ton Weight Limit)
This proposed ordinance would impose a 3-ton weight limit for certain commercial vehicles on
all residential streets within the City.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance
6.4 Ordinance relating to Floodplain Management
The State Department of Water Resources requested that the City adopt a new ordinance
relating to floodplain management because of changes in rules governing the National Flood
Insurance Program.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and introduce ordinance

8. NEW BUSINESS
8.1 Selection of Type and Facia Treatment for Masonry Soundwalls - Amador Valley Boulevard and San
Ramon Road
Staff is requesting that the City Council view a slide presentation and cost information and
provide direction regarding the type of wall and facia treatment desired for these
locations.
STAFF RECOMMENDATION: Review Staff presentation; receive input from the public; give Staff
direction regarding soundwall type and facia design.
