PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not fficient time to address their concern, that person should arrange with the City Manager to have their pdrticular concern placed on the agenda for a future meeting. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of August 11, 1986 STAFF RECOMMENDATION: Approve 4.2 Abandonment of Slope and Drainage Easement - Tract 5402 This easement, originally acquired by Alameda County during construction of Tract 2690, is no longer necessary. STAFF RECOMMENDATION: Adopt Resolution authorizing Mayor to execute Quitclaim Deed 4.3 Acceptance of Improvements - Stagecoach Road, Tract 4719 Improvements related to Stagecoach Road in Tract 4719 have been inspected by the City Engineer and found to be satisfactory. STAFF RECOMMENDATION: Adopt Resolution accepting work as completed and authorize Staff to accept maintenance bond at a future date. 4.4 Establishment of Public Hearing Date for Consideration of Cooperation Agreement between the City of Dublin and the Dublin Housing Authority The Health & Safety code requires a public hearing to be conducted prior to entering into a cooperation agreement. In order to provide adequate time for publication requirements, Staff recommends a joint public hearing on September 22, 1986 at 7:30 p.m., with the Dublin Housing Authority. STAFF RECOMMENDATION: Adopt Resolution 4.5 Planning Consultant Agreement for Zoning Ordinance Update Staff has developed a work outline to update the Zoning Ordinance. Staff and Duncan & Jones, Planning Consultants, have developed a draft agreement and scope of work. Under the draft agreement, the consultant services would not exceed $15,000 and would be completed by July, 1987. STAFF RECOMMENDATION: Authorize City Manager to enter into agreement. 4.6 Kolb Park Grant Application Staff has prepared a grant application for funding under the California Park & Recreation Facilities Act of 1984, Regional Competitive Program. Funds are requested for Kolb Park in the amount of $116,280. STAFF RECOMMENDATION: Adopt Resolution approvlng application. 4.7 Authorization to Invite Bids for Street Sweeping The current agreement for street sweeping services terminates September 30, 1986. Staff has prepared specifications to obtain sealed bids for this service. STAFF RECOMMENDATION: Approve Bid Specifications and authorize Staff to proceed with formal bid process. 4.8 Warrant Register dated August 25, 1986 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS None 6. PUBLIC HEARING None 7. UNFINISHED BUSINESS 7.1 Donahue Drive Traffic Study - Review of Previous Report At its regular meeting on August 11, 1986, the City Council requested a review of the Donahue Drive Traffic Study. STAFF RECOMMENDATION: Review report and determine whether or not further study is necessary. 7.2 Award of Bid - Contract No. 86-6, San Ramon Road Phase II, Street Reconstruction, Traffic Signal, Street Lighting and Landscaping Five bids were received, the lowest of which was $1,837,181.89 from Grade Way Construction. STAFF RECOMMENDATION: Award bid to Grade Way Construction, Inc.; authorize Mayor to execute agreement; authorize an additional appropriation from the Street Improvement Reserve in the amount of $594,000. 8.
