HomeMy WebLinkAbout*CC Agenda 08-26-1991 AGENDA DUBLIN CITY COUNCIL REGULAR MEETING - August 26, 1991 DUBLIN CIVIC CENTER Monday - 7:30 p.m. 100 CIVIC PLAZA A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available for public information and perusal several days prior to a Council meeting at the Dublin Library and also in the City Clerk's Office at the Civic Center. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG - RICHARD FREEMAN, Eagle Scout, Troop 905 3. ORAL COMMUNICATIONS 3.1 Presentation of Customer Service Award for Month of September At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Counci l Agenda. Conments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Regular Meeting of August 12, 1991 STAFF RECOMMENDATION: Approve 4.2 spring Quarter 1991 Recreation Report The City Council will receive a report which summarizes the activities of the Recreation Department during the spring quarter. STAFF RECOMMENDATION: Receive Report 4.3 Authorization to Award Shannon Center Exterior Painting Contract 91-04 In order to complete the painting of the Shannon Center by the time of the park dedication on September 21st, Staff is requesting authorization to award the bid. Bids are scheduled to be opened on August 28th. STAFF RECOMMENDATION: Adopt Resolution authorizing the City Manager to award the contract to the lowest responsible bidder, providing the low bid received does not exceed the budget, and providing that no objections are received. 4.4 Repeal of Senate Bill 2557 SB 2557 which was enacted as part of the 1990-91 State Budget package, resulted in the shifting of city and school district revenues to counties to compensate for State funding cuts to state-mandated county programs. A draft Resolution urges the State Legislature and Governor Wilson to repeal SB 2557 and enact meaningful fiscal reform. STAFF RECOMMENDATION: Adopt Resolution 4.5 Finance Report for Period Ending July 31, 1991 STAFF RECOMMENDATION: Receive Report 4.6 Acceptance of Improvements - Lions Club Handicap Playground The Dublin-San Ramon Lions Club recently provided equipment and labor to install a playground for handicapped children at Kolb Park. STAFF RECOMMENDATION: 1) Accept gift of improvements to park and for City maintenance; 2) direct Staff to notify the Lions Club of final acceptance in accordance with Section 3 of the Agreement between the Lions Club and the City; 3) direct Staff to purchase plaques for formal acknowledgement of the gift in accordance with the policy used in the Gift Catalog; and 4) authorize an additional appropriation from the Contingent Reserve to this Capital Improvement Project in the amount of $2,026.52. 4.7 Appointment of Tenant Commissioners to Dublin Housing Authority A City Council Subcommittee has completed interviews for 2 Tenant Commissioners. After consideration of information presented in applications and personal interviews, the Subcommittee recommends the appointment of Ms. Peggy Taylor and Mr. Christopher Estes to the Dublin Housing Authority. STAFF RECOMMENDATION: Confirm appointments and adopt Resolution. 4.8 Authorization to Solicit Bids for Contract 91-06, Annual Striping and Marking Contract This contract provides for striping and pavement marking of City streets over the next year. The estimated annual cost for this work is $69,600. STAFF RECOMMENDATION: Authorize Staff to advertise for bids. 4.9 Customer Service Training Program The City received proposals from 3 consultants to provide customer service training. Interviews were conducted by the City Manager and members of the Customer Service Committee. STAFF RECOMMENDATION: Review training proposal and authorize city Manager to execute agreement with Arlene willits. 4.10 Agreement with Berlogar Geotechnical Consultants for Consulting Engineering Services to Conduct Geotechnical and Soils Investigation for Dublin Boulevard between Silvergate Drive and Hansen Drive This agreement provides for Soils Engineering Services for the Dublin Boulevard/Silvergate Drive Intersection Improvements project. The contract cost is not to exceed $9,700. STAFF RECOMMENDATION: Adopt Resolution 4.11 Warrant Register Dated August 26, 1991 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION 5.1 From Viacom Cablevision regarding Alameda County Assessment of Property Tax In 1987, Viacom was acquired by another firm which resulted in a change of ownership under property tax laws in the state of California. The County Assessor has recently determined the new assessment for Viacom's holdings. Viacom has requested that the City Council request that Alameda County utilize a different methodology in appraising their property. STAFF RECOMMENDATION: Consider request 6. PUBLIC HEARING 6.1 Dougherty Regional Fire Authority (DRFA) General Plan Amendment, Rezone and Conditional Use Permit Request at 7494 Donohue Drive & Rezone and Conditional Use Permit Request for a Portion of 7601 Amador Valley Boulevard This request is for a General Plan Amendment to change 7494 Donohue Drive from PUbliC/Semi-Public Facility to Retail/Office and for a CUP to allow the establishment of a Fire Station within the C-1 zone on combined parcels at 7494 Donohue Drive and a portion of 7601 Amador Valley Boulevard. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving DRFA General Plan Amendment; adopt Resolution approving CUP; and waive reading and INTRODUCE Ordinance. 6.2 Amendments to Business Registration Ordinance On August 12, 1991, the City Council conducted a public hearing and introduced an Ordinance which would amend certain sections of the Business Registration Ordinance which was adopted in October of last year. The amendments would 1) ease administration; 2) lower certain fees in accordance with the cost of performing certain functions; and 3) bring the Ordinance into conformance with recent changes in the law. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 7. UNFINISHED BUSINESS - None 8. NEW BUSINESS 8.1 Review of Source Reduction and Recycling (SRR) Element As required by AB 939, the City must reduce the amount of garbage placed in the landfill by 25% in 1995, and a reduction of 50% by the year 2000. The law also requires the City to prepare detailed plans outlining how these mandates will be accomplished. STAFF RECOMMENDATION: Review proposed programs and provide input; establish pUblic hearing date of October 10, 1991 for public input on the Preliminary SRR Element; authorize release of the Draft for public comment. 9. OTHER BUSINESS 10. CLOSED SESSION 10.1 Pending Litigation, City of Dublin vs. County of Alameda Napa County Superior Court No. 61787 (Measure D), Government Code Section 54956.9(a). 10.2 Potential Litigation, Government Code Section 54956.9(c). 11.
