1. CALL TO ORDER

3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Clerk to have their
particular concern placed on the agenda for a future meeting.
The City Council cannot deliberate or take action on a non-agenda item unless there is factual evidence
presented to the Council indicating that the subject brought up falls into one of the exceptions under
Government Code Section 54954.2 in that a) there is an emergency situation, or b) the need to take
action arose subsequent to the agenda being posted.
3.1 Introduction of New Police Services Data Input Clerk Connie Spariou
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for purpose of public
input may request the City Council to remove the item from the consent calendar. The request may be
made at 1:he time that the Mayor asks the audience members if there is anyone interested in removing an
item from the Consent Calendar.
4.1 Minutes of Regular Meeting of August 14, 1989
STAFF RECOMMENDATION: Approve
4.2 Rejection of Claims #0040 (Mario Tomasetti) and #0047 (Michael Morrison)
The City has received 2 claims from separate individuals. Claim #0040 involves injuries
allegedly caused by Dublin Police personnel. Claim #0047 appears to have arisen from street
repairs being completed by an independent contractor.
STAFF RECOMMENDATION: Deny claims and direct Staff to notify claimants
4.3 Civic Center Street Name Change PA 89-099
This request is for approval of a street name change for the southern terminus of Sierra
Court (south of Dublin Boulevard), to be renamed "Civic Plaza", with the proposed address of
the Civic Center to be #100 Civic Plaza.
STAFF RECOMMENDATION: Adopt Resolution
4.4 Contract 89-10 Traffic Signal Pre-emption for Emergency Vehicles
This project will install emergency vehicle pre-emption equipment at 11 signalized
intersections in Dublin (those which do not currently have the devices).
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.5 Unmarked Police Vehicle Purchase
As part of the approved 1989-90 Budget, the City Council authorized funding for a crime
prevention position. Also included was an unmarked vehicle. In accordance with the City's
Purchasing Ordinance, bids will be obtained for a used vehicle and Staff will also obtain
bids for the emergency equipment required to operate the vehicle.
STAFF RECOMMENDATION: Authorize Staff to solicit bids for 1 unmarked police vehicle.
4.6 Acceptance of Gifts to City
Cash contributions totaling $1,205 have been received by the City for purchase of Recreation
Department equipment. The Council will review the donations and accept them formally.
STAFF RECOMMENDATION: Accept gifts and direct Staff to prepare a final acknowledgment.
4.7 Award of Civic Center Moving Services Bid
The City has obtained competitive bids from 7 companies. As a requirement of the bid
package, each firm was requested to provide references. Staff has reviewed the references
of the 2 lowest bidders.
STAFF RECOMMENDATION: Award bid to Cor-O-Van, Agent for North American Van Lines
4.8 Response to Final Report of the 1988-89 Alameda County Grand Jury
The Alameda County Grand Jury has made recommendations to all Cities in Alameda County
related to training session pertaining to the filing requirements of the Political Reform
Act of 1974 and each agency's Conflict of Interest Code, as well as education related to the
Brown Act.
STAFF RECOMMENDATION: Consider proposed policy and adopt Resolution with a copy to be
forwarded to the Grand Jury.
4.9 Solicitation of Bids for Janitorial Service - City Facilities
In preparing for the operation of the Civic Center, it will be necessary to obtain
janitorial services. Staff is proposing obtaining a bid which consolidates services at 3
City facilities under the same contract.
STAFF RECOMMENDATION: Authorize Staff to solicit bids for janitorial service for City
facilities.
4.10 Warrant Register dated August 28, 1989
STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATIONS - None
6. PUBLIC HEARING
6.1 No Parking Zone on Starward Drive at Amador Valley Boulevard
This proposed no parking zone for sight distance clearance would extend along the easterly
curbline of Starward Drive from the easterly crosswalk on Amador Valley Boulevard to the
first driveway and from the first driveway to the second driveway. The total length of red
curb is 65'.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution.
6.2 Hepeal of Ordinance No. 6-83 Prohibiting Right Turns on a Red Signal - East and Westbound Amador
Valley Boulevard @ Donohue Drive
This item was discussed by the City Council in July, 1988, in response to a request from the
Library that the signs be removed. The City Council asked that the decision be postponed
until the new traffic signal at Amador Valley Boulevard and Amador Plaza Road was
operational.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE
Ordinance repealing Ordinance No. 6-83.
6.3 Proposed No Parking Zone on Sierra Lane @ Dougherty Road
The City's Traffic Engineer proposes to make certain striping changes at the Sierra
Lane/Dougherty Road intersec~ion in order to facilitate movement and improve visibility.
Part of this change requires prohibition of 100' of parking on the south side of Sierra
Lane, west of Dougherty Road.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution.
6.4 Report of Costs of Abatement Performed Under the Property Maintenance Ordinance at 7360 San
Ramon Road
This action is to recover costs of $2,088.48 incurred by the City to abate conditions at
7360 San Ramon Road constituted as a public nuisance pursuant to the Property Maintenance
Ordinance.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution directing that a
Notice of Lien be recorded.
6.5 Proposed Amendment to the Alameda County Solid Waste Management Plan
The Alameda County Waste Management Authority requests that the Council review and approve
the proposed amendment to the Alameda County Solid Waste Management Plan to allow
importation and disposal of municipal solid waste from Contra Costa County to the altamont
Landfill site for a period of two years.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving the
amendment to the Alameda County Solid Waste Management Plan.
7. UNFINISHED BUSINESS
7.1 Design of City Flag
In accordance with Council direction, Staff has solicited citizen input on the design of a
City flag. Sample flag designs will be presented for consideration.
STAFF RECOMMENDATION: Review sample flag designs and provide input. Select flag design and
authorize Staff to proceed with purchase.
7.2 Team Building Workshop
As suggested with the implementation plan provided by the Development Services Management
Audit Consultant, Staff has prepared a tentative agenda. This has been developed with input
from discussions between the Team Building Consultant and members of the Council, Commission
and Staff.
STAFF RECOMMENDATION: Review and approve tentative agenda for Workshop and approve location
8. NEW BUSINESS
8.1 West Dublin Studies PA 88-144, First Amendment to Agreement between City of Dublin and WPM
Planning Team, Inc.
Marie Cronin is requesting an amendment to the West Dublin Studies Agreement to consider the
potential for residential development on the Cronin property. Key issues include
circulation, visual impacts, geotechnical constraints, biological impacts and ridgeline/open
space preservation.
STAFF RECOMMENDATION: 1) Consider agreement amendment allowing for more detailed studies of
the Cronin property for the purpose of determining residential development potential. 2) If
Council decides in favor of the agreement amendment: a) Adopt Resolution approving the first
amendment to the agreement; and b) authorize the City Manager to sign the agreement between the
City and WPM Planning Team, Inc., after funds have been received from the Applicant. 3) If
Council decides to not study the potential for residential development at this time, no
additional action is required by Council and the West Dublin Studies will proceed as outlined
in the original agreement.
8.2 :~asterly Extension of Dublin Boulevard - Dougherty Road to Southern Pacific Railroad Corridor
Since April, 1988, City Staff has been working with a property owner in the area affected by
this project. At the direction of the City Council, the work consisted of evaluating the
possibility of utilizing an assessment district to fund the necessary improvements. This
process has identified several concerns of property owners. Based on this information,
Staff believes it would be prudent to explore redevelopment as a means of financing a
portion of the improvements.
STAFF RECOMMENDATION: 1) Authorize City Manager to execute an agreement with Economic Planning
and systems to undertake a Preliminary Redevelopment Feasibility Study not to exceed $8,750;
and 2) authorize a budget transfer from the contingent Reserve to the City Manager's Budget in
1:he amount of $8,750.
8.3 Civic Center Dedication & Open House
The City Council Civic Center Subcommittee has been working with Staff to develop plans for
the Civic Center dedication.
STAFF RECOMMENDATION: Review planned events and provide any additional suggestions. Approve
1:he proposed dates and authorize Staff to proceed with arrangements.
8.4 Business Registration Ordinance Study
In the approved Goals & Objectives, the City Council identified the development of a
Business License Ordinance. In past discussions, the emphasis was primarily on registration
rather than a revenue raising mechanism. This would assist in determining compliance with
various regulations.
STAFF RECOMMENDATION: 1) Authorize Study of the establishment of a Business Registration
Ordinance; 2) direct Staff to contact the Dublin Chamber of Commerce and request that the
Chamber appoint representatives from the business community to participate on a task force with
representatives of the City to study the development of a Business Registration Ordinance; 3)
designate representative(s) from the City Council, City Staff and City Attorney's Office to
meet with representatives from the business community; and 4) establish a date for task force
report to be brought back to the City Council.

10. CLOSED SESSION - Government Code Section 54957.7 Pending Litigation, City of Dublin vs. McCartney
11. ADJOURNMENT - Adjourn to Special Joint City Council/Planning Commission session for detailed review
and discussion of the Management Audit recently prepared by Hughes, Heiss &
Associates. The meeting will be held on Thursday, September 7, 1989, 6:00 p.m., at
the Shannon Community Center.
