3.2 Parks & Community Services-Summer Program for Youth (950-30)
The City Council will receive a slide presentation prepared by the Parks & Community
Services Department highlighting program activities and special events for youth over this
past summer.
STAFF RECOMMENDATION: Receive Presentation.
3.3 Proclamation of National Preparedness Month (610-50)
Proclaim September as National Preparedness Month in the City of Dublin.
3.4 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting conceming the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Govemment Code Section 54954.2(b)(1)(2)(3).

CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.

STAFF RECOMMENDATION: Approve.
4.2 Authorization to Solicit Bids for Contract No. 07-11, Civic Center Roof Maintenance (600-
30)
This project would repair worn areas on the Civic Center roof and install "walk pads" to
preclude further damage to the roof.
STAFF RECOMMENDATION: Authorize solicitation of bids for Contract No. 07-11, Civic
Center Roof Maintenance.

4.3 Project Acceptance, "Animal Series" Art in the Parks - Dougherty Hills Dog Park (900-50)
The City Council will be asked to accept ownership from the Dublin Fine Arts Foundation for
the recently installed public art at the Dougherty Hills Dog Park.
STAFF RECOMMENDATION: Accept the Artwork.
4.4 Acceptance of Work - Contract No. 07-06,2006-2007 Annual Street Overlay Program
(600-35)
This Program removed and replaced failed asphalt concrete pavement, resurfaced the entire
street with 1 W' of asphalt concrete, and re-striped pavement markings on various City streets.
STAFF RECOMMENDATION: Accept the improvements under Contract No. 07-06,2006-
2007 Annual Street Overlay Program, and release retention after 35 days if there are no
subcontractor claims.
4.5 Acceptance of Improvements Associated with Parcel Map 8524, Dublin Gateway Medical
Center, Phase I (Triad Dublin Gateway, L.P.) (600-60)
Triad Dublin Gateway, L.P., recently completed site improvements associated with Parcel
Map 8524, Dublin Gateway Medical, Phase I. The project site is located on the west side of
Tassajara Road immediately south of Dublin Boulevard. Since the improvements have now
been completed, it is appropriate to accept the streets for maintenance and release the bonds
that guaranteed the work.
STAFF RECOMMENDATION: Adopt the Resolution accepting improvements associated
with Parcel Map 8524, Dublin Gateway Medical Center, Phase I.
4.6 Acceptance of Improvements for the Dublin Boulevard Southern Frontage from Brannigan
Street to Lockhart Street (600-60)
As part of the infrastructure for Dublin Ranch, the Lin Family and the Sierra Land
Development Corporation have constructed improvements on the Dublin Boulevard Southern
Frontage from Brannigan Street to Lockhart Street. It is now appropriate for the City to
accept these improvements.
STAFF RECOMMENDATION: Adopt the Resolution accepting improvements for the Dublin
Boulevard Southern Frontage from Brannigan Street to Lockhart Street, constructed by the Lin
Family and the Sierra Land Development Corporation.
4.7 Acceptance of Improvements for Dublin Boulevard from Lockhart Street to Fallon Road
and Fallon Road from Dublin Boulevard to 1-580, and Approval of Improvement
Agreement with the Lin Family and Sierra Land Development Corporation for Traffic
Signals at Dublin Boulevard & Fallon Road and Dublin Boulevard & Lockhart Street

As part of the infrastructure for Dublin Ranch, the Lin Family has constructed improvements
for Dublin Boulevard from Lockhart Street to Fallon Road and Fallon Road from Dublin
Boulevard to 1-580. Besides the traffic signal improvements, all other improvements for
Dublin Boulevard from Lockhart Street to Fallon Road and Fallon Road from Dublin
Boulevard to 1-580 are complete, and it is now appropriate for the City to accept these
improvements. The Lin Family has executed and filed with the City of Dublin an
Improvement Agreement to install traffic signal improvements at Dublin Boulevard & Fallon
Road and Dublin Boulevard & Lockhart Street.
STAFF RECOMMENDATION: Adopt the Resolution(s) accepting the improvements for
Dublin Boulevard from Lockhart Street to Fallon Road and Fallon Road from Dublin Boulevard
to 1-580, constructed by the Lin Family and the Sierra Land Development Corporation, and
approving the Improvement Agreement with the Lin Family and the Sierra Land Development
Corporation for Traffic Signals at Dublin Boulevard & Fallon Road and Dublin Boulevard &
Lockhart Street.

4.8 Consultant Services Agreement with Mark Resolve, Inc. to Perform Schedule Analysis and
Construction Conflict Resolution Services (600-30)
In the coming year, the City is undertaking two very complex construction projects: the
Dublin Boulevard/Dougherty Road Intersection Improvements and the 1-580/Fallon Road
Interchange Project. Both projects are very complex in timing and operations and would
benefit from schedule analysis to assist the capital projects group in anticipating potential
claims and/or project delays.
STAFF RECOMMENDATION: Adopt the Resolution approving the consultant services
agreement with Mark Resolve, Inc.
4.9 Annual Review of the following Development Agreements: Dublin Ranch Area A-H;
Dublin Ranch Supplemental DA - Areas F, G and H; Toll, Dublin Ranch, Area A,

The Annual Review of Development Agreements is to determine if the parties are in
compliance with the requirements of the Development Agreements.
STAFF RECOMMENDATION: 1) Receive staff presentation; and 2) Adopt Resolution finding
that the developers have complied in good faith with the terms and provisions of the following
Development Agreements and conclude the Annual Review Period for: Dublin Ranch Area A-

4.10 Request to Waive Competitive Bid Process and Authorize Staff to Purchase Specialized
Code Enforcement Personnel Vehicle Directly from Vendor (380-20)
This request proposes to waive the competitive bid process as outlined in Dublin Municipal
Code Sections 2.36.050(a) (10) and (11) and authorize staff to purchase for code enforcement
personnel a hybrid sports utility vehicle directly from the vendor, Senator Ford. In order to
adopt this resolution, the City Council must approve it by a four-fifths (4/5) vote.
STAFF RECOMMENDATION: Adopt the Resolution waiving the competitive bid process and
authorizing staff to purchase a code enforcement personnel vehicle directly from the vendor,
Senator Ford. In order to adopt this resolution, the City Council must approve it by a four-fifths

4.11 Award of Bid - Contract No. 07-08A, San Ramon Road Concrete Soundwall Sealing (CIP
No. 94601) (600-35)
This project will clean and seal the vertical face of the concrete barrier/soundwall, including
hairline concrete cracks, located on the east side of San Ramon Road. The City Council will
consider awarding the contract for this project to the lowest responsible bidder, Quality
Painting & Construction.
STAFF RECOMMENDATION: Adopt the Resolution awarding the bid for Contract No. 07-
08A, San Ramon Road Concrete Soundwall Sealing (CIP No. 94601), to Quality Painting &
Construction as the lowest responsible bidder.
4.12 Warrant Register ($1,352,954.87), dated September 4, 2007 (300-40)
STAFF RECOMMENDATION: Approve.
5. WRITTEN COMMUNICATIONS - None
6. PUBLIC HEARINGS
6.1 P A 07-001 Custom Fireplace, Patio & BBQ Downtown Core Specific Plan Amendment,
Zoning Map Amendment and Planned Development Rezone with State 1 and 2
Development Plan (450-20/410-55)
Request to amend the Downtown Core Specific Plan to change the land use designation from
RetaiV Auto to Retail/Office for the property at 7099 Amador Plaza Road and adopt a Planned
Development Rezone amending the Stage 1 Development Plan and adopting a Stage 2
Development Plan to establish development standards for the expansion and remodeling of an
existing building.
STAFF RECOMMENDATION: Conduct public hearing, deliberate, adopt Resolution
amending the Downtown Core Specific Plan to change the RetaiV Auto land use designation to
Retail/Office for 1.94 acres of land located at 7099 Amador Plaza Road; and, waive the reading
and introduce Ordinance amending the Zoning Map and adopting a Planned Development
Rezone amending the Stage 1 Development Plan and adopting a Stage 2 Development Plan for
Custom Fireplace, Patio and BBQ located at 7099 Amador Plaza Road.
7. UNFINISHED BUSINESS
7.1 Park Names (920-60)
The City Council will consider park names for three new parks in the Dublin Ranch area.
STAFF RECOMMENDATION: Select names for Area G and Area F Parks.
7.2 Follow-up on the National League of Cities Organization (140-30) :
Information about National League of Cities and the cost associated with annual membership.
Membership includes: Networking, Information sharing, Leadership Development, Federal
Advocacy and Recognition.
STAFF RECOMMENDATION: Receive the report and provide Staff with direction.
8. NEW BUSINESS
8.1 Feasibility Study on Full-Service Hotel (470-80)
The City Council will receive a report on the feasibility of a full-service hotel in the Dublin
trade area.
STAFF RECOMMENDATION: Receive the report and provide staffwith appropriate direction.

8.2 Opposition of Senate Bill 375 (Steinberg), Preferred Growth Scenarios for Cities (660-40)
The intent of State of California Senate Bill (SB) 375 is to align transportation funds with
regional strategies designed to reduce our reliance on automobiles and vehicle miles traveled
in order to meet the greenhouse gas reduction goals established by State of California
Assembly Bill 32 (The Global Warming Solutions Act).
STAFF RECOMMENDATION: 1) Receive staff presentation, deliberate; adopt Resolution
opposing Senate Bill 375 and authorize the Mayor to sign a letter opposing Senate Bill 375.
8.3 Award of Bid Contract 07-08, Area G Neighborhood Square (600-35)
Bids for the neighborhood Square in Area G have been received with the City receiving a low
bid from Valley Crest Landscape Development.
STAFF RECOMMENDATION: Adopt the Resolution awarding the contract to Valley
Crest, Inc. and approve the Budget Change.
9. OTHER BUSINESS
9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
