DUBLIN CITY COUNCIL
REGULAR MEETING - September 12, 1995 DUBLIN CIVIC CENTER

A complete packet of information containing Staff Reports and exhibits related to each
item is available for public review several days prior to a Council meeting in the City
Clerk’s Office and also at the Dublin Library.

3.ORAL COMMUNICATIONS
3.1Introduction of new Police Patrol Officer Deputy Tom Gandsey and welcoming back Watch
Commander Sgt. Bill Hillman
3.2Presentation from the Alameda County Mosquito Abatement District
John R. Rusmisel, District Manager and Dr. Harvey I. Scudder, Dublin’s Representative to
the Board of Trustees will present a report on the Mosquito Abatement Program in our area.
STAFF RECOMMENDATION: Receive presentation.
At this time, the public is permitted to address the City Council on non-agendized items. The
Council must, however, comply with all State Laws in regard to items not appearing on the
posted agenda. The Council may respond to statements made or questioned asked, or may
request Staff to report back at a future meeting concerning the matter. Any member of the public
may contact the City Clerk’s Office related to the proper procedure to place an item on a future
City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the City Council with one single action. Members of the audience, Staff or
the City Council who would like an item removed from the Consent Calendar for purposes
of public input may request the Mayor to remove the item.
4.1Minutes of Regular Meeting of August 22, 1995
STAFF RECOMMENDATION: Approve
4.2City Treasurer’s Investment Report as of August 31, 1995
The City’s investment portfolio totals $20,421,120.38 and funds are invested at an annual
average yield of 5.904%.
STAFF RECOMMENDATION: Receive Report.
4.3Acceptance of Traffic Safety Impact Grant from Safeco Insurance Company
Safeco Insurance Company has provided a $9,960 Grant to the City of Dublin for the
purchase and installation of the Opticom traffic light control system for 6 marked patrol
vehicles. The system provides emergency vehicles with the capability to change traffic lights
as a means of providing the emergency vehicle with the right-of-way.
STAFF RECOMMENDATION: 1) Authorize acceptance of grant from Safeco Insurance Company
for the purchase of the opticom traffic light control system; 2) Authorize the Mayor to execute the
Budget Change order.
4.4Preliminary Financial Report for the Months of July 1995 and August 1995
STAFF RECOMMENDATION: Accept & file the report.
4.5Warrant Register ($279,720.08) dated September 12, 1995
WRITTEN COMMUNICATIONS

5.1Request from the Dublin Fine Arts Foundation for waiver of use fees for the Regional Meeting
Room
The City Council will consider a request from the Dublin Fine Arts Foundation to waive the
use fees for the Regional Meeting Room when the Foundation hosts the annual Chamber of
Commerce Mixer on September 28, 1995.
STAFF RECOMMENDATION: Approve request.
PUBLIC HEARING

6.1No Parking Zone on Dublin Boulevard Donlon Way to 500 Feet East of Village Parkway
The Dublin Boulevard Widening Project will widen Dublin Boulevard from 4 to 6 lanes and
add left and right turn lanes near intersections. Most of the widening is being accomplished by
utilizing the existing parking lanes as travel lanes; therefore, it is necessary to prohibit on-
street parking on Dublin Boulevard in the project area.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolution.
6.2No Parking Zone on Amador Valley Boulevard & 2 Limited (15 minute) Parking Zones on
Brighton Drive requested by the Property Owner at 6837 Amador Valley Boulevard
The City Council has approved a day care center on the north westerly corner of Amador
Valley Boulevard & Brighton Drive. The parking restrictions are being recommended for
safety reasons, as well as for the turnover of parking (in the limited zone).
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolution; waive reading
and INTRODUCE Ordinance.
UNFINISHED BUSINESS
7.
7.1Parent Education Program (P.E.P.)
At the June 28, 1995 Budget meeting, the Council approved funding for the P.E.P Program
but asked Staff for more information. This program addresses drug education and self-esteem
issues by trained parents in the classroom environment. The interaction of parents and
students has had a positive impact on both groups and works well with the drug education
classes already being presented by Dublin Police Staff.
STAFF RECOMMENDATION: Adopt the Parent Education Program.
7.2Informational Report regarding Landscaping the Northeast Corner of San Ramon Road and
Amador Valley Boulevard
The Dublin City Council had asked Staff to determine the owner and explore the procedure to
relandscape the street and frontage at the northeast corner of Amador Valley Boulevard and
San Ramon Road. The majority of the corner is privately held.
STAFF RECOMMENDATION: Receive report & provide direction.
