HomeMy WebLinkAbout*CC Agenda 09-14-1992 AGENDA DUBLIN CITY COUNCIL REGULAR MEETING - September 14, 1992 DUBLIN CIVIC CENTER Monday - 7:30 p.m. 100 CIVIC PLAZA A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available for public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at the Dublin Library. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS 3.1 Proclamation Declaring September 14-18, 1992 "RIDESHARE WEEK" 3.2 Proclamation Declaring September 22-26, 1992 "WEEK OF CARING" 3.3 Introduction of Sgt. Bill Eskridge At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Council Agenda. COMMENTS SHOULD NOT EXCEED 5 MINUTES. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the excepti ons under Goverrvnent Code Section 54954.2. 40 CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Regular Meeting of August 24, 1992 STAFF RECOMMENDATION: Approve 4.2 Dublin Boulevard Extension, Contract 92-01 Change Order #3 On this project, the new roadway structural pavement section is in conflict with the underground U. S. Sprint conduits and fiber optic communication line. Sprint has agreed to pay for an alternate, all asphalt road section, rather than lowering their line. The total cost of this change order is being paid for by U. S. sprint. STAFF RECOMMENDATION: Approve CO#3; authorize Mayor to execute; and authorize an additional appropriation to 001-9690 from additional revenue. 4.3 City Treasurer's Investment Report as of August 31, 1992 The City'S Investment Portfolio totals $16,899,191.88 and has an average weighted interest rate of 5.507%. STAFF RECOMMENDATION: Receive Report. 4.4 Finance Report for Month of August, 1992 STAFF RECOMMENDATION: Receive Report. 4.5 Commit Local Matching Funds for City'S Intermodal System Transportation Efficiency Act (ISTEA) Project The Dougherty Road/Sierra Lane intersection traffic signal (and related improvements) project is part of the Dougherty Road widening project and has been awarded ISTEA first cycle funding. MTC is requiring that public agencies awarded this funding commit matching funds in order for the projects to go forward. STAFF RECOMMENDATION: Adopt Resolution to commit matching funds for the City'S ISTEA project (installation of traffic signal and modification of intersection at Dougherty Road/Sierra Lane). 4.6 Warrant Register Dated September 14, 1992 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION 5.1 Counter Measure to Referendum of Western Dublin General and Specific Plan Eden Development Group has asked the city to consider placing a counter measure on the ballot if the referendum qualifies to be placed on the ballot. STAFF RECOMMENDATION: Receive presentation by Eden Development Group and provide Staff with appropriate direction. 6. PUBLIC HEARING 6.1 Request for Single-Way stop Sign on via Zapata @ Juarez Lane A resident recently requested that the City consider installing a stop sign on via Zapata @ Juarez Lane. While the Vehicle Code requires drivers on Via Zapata to yield to drivers on Juarez Lane anyway, City Staff is recommending installation of a stop sign as a safety measure. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution. 6.2 Amendment to General Plan to Incorporate Various Technical Revisions Dublin's current General Plan was adopted in February, 1985. The General Plan needs to be amended to add certain technical revisions in conformance with State Law. Most of the changes involve adding references and updating the text. Several policies have been added to strengthen existing programs. previously adopted General Plan Amendment policies have been inserted. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution. 7. UNFINISHED BUSINESS - None 8. NEW BUSINESS 8.1 Request to Provide Agenda Packets to Candidates at No Charge Councilmember Burton has requested that the City Council consider providing complete agenda packets at no charge to declared candidates in the November election. Additional copy costs of about $96 would be incurred for each meeting, and agenda preparation time would be increased by 20%. STAFF RECOMMENDATION: Consider and provide direction to Staff. 8.2 Report on State Budget Impact on 1992-93 City Budget The City Manager has prepared a report on the impacts of the State's adopted budget on the City of Dublin. The Council will discuss the process for dealing with the revenue shortfalls. STAFF RECOMMENDATION: Review proposed process to address impact. 9. OTHER BUSINESS 10.
