DUBLIN CITY COUNCILDUBLIN CITY COUNCIL
REGULAR MEETING - Tuesday, September 17, 1996, 7:00 p.m.

A complete packet of information containing Staff Reports and exhibits related to each
item is available for public review several days prior to a Council meeting in the City
Clerk’s Office and also at the Dublin Library.

2.PLEDGE OF ALLEGIANCE TO THE FLAG
3.ORAL COMMUNICATIONS
3.1Proclamation declaring September 17-23, 1996 "Constitution Week"
At this time, the public is permitted to address the City Council on non-agendized items. The
Council must, however, comply with all State Laws in regard to items not appearing on the
posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may
contact the City Clerk’s Office related to the proper procedure to place an item on a future City
Council agenda. The exceptions under which the City Council MAY discuss and/or take action on
items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the City Council with one single action. Members of the audience, Staff or
the City Council who would like an item removed from the Consent Calendar for purposes
of public input may request the Mayor to remove the item.
4.1Minutes of Regular Meeting of September 3, 1996
STAFF RECOMMENDATION: Approve
4.2Mape Memorial Park Renovation - Contract 96-07
This project provides for the renovation of Mape Memorial Park, a 3-acre park located on
Plata Way. Improvements include: 1) separated younger and older children's play areas with
accessible equipment and surfacing; 2) new park furniture including benches, trash receptacles
and picnic tables; 3) two small group picnic areas; 4) concrete walkway encircling the park; 5)
upgraded park lighting; 6) sand volleyball court; 7) restroom building; 8) pedestrian bridge
over the creek; and 9) enhanced shrub and tree plantings.
STAFF RECOMMENDATION: Authorize Staff to advertise contract 96-07 for bids
4.3Report on Village Parkway/Wineberry Way Intersection
The City Council recently requested that Staff investigate a complaint regarding speeding on
Village Parkway at Wineberry Way. Staff is proposing to provide additional police
enforcement as well as visibility improvement.
STAFF RECOMMENDATION: Receive report
4.4Amendment to Benefit Plan
The City's Personnel Rules require the City Council to adopt a Benefit Plan which prescribes
the current benefits provided to City employees. The City's dental benefit provider, Delta
Dental, has proposed a 5% increase in rates beginning with the October 1996 premium.
STAFF RECOMMENDATION: Adopt Resolution
4.5Acceptance of Gift to City
In May of 1996, volunteers from the Dublin Senior Center participated in the Human Race
sponsored by the Valley Volunteer Center. For their efforts, the walkers received a check in
the amount of $1,245.75 earmarked for the Dublin Senior Center. The City has received an
additional $63.75 from the Valley Volunteer Center which represents the balance of pledges
which were received by the walkers.
STAFF RECOMMENDATION: Accept gift and direct Staff to prepare formal acknowledgment
to the donor
4.6Recycling Container Labels in Multi-Family Residential Complexes
This item is a request for funding, not to exceed $1,000, from Measure D Recycling Funds, for
the purpose of replacing labels on recycling containers located at apartment complexes. The
label change is necessary to reflect changes in the recycling program which expanded the types
of material collected.
STAFF RECOMMENDATION: Authorize payment of up to $1,000 to LDD to update the labels
on multi-family recycling bins and approve Budget Change Form
4.7Amendment to Conditions of Approval for Hansen Ranch Development Agreement
PA 96-035
A development agreement for the Hansen Ranch Subdivision was entered into by the City and
the Developer in 1992. The proposed amendment relates to the timing of construction in the
creek area for a maintenance road and trail and other creek repairs.
STAFF RECOMMENDATION: Adopt Resolution
4.8Request from the League of California Cities to support AB 2797 (Aquiar) allowing local
agencies to retain growth on Property Tax Education Revenue Augmentation Funds
(ERAF) beginning in 1997-98
During the early 1990s, the City of Dublin experienced reductions in a number of revenue
sources as a result of past state budget cuts. It is estimated that the City has lost over $1.4
million as a result of the state property tax shift. Passage of AB 2797 would return to cities a
portion of this property tax lost in the early 1990s.
STAFF RECOMMENDATION: Authorize Mayor to send letter supporting AB 2797
4.9Final Budget Changes for Fiscal Year 1995-96
STAFF RECOMMENDATION: Approve Budget Changes and direct Staff to record the items in
the Final Financial Report
4.10Warrant Register ($199,946.05) dated September 17, 1996

5.WRITTEN COMMUNICATIONS
5.1Request for waiver of use fees for the Dublin Civic Center
The City Council will consider a request for waiver of use fees for the Dublin Civic Center for
candidate forums for the November elections for the office of Mayor and Councilmembers, the
Dublin School Board of Directors and the DSRSD Board of Directors. These forums are co-
sponsored by the League of Women Voters and the Women's Club of Dublin.
STAFF RECOMMENDATION: Consider
5.2Letter from Bob Fasulkey requesting that the City investigate participation in the Dublin
Unified School District Fiber Optics Project
DUSD has expressed its intention to construct a fiber optics network to create high speed
interactive communication links between its facilities. Dublin resident Bob Fasulkey has
requested that the City Council direct Staff to investigate the possibility of City participation in
the project.
STAFF RECOMMENDATION: Receive report and take no action at this time
6.PUBLIC HEARING
6.1Formation of Landscape Maintenance Assessment District 97-1 (Santa Rita Area) and
Levy of Assessments
This assessment district would fund the maintenance of public landscape improvements in the
County's Santa Rita Development Area. This is the first of two public hearings.
STAFF RECOMMENDATION: Open public hearing; receive Staff presentation and public
comments; continue public hearing to meeting of October 1, 1996
6.2Proposed expenditure of Federal Grant Money regarding Citizens Option for Public Safety
(COPS)
Under the COPS Program, the City of Dublin will receive a funding allocation of
approximately $61,136 for FY 1996-97 to supplement front line municipal police services.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; approve funding for an
additional patrol officer position for 8 months to provide additional bike patrol and crime
prevention.

8.NEW BUSINESS
8.1Agreement with County of Alameda for Collection of Deed Assessments
The City Council will consider approval of an agreement with Alameda County for collection
of "deed assessments". The Surplus Property Authority intends to record a Declaration of
Conditions, Covenants and Restrictions against its Santa Rita property to assure that the
property owners pay for the costs of landscape and creek maintenance if such costs are not
funded through a Landscape Maintenance Assessment District. This agreement would provide
for collection of such deed assessments by the County along with property taxes.
STAFF RECOMMENDATION: Adopt Resolution authorizing the City Manager to execute
agreement
8.2Update of the Tri-Valley Transportation Council Proposed Regional Traffic Impact Fee
The City of San Ramon has indicated that it may not revise vested tentative maps for several
developments within San Ramon to include a Regional Traffic Impact Fee (TIF), even if they
have the opportunity to impose the fee through land use changes. If these San Ramon
developments are not included in the Regional TIF, development in other jurisdictions may be
required to subsidize the City of Ramon’s Regional TIF. This item proposes that a letter to
sent to the Tri-Valley Transportation Council indicating Dublin’s concerns.
STAFF RECOMMENDATION: Authorize Mayor to sign letter to the Tri-Valley Transportation
Council.

SpecialMeeting
The City Council will hold a joint with the Parks & Community Services Commission, the
Heritage Center Advisory Committee and representatives of the Dublin Historical Preservation Association,
on Monday, September 30, 1996, beginning at 5:00 p.m., in the Regional Meeting Room to discuss the future
direction and policies related to the operation of the Heritage Center.

The next of the Dublin City Council will be on Tuesday, October 1, 1996, at 7:00 p.m., in
the Council Chambers.
