3.2 Public Comments

COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may lake place on any item not
appearing on the posted agenda. The Council may respond to statements made or queelions asked, or may request Staff to report back at a future meeting
concerning the matter. Any member of lite public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council

4. CONSENT CALENDAR
Consent Calendar items are typically non.conboversial in nature and are considered for approval by the City
Council with one single action. Members of the aud/ence, SMff or the C/ly Council who wou/d like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the/tern.
4.1 Minutes of Regular Meeting of August 7, Special Meeting of August 21, Regular meeting of
August 21, and Regular Meeting of September 4, 2001
STAFF RECOMMENDATION: Approve
4.2 Support of the 1-580 Smart Corridor Management Plan (File # 1060-80)
The City Council will consider supporting an implementation plan for the 1-580 Smart
Corridor Project to better coordinate signal timing and incident management among the Tri-
Valley Cities of Dublin, Livermore and Pleasanton, Alameda County and Caltrans. It also
supports Caltrans program for the phasing of ramp metering implementation.
STAFF RECOMMENDATION: Adopt Resolution.
4.3 Request for AuthOrization to Advertise Contract 01-13 for Bids, Civic Center Fuel Tank
Upgrade (File # 600-35)
This project would make improvements as required by the Alameda County Environmental
Health Agency, which regulates the operation of fuel tanks. The improvements are intended
to provide a watertight seal for street boxes and install a leak sensor. The construction budget
for the project is $7,000.
STAFF RECOMMENDATION: Authorize Staffto advertise for bids.
4.4 Request for Proposal - Emerald Glen Park Phase 2 (File # 600-30).
Phase 2 of Emerald Glen Park, identified in the 2001-02 Budget, will include the design for the
entry comer, additional parking and a maintenance yard. It is anticipated that a short list of
approximately 3 firm, s will be invited to interview.
STAFF RECOMMENDATION: Authorize Staff to issue RFP.
4.5 City Manager's Employment Agreement (File # 600-30)
The City's Negotiating Team (Mayor Houston and Cm. McCormick) is recommending that the
Council approve an amendment to the Employment Agreement with the City Manager, which
provides for an increase in annual salary and an increase in the City's contribution to the City
Manager's deferred compensation plan, to be effective July, 2001.
STAFF RECOMMENDATION: Approve Amendment to City Manager's Employment
Agreement.
4.6 Authorization to File an Application for Regional Improvement Program Funds for the
Dublin Boulevard Widening Project from Village Parkway to Sierra Court/Civic Plaza
(File # 1060-90)
A Resolution authorizing the filing of a grant application requesting $1 million of Regional
Improvement Program funds for the Dublin Boulevard Widening Project is required by the
Metropolitan Transportation Commission for funding in the 2002 Regional Transportation
Improvement Program.
STAFF RECOMMENDATION: Adopt Resolution.
4.7 Warrant Register ($2,334,732.22) dated September 18, 2001 (File # 300-40)
STAFF RECOMMENDATION: Approve
WRITTEN COMMUNICATIONS
5.1 Use of City Seal on Women's Club of Dublin Tapestry Throw (File # 610-20)
The City has received a request from the Women's Club of Dublin to use the City Seal on a
commemorative throw for the City's 20th anniversary celebration.
· STAFF RECOMMENDATION: Consider request and determine whether to adopt a formal
policy regarding the use of the City Seal.

UNFINISHED BUSINESS
7.1 Approval of Final promotional Marketing Brochure (File # 150-30)
The City Council approved a contract with ValForms, Inc., to prepare a promotional, marketing
brochure. The Council is being asked to review and approve the final version (including multiple
cover pages) prior to production of the 8-page brochure. It is anticipated that the brochure will be
completed and printed in the next 3-4 weeks.
STAFF RECOMMENDATION: Approve final version and authorize StatTto proceed with
production of the brochure.
7.2 Bus Shelter Project (File # 600-30)
The City Council will consider two approaches to the Bus Shelter Project identified in the 2000-
2005 Capital Improvement Program. Each approach includes design work by professional artists.
STAFF RECOMMENDATION: Select a bus shelter design option and direct Staff to negotiate
an agreement with art consultant Lynne Baer, or provide alternate direction.
NEW BUSINESS
8.1 Report on 4th of July Fireworks
City Staff will present a report
the 4th of July holiday, 2001.
STAFF RECOMMENDATION:

plan to address fireworks related activities on July 4, 2002. The committee would include one
representative each from Police Services, Fire Prevention, Public Works (MCE), .and Parks &
Community Services. The committee would include representatives from the non-profit
organizations operating the fireworks stands and from the manufacturer of the fireworks as well.

8.2 Transit Center Project Study Session PA 00-013 (File # 420-30/430-80)
The City Council will discuss issues relating to the provision of affordable housing and
BART parking proposed in a letter submitted by the Alameda County Surplus Property
Authority relating to their Application for Approval of a General Plan Amendment, Eastern
Dublin Specific Plan Amendment and Stage 1 Planned Development Rezone for a 91-acre site
adjacent to the east Dublin BART station.
STAFF RECOMMENDATION: Discuss and provide appropriate direction to Staff. If the
Council wishes to further explore the issues listed in Alameda County' s letter: 1) Give Staff
direction on two dates that the Council would be available for a field trip to view affordable
housing projects; 2) Direct Staffto begin the process for hiring two Consultants: a) Specialist in
Housing Finance and b) Specialist in AB 1600 (impact fee studies).
8.3 Request by Commerce One to Initiate a General Plan Amendment Study for a 27.4-Acre
Site within the Eastern Dublin Specific Plan Area (File # 420-30)
The City has received a letter from Commerce One indicating they have postponed
development of their site located at the southwest corner of Hacienda Drive and Dublin
Boulevard, and are now considering a number of different uses on the site. In order to locate
possible general commercial and/or residential development on the site, changes to the
General Plan, Eastern Dublin Specific Plan and Zoning Ordinance would be required.
STAFF RECOMMENDATION: Consider request and adopt appropriate Resolution either
approving or denying a GPA study.
8.4 City of Dublin 20m Anniversary Calendar (File # 150-,30)
It is proposed that the City produce a 20th anniversary City calendar depicting the changes that
have occurred in Dublin over the past 20 years.
STAFF RECOMMENDATION: Determine whether to produce a City Newsletter or City
Calendar. If the Council desires to produce a calendar, approve $12,500 Budget Change.
