2. PUBLIC HEARING
2.1 Consideration of adoption of a Cooperation Agreem~nt between the City of Dublin and the Dublin
Housing Authority
Notice of this hearing was authorized at a joint meeting of the City Council and the Dublin
Housing Authority on August 25, 1986. HUD requires the execution of a Cooperation Agreement
between the City and the Housing Authority as part of HUD's approval of the transfer of
Arroyo Vista from the Pleasanton Housing Authority to the Dublin Housing Authority.
STAFF RECOMMENDATION: Conduct public hearing; adopt resolution approving and authorizing the
execution of the cooperation agreement.
2.2 Loan to Dublin Housing Authority for Engineering Survey Work
The Pleasanton Housing Authority will be conveying 33.4 acres to the Dublin Housing
Authority. However, the Declaration of Trust should only be recorded against the actual
acreage on which the Arroyo Vista Housing project is located. A survey is required in order
to determine the accurate size of the land upon which the Arroyo Vista project sits.
STAFF RECOMMENDATION: Authorize loan of approximately $6,500 for Engineering Survey Services
and auth~ize Santina & Thompson to perform the survey work.
3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Manager to have their
particular concern placed on the agenda for a future meeting.
4. CONSENT CALENDAR
,
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for purpose of public
input may request the City Council to remove the item from the consent calendar. The request may be
made at the time that the Mayor asks the audience members if there is anyone interested in removing an
item from the Consent Calendar.
4.1 Minutes of Regular Meeting of September 8, 1986
STAFF RECOMMENDATION: Approve
4.2 Building Law Enforcement Service Contract Amendment
An amendment to the City's agreement with Taugher and Associates, Inc., is being proposed
which would provide for inflationary increases in the hourly rates charged for Building Law
Enforcement Services which include Building Plan Review, Building Inspection, Zoning
Enforcement and House Code Enforcement.
STAFF RECOMMENDATION: Approve amendment to agreement and authorize Mayor to execute agreement;
authorize a transfer from the City's Contingent Reserve to the Building & Safety Budget in the
amount of $9,600 and to the Planning Budget in the amount of $2,400.
4.3 Acceptance of Work ~ Tract 4950 (Heritage Commons). Authorization for Staff to accept Maintenance
Bond
Improvements in Tract 4950 have been completed to the satisfaction of the ,City Engineer.
STAPF RECOMMENDATION: Adopt resolution accepting work as completed; authorize Staff to accept
maintenance bond in connection with guarantee of work at future date
4.4 Kolb Park
Five proposals were received for professional services for the design of Kolb Park. It is
Staff's recommendation that the contract be awarded to Singer & Hodges, Inc., at a cost to
the City of $32,500.
STAFF RECOMMENDATION: Retain the firm of Singer & Hodges, Inc., for Kolb Park Landscape
Architectural Services; authorize the Mayor to execute the Agreement; direct Staff to continue
negotiations with the Murray School District for the purchase of Kolb Park.
4.5 Approval of Amended Final Map - Tract 4415
Improvement plans and the Amended Final Map have been reviewed and found to be in
conformance with the Tentative Map and Conditions of Approval
STAFF RECOMMENDATION: Adopt resolution accepting amended Final Map, Tract 4415
4.6 Financial Report for Period Ending August 31, 1986 (Pro-Forma)
STAFF RECOMMENDATION: Approve
4.7 Dolan Park
Six proposals were received to provide professional services for the design of Dolan Park.
It is Staff's recommendation that the contract be awarded to Cardoza, Dilallo, Harrington at
a cost to the City of $11,500 - $17,100.
STAFF RECOMMENDATION: Retain the firm of Cardoza, Dilallo, Harrington for Dolan Park Landscape
Architectural services; authorize Mayor to execute Agreement.
4.8 Award of Bid for Street Sweeping Services
Four bids were received for performing street sweeping, emergency call-out, and trash
receptacle pick-up services. The low bidder was A-I Enterprises of Pleasanton.
STAFF RECOMMENDATION: Award bid to A-l Enterprises and authorize the Mayor to execute the
agreement.
4.9 Personnel Salary Amendments
The City Manager has met with full-time employees for the annual review of salary levels.
Proposed salaries are based on market conditions determined by a survey of comparable
positions in similar agencies.
STAFF RECOMMENDATION: Adopt resolution; authorize budget transfer from Contingent Reserve to
appropriate operating accounts.

Claim submitted by David C. Filstead August 12, 1986
Mr. Filstead filed a claim as a result of an incident which occurred between himself and Mr.
Frank Caruso. Mr. Filstead contends that the altercation involved the Dublin Police
Department. Although Mr. Caruso is a volunteer Reserve Sheriff Deputy, he was off cuty at
the time of the incident. Following an investigation, the George Hills Company has
determined that the altercation was a case of private citizen versus private citizen.
STAFF RECOMMENDATION: Deny claim and direct Staff to notify the claimant and ABAG PLAN Corp.
4.11
Public Works Contract Amendment
This amendment provides an increase for public works services per contract with MCE Corp.
Services include street repair, drainage mtce, storm patrol & clean-up, temporary or
emergency repairs to curb, gutters and sidewalks, sign repair and installation, striping and
marking, guardrail repair, week control, bike path mtce, street tree and landscape mtce.
STAFF RECOMMENDATION: Approve amendment to agreement and authorize Mayor to execute agreement.
4.12
Purchase of Valley High School Property
The Cihy and the Amador Valley Joint Union High School District have reached agreement re
the City's purchase of the Valley High School site consisting of 1.6 acres. The City has
viewed the purchase of the site as desirable in order to consolidate this parcel with the
Civic Center site. Purchase price is $841,675.
STAFF RECOMMENDATION: Adopt resolution approving purchase agreement and authorizing execution
of said agreement; authorize a transfer of $500,000 from the City's Facility Acquisition &
Construction & Street Improvement Reserves.
4.13 Warrant Register dated September 22, 1986
STAFF RECOMMENDATION: Approve
4.14 Engineering Services Contract Amendment
This amendment provides for an increase in hourly rates of approximately 6 1/2% charged by
Santina & Thompson, Inc., who provide engineering services to the City.
STAFF RECOMMENDATION: Approve amendment to agreement and authorize Mayor to execute agreement.
5. WRITTEN COMMUNICATIONS - None
6. PUBLIC HEARING
6.1 Variance to Building Code - Coral Development Corporation
The Developer has requested a variance to Section 1709(a) of the Uniform Building Code
requiring that the exterior walls of the proposed townhouses extend 30" above the roof.
This request is based on Section 505(e) of the code which has an exception clause that
allows the omission of the 30" wall if the underside of the roof is fire protected for a
distance of 9' perpendicular to the wall.
STAFF RECOMMENDATION: Conduct public hearing; adopt draft resolution and grant variance.
6.2 Installation of Stop Signs on Donahue Drive @ Irving Way and @ Ironwood Drive
This urgency ordinance is necessary in order to install the stop signs approved at the
September 8th Council meeting.
STAFF, RECOMMENDATION: Con~ct public hearing; waive reading and adopt urgency ordinance for
installation of stop signs and appropriate pavement markings.
6.3 The Fishery in Dublin - Planned Development Rezoning and Site Development Review
Ronald Rivers is applying for a Planned Development Rezoning and Site Development Review for
The Fishery in Dublin, a seafood restaurant. The restaurant would contain 225+ seats in a
7,385+ square foot building on the west side of San Ramon Road, about 300 feet-north of
Amador Valley Boulevard.
STAFF RECOMMENDATION: Conduct public hearing; deliberate and adopt resolutions regarding 1)
Mitigated negative Declaration of Environmental Significance; 2) Planned Devel'opment Rezoning &
Site Developmt Review requests; waive reading & introduce ordinance amending Zoning Ordinance.
7. UNFINISHED BUSINESS
7.1 San Ramon Road Specific Plan Amendment Study - Area 3
On September 8, 1986, the City Council held a public hearing and directed that the San Ramon
Road Specific Plan be amended to provide 1) that the Land Use Plan Section be amended to
permit Office, Financial Institution and Personal Service uses and up to 50% Retail Shopper
and Eating & Drinking Establishments -on the 1.4+ acre Moret property, 2) that the
Circulation System Section be amended to have a shared driveway, and 3) that the General
Development criteria section be amended.
STAFF RECOMMENDATION: Hear presentations; pose questions; deliberate; adopt 1) resolution re
Negative Declaration and 2) resolution re San Ramon Road Specific Plan Amendment
7.2 Silvergate Drive Traffic Study
TJKM, the City's Traffic Consultant has conducted a study of Silvergate Drive with regard to
traffic volume and speed and crosswalk locations.
STAFF RECOMMENDATION: Receive Staff presentation; receive public input, determine if additional
study is necessary; direct Staff to formulate recommendation for the meeting of October 13th
7.3 Citizen of the Year Award
On August 8, ~986, the Chamber of Commerce President requested that the City consider taking
over the responsibility of identifying and awarding the Dublin Citizen of the Year. At its
meeting of September 8th, the City Council agreed to review the Chamber's established
guidelines for this selection.
