REGULAR MEETING - September 23, 1985

3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item
which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any
person feels that this is not sufficient time to address their concern, that person should
arrange with the City Manager to have their particular concern placed on the agenda for a
future meeting.
3.1 PROCLAMATION: Declaring October as "M3.ke-A-Wish" Month
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for
approval by the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for
purpose of public input may request the City Council to remove the item from the consent
calendar. The request may be made at the time that the Mayor asks the audience members if
there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes of Regular Meeting of September 9, 1985
STAFF RECOMMENDATION: Approve
4.2 Banner Installation - Dublin Rotary Club Founder's Week Arts & Crafts Fair
The Dublin Rotary Club is planning their annual Arts & Crafts Fair as one of the
Founder's Week activities on September 28th and 29th. Since the banner poles will
be in use on these dates, the Rotary banner will have to be placed on the Shannon
Center fence along San Ramon Road.
STAFF RECOMMENDATION: Approve installation of banner from September 24-29, 1985
4.3 Joint Exercise of Powers Agreement - Paratransit Services
This item would provide for the approval of a Joint Exercise of Powers Agreement
between the Cities of Dublin, Danville and San Ramon for the provision of
Paratransit Services.
STAFF RECOMMENDATION: 1) Approve Joint Powers Agreement; 2) Appoint City Manager
to JEPA Administrative Committee; 3) Approve form of Contract of Paratransit
Services
4.4 Banner Installation - Valley Artists Association
The Valley Artists Association is presenting an art show and has requested to hang
a banner from the City-owned chain link fence parallel to San Ramon road near the
Shannon Center.
STAFF RECOMMENDATION: Approve installation of banner from October 7-21, 1985
4.5 Banner Installation - Church World Service/CROP
Church World Service is sponsoring an October 20, 1985 walk-a-thon and has
requested permission to hang a banner for two weeks prior to the event.
STAFF RECOMMENDATION: Approve installation of banner from October 12-20, 1985 on
City's banner poles.
4.6 Acceptance of Work - Tract 4749; Substitution of Performance Bond
Public improvements have been constructed and inspected in Tract 4749; original
bond to be released and bond provided to begin I-year maintenance period.
STAFF RECOMMENDATION: Adopt Resolution accepting work; Authorize execution &
substitution of Performance Bond in amount of $192,000
4.7 Acceptance of Work - Tract 5180; Substitution of Set-Aside Letter
Public improvements have been constructed and inspected in Tract 5180; original
set-aside letter to be released and bond provided to begin I-year maintenance
period.
STAFF RECOMMENDATION: Adopt Resolution accepting work; Authorize execution and
substitution of performance bond in amount of $187,254.
4.8 Award of Shannon Center Janitorial Contract
At the August 26, 1985 City Council meeting, Staff was authorized to accept bids
for janitorial service at Shannon Center. Four bids were received with the low
bid of $1,195/month from Barry's Janitorial. Staff met with the proposed
contractor as well as checked references to determine that their past work is
satisfactory.
STAFF RECOMMENDATION: Award Janitorial Contract to Barry's Janitorial and
authorize M3.yor to execute the agreement.
4.9 Acceptance of Contract 84-9, Village Parkway Sidewalk and Landscaping
Improvements under contract have been constructed and inspected; 90~ay
maintenance period to begin upon acceptance by Council; $2,000 witheld from
retention until expiration of maintenance period.
STAFF RECOMMENDATION: Accept improvements under Contract 84-9; Authorize partial
retention paYment of $11,591.10 to MCE Corporation. Final paYment of $2,000 to be
paid upon expiration of 90 day maintenance period; Authorize an additional
appropriation from the Street Improvement Reserve in the amount of $6,000.
4.10 City Storage Yard - Contract 85-5A and Contract 85-5B Bids
The City held two bid openings for the site work and storage/office building
installation associated with the City Storage Yard project. MCE Corporation was
the low bidder for the site work with a total bid of $54,900. Page Construction
was the low bidder for the storage/office building installation with a bid of
$42,574. With these bids the revised estimated cost for the City Storage Yard
project is $119,500. The total amount included for this item in the budget is
$90,500.
STAFF RECOMMENDATION: 1) Award Bid for Contract 85-5A to MCE Corporation and
authorize M3.yor to execute agreement; 2) Award Bid for Contract 85-5B to Page
Construction and authorize M3.yor to execute agreement; 3) Authorize budget
transfer in the amount of $29,050 from the Contingent Reserve to the Capital
Project Fund.
4.11 Warrant Register dated September 23, 1985
STAFF RECOMMENDATION: Approve
5. PUBLIC HEARING
5.1 Ordinance Re: No Parking Zones (Red Curb) and Loading Zone (Yellow Curb) on Amador
Plaza Road
Shamrock Ford has requested no parking areas near their driveways and a loading
zone to allow auto transport trucks to unload without double parking.
STAFF RECOMMENDATION: Open public hearing; receive public testimony; close public
hearing; wai ve reading and adopt ordinance on an urgency basis
5.2 Appeal of Planning Commission Action to Conditionally Approve PA84-049 - Imperial
Freeholds California Inc., Application for Parcel M3.p 3582 Extension
On May 13, 1985, the City Council continued the public hearing on the Imperial
Freeholds Parcel M3.p appeal to allow the developer and DSRSD to negotiate a
property exchange. The property exchange would allow for access to Dublin
Boulevard at Sierra Court rather than at the proposed Imperial Court. Imperial
Freeholds is requesting an additional continuance.
STAFF RECOMMENDATION: Open continued public hearing; hear presentation and any
additional ~est~mony; qu~stion ~taff, a~plicant and~~blic; continue public

5.3 PA85-018 Dublin Public Lands Pre zoning and Annexation (Camp Parks Area)
Application
The City has initiated the pre zoning and annexation of approximately 2,700 acres
of public lands generally located north of 1-580 and west of Tassajara Road. The
area would be pre zoned to a) Agricultural District and b) Planned Development-
Industrial District. The City proposes to use General Plan environmental
documents and responses to comments for the application.
STAFF RECOMMENDATION: Open public hearing; hear presentation and testimony; close
public hearing; deliberate; adopt environmental documents; approve and establish
Agricultural and Planned Development-Industrial Prezoning; waive reading and
introduce ordinance; agree to property tax revenues redistribution; direct Staff
to file LAFCO annexation application; direct Staff to prepare a letter to Dublin
San Ramon Services District requesting its support of the annexation
6. UNFINISHED BUSINESS
6.1 Senior Citizen's Center
At the February 25, 1985 meeting of the City Council, Staff was directed to
conduct a needs assessment for Dublin Seniors and was authorized to request an RFP
for 1985 Senior Center Bond Act (SCBA) funds. Staff is requesting $73,650 in SCBA
funds for renovation, equipment and startup costs. It is anticipated that $50,000
will need to be added to the 1986-87 budget to staff and operate the center.
STAFF RECOMMENDATION: 1) Approve Application for SCBA funds; 2) Adopt Resolution;
3) Direct Staff to continue negotiations with the Murray School District to obtain
ownership of Fallon School Multi-Use Room.
7. NEW BUSINESS
7.1 Garbage Collection Franchise
The Dublin San Ramon Services District presently holds the franchise for Garbage
collection in the City of Dublin. The District's agreement with Oakland Scavenger
will expire on April 1, 1986. The District must notify Oakland Scavenger by
January 1, 1986 if it intends to renew its franchise agreement. This item would
initiate the process that is necessary in order for the City to become the Garbage
Collection Franchisor.
STAFF RECOMMENDATION: 1) Notify the Dublin San Ramon Services District and Oakland
Scavenger that the City of Dublin intends to become the Garbage Collection
Franchisor effective April 1, 1986; 2) Petition the Alameda County Joint Rate
Review Committee for inclusion in Joint Powers Agreement pending the selection of
Oakland Scavenger as the City's Garbage Franchisee; 3) Determine whether or not
the City should solicit bids or directly negotiate with Oakland Scavenger for
garbage collection service
