DUBLIN CITY COUNCIL
REGULAR MEETING - September 25, 1989

1. CALL TO ORDER

3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Clerk to have their
particular concern placed on the agenda for a future meeting.
The City Council cannot deliberate or take action on a non-agenda item unless there is factual evidence
presented to the Council indicating that the subject brought up falls into one of the exceptions under
Government Code Section 54954.2 in that a) there is an emergency situation, or b) the need to take
action arose subsequent to the agenda being posted.
3.1 Introduction of new City employees: Michelle Brown and Billy Jean Zeigler
3.2 proclamation Declaring October 22-29, 1989 as "Red Ribbon Week" and consideration of Resolution
approving City support of the Red Ribbon Week campaign.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for purpose of public
input may request the City Council to remove the item from the consent calendar. The request may be
made at the time that the Mayor asks the audience members if there is anyone interested in removing an
item from the Consent Calendar.
4.1 Minutes of Regular Meeting of September II, 1989
STAFF RECOMMENDATION: Approve
4.2 National League of Cities Congress of Cities' Conference, Atlanta, Georgia
Councilmember Jeffery has been appointed by the President of the League of California Cities
as one of three California City representatives to the National League of Cities Policy
Committee on revenue and taxation issues. The approximate cost is $1,500.
STAFF RECO~lMENDATION: Authorize Cm. Jeffery to attend conference on November 25-29, 1989.
4.3 Selection of New Dental Insurance Program
The City's current dental provider is terminating their program effective October 1, 1989.
Staff has reviewed proposals from other providers and identified a plan which would nearly
duplicate the current coverage.
STAFF RECOMMENDATION: Adopt Resolution and authorize Staff to execute any documents required
to implement the new program effective October I, 1989.
4.4 Authorization to Close City Offices During Relocation
The move to the new Civic Center has been scheduled for Saturday, September 30, 1989. In
order to allow for packing and unpacking of individual work stations, adequate time is
needed.
STAFF RECO~WENDATION: Authorize Staff to close City Offices on Friday, September 29, 1989 from
12:00 noon to 5:00 p.m., and Monday, October 2, 1989 from 8:00 a.m. to 12:00 noon.
4.5 Award of Bid - Dougherty Road Street Lighting and Various Knockdown Replacements, Contract 89-9
This project would install street lights along Dougherty Road between Amador Valley
Boulevard and the Southern Pacific right-of-way as part of the "Dougherty Road Underground
Utilities" CIP, as well as replace 4 street lights that were knocked down in other parts of
the City. The low bid received is within funds budgeted for construction.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to DJB Electric and authorize Mayor to
execute agreement.
4.6 Amendment to Developer Agreement - Tract 4978
This amendment allows the developer of Tract 4978, BJ Dublin Commercial, to substitute a
Declaration of Restrictions (which essentially prevents development of the property), for an
existing letter of credit that secures tract improvements. A new tract map is proposed to
be filed at a future date, with appropriate security to be provided at that time.
STAFF RECOMMENDATION: Adopt Resolution approving amendment to agreement; authorize Mayor to
execute agreement; authorize City Manager to sign Declaration of Restrictions
4.7 Agreement with Singer & Hodges for Preparation of an Updated Masterplan and Renovation Report
for Upgrading and Improving the Dublin Sports Grounds
This contract would provide for a study of the existing Sports Grounds that would identify
deficiencies and make recommendations for improvements. Funds have been budgeted in the 5-
Year CIP for this study.
STAFF RECOMMENDATION: Approve agreement for architectural services for the preliminary plans
and design documents for the study of the Dublin Sports Grounds renovation, exclusive of
topographic survey.
4.8 West Dublin Studies PA 88-144 - Dates for Joint Planning Commission/City Council meetings
This request is for review and approval of a meeting schedule for the West Dublin Studies
(General Plan Amendment, Specific Plan and EIR), including joint Planning Commission/City
Council meetings on December 13, 1989, April 2, April 16, and November 5, 1990.
STAFF RECOMMENDATION: Review dates for joint meetings and approve or amend dates as necessary.
4.9 Financial Report for Period Ending August 31, 1989
STAFF RECOMMENDATION: Accept Report
4.10 Civic Center Interior Landscaping Request for Bids
The Civic Center design includes several interior planters. Staff has worked with a
Consultant to identify appropriate plantings. The specifications include both live plants
and silk plants. In addition, costs are requested for regular maintenance services.

STAFF RECOMMENDATION: Approve
4.12 Award of Janitorial Service Contract
The City has solicited bids on the janitorial maintenance of City facilities. A total of 6
responsive bids were received. The services will be provided at Shannon Community Center,
Dublin Senior Center and the Civic Center.
STAFF RECOMMENDATION: Authorize the Mayor to execute the agreement with Black & White Building
Maintenance Corporation and terminate the current agreement with Central Cleaning Company for
Shannon Community Center and the Senior Center effective November 1, 1989.
5. WRITTEN COMMUNICATIONS - None
6. PUBLIC HEARING
6.1 Designation of Civic Center as Location for the Conduct of City Council meetings and as
Location for the Posting of City Ordinances
The new Civic Center includes Council Chambers and a kiosk area for posting of official City
documents. Up until this time, the Dublin Library has been the designated location for the
conduct of all regular City Council meetings. One of the three required locations for
posting of Ordinances, etc., has been the City Clerk's Office at 6500 Dublin Boulevard.
This location will be changed to the Civic Center, 100 Civic Plaza.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance on
an urgency basis; and adopt Resolution.
7. UNFINISHED BUSINESS
7.1 Livermore Amador Valley Childcare Task Force
The Cities of Dublin, Livermore and Pleasanton have received a $25,000 grant through the
State Department of Education to develop a five-year regional childcare masterplan. To
assist with the development of the masterplan, the Council will consider making appointments
to a valleywide task force.
STAFF RECOMMENDATION: Direct Staff to advertise Task Force openings.
8. NEvv BUSINESS
8.1 Household Hazardous Waste Collection
Staff has identified the need for an on-going household hazardous waste disposal program.
In order to provide this service in a cost effective manner, it is advantageous to conduct a
joint collection with neighboring cities. Staff must also identify an appropriate funding
source to finance the program. The goal is to have the necessary mechanisms in place to
conduct a collection in the spring of 1990.
STAFF RECOMMENDATION: Direct Staff to prepare the necessary documents to establish an on-going
program, including a financing mechanism, and to present a report to the City Council no later
than January 8, 1990.
8.2 Alamo Creek Park Phase II
The City Councill will review the proposed design for "the Phase II improvements for Alamo
Creek Park.
STAFF RECO~mENDATION: Approve design and direct Consultant to proceed with development of
construction documents.
8.3 Agreement between City and Dublin Unified School District regarding Use of Facilities
The City and Dublin Joint Unified School District have been discussing the development of a
Facility Use Program. A subcommittee from each agency has been working on the method of
implementing this goal. Two components will be considered by the City Council. The first
is an agreement which identifies the parameters of the joint use of facilities. The second
is an agreement which provides for a joint effort to improve Dublin High School Football
Field.
STAFF RECOMMENDATION: Adopt Resolutions authorizing execution of agreements.
