DUBLIN CITY COUNCIL
REGULAR MEETING - September 28, 1992 DUBLIN CIVIC CENTER

A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available
for public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at
the Dublin Library.

3. ORAL COMMUNICATIONS
3.1 Presentation of October Customer Service Award to Katie Mooney
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci l Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Regular Meeting of September 14, 1992
STAFF RECOMMENDATION: Approve
462 Revised State-Local Transportation Partnership Program
Supplement for the Dublin Boulevard Extension
The City of Dublin has been granted funds under State of
California Senate Bill 300 which sets aside a portion of
the Proposition 111 gas tax increase for the funding of
roadway improvements. This Resolution will approve the
agreement between the State of California and the City of
Dublin for Dublin's receipt of up to $919,648 for the
construction of Dublin Boulevard between Dougherty and
Tassajara Roads.
STAFF RECOMMENDATION: Adopt Resolution; authorize Mayor to
execute agreement supplements; increase expenditure budget by
$573,272 for the Dublin Boulevard extension east of the
Southern Pacific Railroad right-of-way, as well as an equal
amount in the revenue account as a pass-through to Pleasanton.
4.3 Opposition to Propositions 166 & 167
Proposition 166, sponsored by the California Medical
Association, is being touted by its organizers as health
care reform. The Proposition would actually be detrimental
to California's economy due to increased financial regula-
tions placed on businesses. Proposition 167 contains more
than a dozen tax increases, impacting businesses and
consumers alike.
STAFF RECOMMENDATION: Adopt Resolutions opposing Propositions
166 & 167.
4.4 Authorization to Obtain Right-of-Way Services from Alameda
County
Appraisals and property acquisitions for Federally-funded
projects must be performed by a State-certified agency.
The City is attempting to obtain Federal ISTEA funds for
the Dublin Boulevard widening project, and Alameda County
is able to meet the requirement for State Certification.
STAFF RECOMMENDATION: Authorize Staff to issue a purchase
order to Alameda County on a not-to-exceed basis.
4.5 Request for City Council Support for Pervious Concrete Project
Submitted for Funding from Alameda County Urban Runoff Clean
Water Program (ACURCWP)
This pilot project if submitted, grant funded and
constructed, would replace a portion of the Shannon Center
parking lot with pervious concrete paving over a sand
filter. If successful, the project would catch leaves and
debris on top of the lot and waterborne pollutants in the
sand filter. It is hoped that a successful project could
be used in other projects such as gas stations, where
surface pollutants wash directly into the storm drain
system.
STAFF RECOMMENDATION: Authorize submittal of and support the
project for grant funding; notify ACURCWP Committee.
4.6 Fiscal Year 1992-93 Budget Adjustment Regarding Planning
Department Professional Services for Western Dublin Plans
The Fiscal Year 1992-93 Planning Department Professional
Services budget needs to be adjusted to account for
additional costs incurred by WPM in processing the Western
Dublin Plans.
STAFF RECOMMENDATION: Authorize an additional appropriation
of $53,755.

5. WRITTEN COMMUNICATION
5.1 Livermore's Request to Consider a Six-Month Delay for the
LAFCO Hearing on the Doolan Canyon Area Sphere of Influence
The City of Livermore is requesting up to a six-month delay
for the LAFCO hearing on the Doolan Canyon area sphere of
influence. Such a delay could add substantially to both
consultant costs and Staff time.
STAFF RECOMMENDATION: Consider request and provide direction
to Staff.
5.2 Tri-Valley Transportation Council's (TVTC) Request to Extend
the Eastern Dublin Draft EIR Comment Period an Additional 45
Days
The TVTC is requesting an additional 45-day extension on
the Eastern Dublin Draft EIR comment period. Such a delay
could jeopardize the LAFCO hearing on the Doolan Canyon
area and add substantially to both consultant costs and
Staff time.
STAFF RECOMMENDATION: Consider request and provide direction
to Staff.
6. PUBLIC HEARING
6.1 Amendment to Municipal Code Sections related to Traffic
Signals, stop Signs, and Yield Signs; Addition of Section
regarding Street Closures
This action would delegate the approval and installation of
a number of traffic control devices to City Staff if
minimum warrant criteria is met, resulting in time savings
for the Council, Staff and the general public.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and INTRODUCE Ordinance; adopt Resolution.

8. NEW BUSINESS
8.1 Alameda County Congestion Management Plan - Land Use Analysis
Program
The Alameda County Congestion Management Plan requires the
City to adopt a Land Use Analysis Program.
STAFF RECOMMENDATION: Adopt Resolution.
8.2 Alameda County Economic Development Annual Report and Proposed
1992-93 Work Plan
The City is a participant in a Countywide Economic
Development Program. In accordance with the Joint
Agreement, there are provisions for an annual report.
STAFF RECOMMENDATION: Receive report and provide input as
appropriate for consideration by the Mayors' Conference.
8.3 Certification of Referendum Petition as Being Sufficient
On September 17, 1992, the City Clerk notified the
proponents of the referendum petition related to the
Western Dublin General Plan Amendment and Specific Plan
that it was certified as being sufficient. The City
Council now has 3 options: 1) Repeal Resolution No. 88-92
in its entirety; 2) Place the issue on the November, 1994
General Municipal Election ballot; or 3) Call a Special
Election, which must be held between 88 and 103 days.
STAFF RECOMMENDATION: Consider alternatives and provide Staff
with direction. If a special election is called, adopt
appropriate resolution; approve additional appropriation of
$15,500 to the Elections Budget; and appoint member or members
of City Council to write ballot argument, if so desired.
8.4 Consideration of City Council Sponsored Initiative Measure to
be placed on ballot if special Election is called for
Referendum
The City Council previously directed Staff to work out the
logistics of placing a City Council sponsored initiative
measure on the referendum ballot related to the Western
Dublin General Plan Amendment and Specific Plan. This
initiative would add policies to the specific Plan related
to views, water, wastewater, open space/wildlife habitat,
traffic, financial responsibility, growth phasing, oak
trees, public trails, public services and facilities, air
quality and schools, and which could only be changed by a
vote of the people.
STAFF RECOMMENDATION: Consider whether or not to add
initiative measure to special election ballot and if
appropriate, adopt resolution which would supersede previously
adopted resolution calling a special election for referendum
only. Appoint member or members of City Council to write
ballot arguments, if so desired.
