CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG e ORAL COMMUNICATIONS 3.1 Proclamation declaring the month of October, 1996, "Crime Prevention Month" 3.2 Special Recognition of Dublin Police Officer by Citizen and Local Radio Station Young Country 93.3 FM 3.3 Resolution Commending Leland J. Homer for His Service to the Tri-Valley Community At this time, the public is permitted to address the CiOr Council on non-agendized items. The Council must, however, comply with ail State Laws in regard to items not appearing on thc posted agenda. The Council may respond to statements made or questioned asked~ or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the CiOr Clerk's Office related to the proper procedure to place an item on a future CiOr Council agenda. Thc exceptions under which the CiOr Council MA Y ch'scuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54 954.2 ~) (1) (2) (3). 4. CONSENT CALENDAR Consent Calendar items are OT~l'cally non-controversial in nature and are considered for approval by the CiOr Council with one single action. Members of the auch'ence, Staff or the CiOr Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.' 4.1 Minutes of Regular Meeting of September 13, 1996 Minutes of Adjourned Regular Meeting (Fire Services) of September 23, 1996 STAFF RECOMMENDATION: Approve 4.2 Acceptance of Work - Shannon Community Center Window Replacement, Contract 96-05A The Shannon Community Center Window Replacement project provided for the replacement and installation of 45 windows and 5 bathroom mirrors at the Shannon Community Center that were graffiti etched, as well as the application of a vandal-resistant film to the windows. The City Engineer has reviewed the work on the project and determined that it is complete and in accordance with the approved specifications. STAFF RECOMMENDATION: Accept improvements constructed under Contract 96-05A and authorize payment to Team Glass in the amount of $11,500. 4.3 Preliminary Financial Report for the Month of June 1996 STAFF RECOMMENDATION: Accept and file the report. , 4.4 Preliminary Financial Report for the MOnths of July 1996 and August 1996 STAFF RECOMMENDATION: Accept and file the report. 4.5 Award of Bid for Automated Recreation Management System Report On July 23, the City Council authorized Staff to distribute an RFP for an Automated Recreation Management System (ARMS) to replace the current system, which has ceased to function reliably. This item will award the bid for the replacement ARMS to ESCOM Software Services for an amount not to exceed $8,870. STAFF RECOMMENDATION: Award bid to ESCOM Software Services, Ltd. 4.6 Award of Bid - Contract 96-06, San Ramon Road Berm and Retaining Wall Improvements These drainage improvements are to prevent flooding conditions along San Ramon Road. Low bidder for this project is K B R Construction. STAFF RECOMMENDATION: Adopt resolution awarding bid to K B R Construction. Warrant Register ($717,065.39) dated October 1, 1996 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS - None e PUBLIC HEARING 6.1 Formation of Landscape Maintenance Assessment District 97-1 (Santa Rita Area) and Levy of Assessments This assessment district would fund maintenance of public landscaping improvements within the Santa Rita Development Area. The initial assessment is proposed to be for the 1997-98 tax year. . UNFINISHED BUSINESS 7.1 Fire and Emergency Response ServiCes for the City of Dublin On June 30, 1996, the City of San Ramon provided notice to the City of Dublin that it intends to terminate the Joint Powers Agreement for the Dougherty Regional Fire Authority effective June 30, 1997. Staff has analyzed a range of options for the provision of Fire and Emergency Response Services to the City of Dublin effective July 1, 1997. This report reviews the results of this analysis, both in terms of service level and cost. STAFF RECOMMENDATION: 1) Authorize the City Manager to negotiate a contract for Fire and Emergency Response Services with the Alameda County Fire Department with the general terms as described in this staff report; 2) Authorize the City Manager to negotiate an agreement with Alameda COunty for use of the Santa Rita Fire Station; 3) Direct Dublin's DRFA Board Members and City Manager to discuss the following issues with the full DRFA Board and to bring forward a recommendation to resolve these outstanding items: a] Options for transitioning DP, FA employees who will not be employed, either by the San Ramon Valley Fire Protection District or Dublin's new fire service provider, and a recommended allocation of the associated costs to the cities of Dublin and San Ramon; bi Method for administering and allocating costs associated with outstanding and ongoing liabilities of DRFA; and c] Allocation of DRFA assets between the two agencies and any associated liability which may exist between the two agencies. So NEW BUSINESS 8.1 PA 95-043 Resolution of Intention to Realign the Established Right-of-Way Line for New Road Parallel to and South of Dublin Boulevard Between Golden Gate Drive and Regional Street (the Parallel Road) The City Council will decide whether or not to set a public hearing to hear protests on whether the approved alignment of the 'Parallel Road" should be realigned in accordance with a realignment study recently completed. STAFF RECOMMENDATION: Adopt Resolution of Intention to realign the established right-of way line and set a public hearing for October 15, 1996 9. CLOSED SESSION 10.1 Public Employee Performance Evaluation Pursuant to Government Code Section 54957 Title: City Manager 11.
