3.2 Introduction of New Employee: Planning Secretary Autumn McGrath (File # 700-10)
3.3 Recognition of Nominees for City of Dublin's 2002 Organization of the Year (File # 610-50)
Nominees include: Dublin 4-H Club, Dublin High Irish Guard Band Boosters, Dublin
Historical Preservation Association, Friends of the Dublin Library, and Tri-Valley Haven.
The winning Organization will be announced at the City's Volunteer Celebration being held
at the Dublin Monarch Hotel on Friday, October 11th.
STAFF RECOMMENDATION: Present Certificates of Recognition to all nominees.
3.4 Recognition of Nominees for City of Dublin's 2002 Citizen of the Year (File # 610-50)
Nominees include: Dave Burton and Angela Fontes. The winner will be announced at the
Volunteer Celebration on Friday, October 11th.
STAFF RECOMMENDATION: Present Certificates of Recognition to nominees.
3.5 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state
your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. tn accordance with State Law, however,
no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements
made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public
may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The
exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in
Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non.controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of September 17, 2002.
STAFF RECOMMENDATION: Approve
4.2 Authorization to Solicit Bids for Contract 02-17, Fuel Tank Upgrade Phase 2 (File # 600-35)
This project would upgrade the containment and leak detection system for the Civic Center gasoline
tank to meet current Alameda County Environmental Health requirements. Thc estimated
construction cost for this project is $44,000.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.3 Authorization to Solicit Bids for Contract 02-14, Civic Center HVAC (Heating, Ventilating,
Air Conditioning) Replacement (File # 600-35)
This project would replace existing rooftop HVAC units at the Civic Center building and remodel
portions of the ducting system to improve air flow. The estimated construction cost for the project is
$1,096,410.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.4 Execution of Deed to Dublin San Ramon Services District (DSRSD) Conveying Title to
Recycled Water Pipeline and Appurtenances installed as part of the "Dublin Boulevard
Widening - Dougherty Road to Scarlett Drive" Project (File # 600-40/670-90)
DSRSD's recycled water pipeline construction was included with the City's Dublin Boulevard
Widening Project. The project is now complete and the City will convey title of the pipeline to
DSRSD.
STAFF RECOMMENDATION: Adopt Resolution conveying deed to DSRSD.
4.$ Second Amendment to Tract Developer Agreement, Tract 6961 (Dublin Ranch
Neighborhood L-6, "Highgrove") to extend completion date by one year (File # 600-60)
This amendment would extend the existing Tract Developer Agreement one year for completion of
tract improvements. Thc public streets have been installed within this tract; however, the homes are
still under construction. Staff recommends that the Tract (and public streets) not be accepted until the
use of heavy equipment has been completed.
STAFF RECOMMENDATION: Adopt Resolution amending the Tract Developer Agreement
to extend the completion date until September 5, 2003.
4.6 Acceptance of Work, Contract 01-14, Civic Center Interior Painting (File # 600-35)
This project painted the interior of the Civic Center, except for the expansion area that was just
completed two years ago. The project was completed within funds budgeted.
STAFF RECOMMENDATION: Accept improvements and authorize final payment to SNA
Enterprises, less retention to be paid in 35 days if no subcontractor or supplier claims are
received.
4.7 Agreement with California Energy Commission for Battery Backup System (BBS) Grant
Funds (File # 600-50)
The California Energy Commission has awarded the City a grant in the amount of $22,400 toward
installation of battery backup systems for traffic signals at several major intersections. This agreement
requires that certain reporting and accounting procedures be followed in relation to the grant funds.
STAFF RECOMMENDATION: Adopt Resolution approving agreement and approve Budget
Change.
4.8 Dublin Swim Center Roof Replacement Project, Contract 02-13A (File # 600-35)
On September 3, 2002, the Council authorized Staffto advertise Contract 02-13A for bids. This
project provides for the replacement of the roof on the main building and snack bar of the Dublin
Swim Center, as well as the installation of a new skylight and additional building ventilation. The
project was advertised in accordance with the City's Ordinance and five bids were received. The
lowest base bid ($75,214) was received from CBC Construction of Pleasanton.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to CBC Construction.

Consultant Services for Engineering Testing, Fire Station 17 (File # 600-30)
As part of the construction process for Emerald Glen Fire Station 17, the City has budgeted for
Engineering Testing Services. City Staff solicited Proposals for Testing Services, and of the four
proposals received, RES Engineering provided the City with the qualifications that suited the City's
requirements. RES has performed inspections on a variety of essential facilities including the San
Francisco Airport Expansion, Ocean Street fire Station and Station # 40 in San Francisco and Fire
Station # 26 in San Mateo.
STAFF RECOMMENDATION: Authorize Mayor to execute Agreement with RES Engineering.
Consultant Services for Geotechnical Testing, Fire Station 17 (File # 600-30)
As part of the construction process for Emerald Glen Fire Station 17, the City has budgeted
for Engineering Testing Services. Berlogar Geotechnical Engineers has provided ongoing
testing for the City on past projects and prepared the baseline Geotechnical Report for the
design of the Fire Station Building and Site Improvements. Berlogar has provided a scope of
services to meet the City testing requirements.
STAFF RECOMMENDATION: Authorize Mayor to execute Agreement with Berlogar
Geotechnical Engineers.

5. WRITTEN COMMUNICATIONS - None
PUBLIC HEARING
6.1 Weed and Combustible Refuse Assessment Order (File # 540-50)
In accordance with Resolution No. 25 - 02, the City Council declared that there is a public nuisance
created by weeds and combustible debris growing or accumulating upon the streets, sidewalks and
property within the City of Dublin. The Property Owner at and adjacent to I ! 481 Bloomington Way
has been notified of the abatement and the property was posted with a Notice to Abate. A partial
abatement was completed by the Owner and the Owner was advised of the need to complete the
process. The Owner failed to complete the abatement and bids to complete the abatement were
received. The City contracted with Andy's Brush Clearing Service to complete the abatement, which
started on August 2nd and completed on August 15, 2002. The Property Owner was billed for the cost
of the abatement. The Property Owner has not paid for the cost of abatement and has been notified of
the time and date of this hearing.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
confirming the Report and Assessment List and directing Staffto proceed with assessment of
Lien for Abatement Costs.
6.2 Pinn Brothers Construction, Inc., Silveria/Haight/Nielsen Properties Planned Development
Prezoning (Stage I Development Plan) PA 02-024 (File # 450-30)
This is the second reading of an Ordinance which would approve a Planned Development Prezoning
(Stage 1 Development Plan) for 259 multi-family and single-family homes on approximately 107.7
acres on the Silveria, Haight and Nielsen properties located south and east of the intersection of
Tassajara Road and Fallon Road in the Eastern Dublin Specific Plan area.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance.
6.3 City of Dublin Zoning Ordinance Amendments (PA 02-040) (File # 450-20)
The City Council will consider the second reading of an Ordinance amending various Chapters of the
Dublin Municipal Code (Zoning Ordinance) including Chapter 8.08 Definitions: Chapter 8.12 Zoning
Districts and Permitted Use of Land; Chapter 8.36 Development Regulations; Chapter 8.40 Accessory
Structures and Uses Regulations; Chapter 8.64 Home Occupations Regulations; Chapter 8.76 Off-
Street Parking and Loading Regulations; Chapter 8.84 Sign Regulations; Chapter 8.104 Site
Development Review Regulations; Chapter 8.108 Temporary Use Permit Regulations; and Chapter
8.144 Enforcement Regulations to provide consistency and clarify minor land regulatory issues.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance.

6.4 Consideration of Urgency Ordinance in Scarlett Court Area (File # 410-20)
This item was continued from the September 3, 2002 City Council meeting, at which time the
Council directed Staff to meet with business and property owners in the area, and to prepare
an urgency ordinance to implement Alternative 2 which would prohibit all new uses that are
currently permitted and conditionally permitted in the area during the term of the moratorium,
which will last at least as long as the Specific Plan Study, but no more than two years total.
Additionally, the City Council directed Staffto remove "Automobile/Vehicle Storage Lot" as
a prohibited use.
STAFF RECOMMENDATION: Conduct public hearing; if the Council finds the list of allowed
and prohibited uses appropriate, then waive the reading and ADOPT the Ordinance on an
urgency basis.
6.5 Amendments to the Smoking Pollution Control Ordinance (File # 560-90)
This is the second reading of an Ordinance which would bring the existing provisions of
Chapter 5.56 of the Dublin Municipal Code regulating smoking into conformity with recent
changes in state law and which would add additional permissible restrictions on smoking in
enclosed and unenclosed public places and places of employment.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance.
UNFINISHED BUSINESS
7.1 City Council affirmation of Planning Commission approval, with
modifications, of a request to amend the Site Development Review for the
Dublin Ranch Golf Course Clubhouse and Cart Barn within Dublin Ranch
Area A (File # 410-30)
Modifications were made by the Applicant to the revised plans approved by the Planning
Commission. A formal City Council Resolution approving the revised Site Development
Review for the Dublin Ranch Golf Course Clubhouse and Cart Barn within Dublin Ranch
Area A has been prepared.
STAFF RECOMMENDATION: Adopt Resolution.
NEW BUSINESS
8.1 Trumark Companies General Plan Amendment (GPA) Study Request for the
19-Acre Southern Pacific Railroad and Alameda County Parcels along the
Iron Horse Trail (File # 420-30)
The City Council will consider a request to initiate a GPA Study to change the General Plan
Designation from Transportation Corridor to Medium Density Residential.
STAFF RECOMMENDATION: Adopt appropriate Resolution either approving or denying
request - OR - continue item to a date uncertain.
8.2 Award Contract for City Council Chamber Cablecast System
(File # 600-30/200-30)
The City Council Chamber Cablecast System includes wall-mounted cameras, video control
equipment and other audio/visual improvements for the taping and broadcasting of City
Council and other public meetings.
STAFF RECOMMENDATION: Determine whether to include the public presentation upgrades
($34,106) in this project and adopt either: 1) Resolution awarding base contract to VMI Inc,; or
2) Resolution awarding contract to VMI Inc., including public presentation upgrades; and
authorize the City Manager to execute the Agreement.

8.3 Annual Review of Development Agreements (File # 600-60)
Annual review of Development Agreements is required by State law and the City's Municipal
Code. City Staff has reviewed 23 Development Agreements and concluded that the
developers for the 23 projects arc proceeding in good faith within the terms of the
Development Agreements.
STAFF RECOMMENDATION: By motion, find that the developers have complied in good
faith with the terms and provisions of the following Development Agreements and conclude the
Annual Review Period for: Santa Rita Commercial Center; Opus Creekside Business Park;
Villa's at Santa Rita; Summerglen; Jefferson at Dublin; Emerald Pointe; Casterson Property
(Tassajara Meadows I); Dublin Ranch Area A-H; Dublin Ranch Phase I; General Motors; Koll
Development; Micro Dental; Tassajara Meadows II; Dublin Ranch - Supplemental Areas F, G &
H; Toll Brothers Area 4; Greenbriar Homes Communities - Phase I; SPCA; Schaefer Heights;
Sybase; Emerald Glen Village Center (Waterford); Commerce One; Greenbriar Homes
Communities - Phase II; Dublin Ranch Area A, Neighborhoods A6 & A7.
8.4 Authorization to Distribute a Request for Proposal for City Website Design
and Development (File # 600-30)
The City is seeking proposals for the design and development of an enhanced City Website.
New technology and functionality can be utilized to give the City's Website a greater
presence on the Internet and in serving the community.
STAFF RECOMMENDATION: Authorize Staff to distribute RFP.
