Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Govemment Code Section 54954.2(b)(1)(2)(3).

Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Regular Meeting of August 21, 2007 and Regular Meeting of September 4, 2007

4.2 Development Agreement for Sorrento East at Dublin Ranch (Dublin Ranch Area FEast)
Between the City of Dublin and "SR Structured Lot Options I, LLC" Submitted by Toll
Brothers Inc. for Approximately 71.227 Acres, PA 04-042 (600-60)
The applicant is proposing approximately 694 units of medium density residential on 71.227
acres, five individual residential neighborhoods, a 5.2-acre site for a Neighborhood Park, a
10.0 acre elementary school and one private recreation center. As per the Eastern Dublin
Specific Plan, the Developer is required to enter into a Development Agreement for any
development in the eastern portion of the City.
STAFF RECOMMENDATION: Waive reading and adopt Ordinance Approving the
Development Agreement for P A 04-042 Sorrento East at Dublin Ranch (Dublin Ranch Area F
East) Between the City of Dublin and Regent Land Investment LLC.
4.3 Acceptance of Improvements and Approval of Regulatory Traffic Control Devices for
Central Parkway and Brannigan Street, and Approval of Partial Release of Security for
Tract 7641, and Partial Release of Security for Grafton Street, Central Parkway to Gleason
Drive, for Tract 7641, Sorrento at Dublin Ranch (West) (600-60)
As part ofthe Tract 7641 improvements, the developer has completed roadway improvements
for Brannigan Street and Central Parkway. In order to provide improved access to Fallon
School for residents south of Central Parkway, the City proposes to accept the Brannigan
Street and Central Parkway improvements prior to accepting the full Tract 7641
improvements. The remainder of the Tract 7641 improvements and Grafton Street are more
than 80% complete, and the bonds for these improvements may now be reduced.
STAFF RECOMMENDATION: Adopt Resolution Accepting Improvements and Approving
Regulatory Traffic Control Devices for Central Parkway and Brannigan Street, and Partial
Release of Security for Tract 7641, Sorrento at Dublin Ranch (West); and adopt Resolution
Approving Partial Release of Security for Grafton Street, Central Parkway to Gleason Drive.
4.4 Acceptance of Phase I Improvements for Parcel Map 8275 and Approval of Regulatory
Traffic Control Devices for Campbell Lane (600-60)
EAR, Inc., has constructed the Phase I improvements (Campbell Lane) in accordance with the
Improvement Agreement for Parcel Map 8275. It is now appropriate for the City to accept
these improvements. The Phase II Improvements are through the existing temporary BART
parking lot on the Alameda County Surplus Property Authority's property and cannot be
completed until the BART garage replaces this parking.
STAFF RECOMMENDATION: Adopt Resolution Accepting Phase I Improvements for Parcel
Map 8275 and Approving Regulatory Traffic Control Devices for Campbell Lane.
4.5 Approval of Consulting Services Agreement with Associated Right of Way Services, Inc., to
Perform Right of Way Appraisal for the Saint Patrick Way - Regional to Golden Gate
Drive Project (600-30)
This action would approve a Consulting Services Agreement with Associated Right of Way
Services, Inc., to perform a right of way appraisal on a parcel for this project, which will
extend Saint Patrick Way from Regional Street to Golden Gate Drive. These services are
funded through the Downtown Traffic Impact Fee and mitigation contributions.
STAFF RECOMMENDATION: Adopt Resolution Approving Agreement with Associated
Right of Way Services, Inc., for Consulting Services for the Extension of Saint Patrick Way, and
authorizing the Mayor to execute the agreement.

4.6 Acceptance of Work - Contract No. 07-05, 2006-2007 Annual Sidewalk Safety Repair
Program and Curb Ramp Installation (600-35)
This project removed and replaced damaged sidewalk with offsets of %" or more that may
pose a tripping hazard and constructed nine new pedestrian curb ramps.
STAFF RECOMMENDATION: Approve budget change in the amount of $17,234; and accept
the improvements under Contract No. 07-05, 2006-2007 Annual Sidewalk Safety Repair
Program and Curb Ramp Installation, and authorize the release of retention after 35 days if there
are no subcontractor claims.
4.7 Award of Bid - Contract No. 07-11, Civic Center Roof Maintenance (600-35)
This project would repair worn areas of the Civic Center roof and install walk pads to
preclude damage in the future.
STAFF RECOMMENDATION: Adopt Resolution Awarding Contract No. 07-11, Civic Center
Roof Maintenance to American Services Co., and approve budget change in the amount of
$2,785.
4.8 Award of Bid - Iron Horse Trail Wildflower Planting (930-30)
This project continues the seeding of wildflowers in 20-foot strips of land along the Iron
Horse Trail from its intersection with 1-580 north to the City limit for a total of five acres.
STAFF RECOMMENDATION: Award bid to Golden Valley Nursery, as the lowest responsive
bidder, and authorize City Manager to issue a purchase order in the amount of$17,955.
4.9 Universal Design Ordinance (660-60/440-20)
This is the second reading to adopt a Universal Design Ordinance that will require projects in
excess of 20 residential dwelling units to meet the Universal Design Requirements. The
Ordinance mandates that certain base universal design features shall be installed and
mandates that other universal design features shall be offered as options.
STAFF RECOMMENDATION: Waive second reading and adopt Ordinance Adding Chapter
7.90 to the Dublin Municipal Code Relating to Universal Design.
4.10 Amendment to Consulting Services Agreement with The Zahn Group, Inc., to Perform a
Building Management Study (600-30)
The City entered into an agreement on October 3, 2006, with The Zahn Group to provide
consulting services related to the performance of a Building Maintenance Study. This Study
will analyze and provide recommendations in the areas of building standards, needed
improvements, maintenance, and major building system life cycles. The City Council will
consider approving an amendment to extend the term of this agreement to enable the
completion of the study.
STAFF RECOMMENDATION: Adopt Resolution Approving Amendment to the Consulting
Services Agreement with The Zahn Group, Inc., for the Building Management Study.
4.11 Approval of Purchase and Sale Agreement for Real Property Adjacent to Tassajara Road
(Bragg-Silva Property) for the Future Tassajara Widening Project (670-20/600-30)
In order to accommodate the City's future development and anticipated development in
Contra Costa County, Tassajara Road is planned at build-out to be a six-lane roadway from 1-
580 to the County line. The City Council will consider approving a Purchase and Sale
Agreement with the owners ofthe Bragg-Silva property adjacent to Tassajara Road to acquire
the necessary right of way for future road widening.
STAFF RECOMMENDATION: Adopt Resolution Approving a Purchase and Sale Agreement
with Claire Silva, Trustee of the Silva Family Trust, and Elvera Bragg, Trustee of the Bragg
Family Trust, and authorizing the City Manager to execute the Agreements.

4.12 Request from the Mount Diablo Rose Society for Renewal of Fee Waiver Under the Civic
Center Facility Use Policy (200-10)
The City Council will consider a request made by the Mount Diablo Rose Society to grant the
renewal of the fee waiver for the use of the Civic Center for monthly meetings and the use of
the Senior Center Ballroom for the Annual Spring Rose Show in exchange for caretaking
services ofthe City's rose garden at Emerald Glen Park.
STAFF RECOMMENDATION: Grant the renewal of fee waiver for the use of the Civic Center
for monthly meetings and the use of the Senior Center Ballroom for the Annual Spring Rose
Show in exchange for caretaking services of the City's rose garden at Emerald Glen Park, and
grant Staff the authority to renew the fee waiver to Mount Diablo Rose Society in subsequent
years.
4.13 Warrant Register ($1,553,319.19) dated October 2, 2007 (300-40)
STAFF RECOMMENDATION: Approve.
5. WRITTEN COMMUNICATIONS - None
6. PUBLIC HEARINGS
6.1 Emerald Place Retail Center - CEQA Addendum, Planned Development Rezone, and
Stage 1 Development Plan for a 305,000 Square Foot Retail Shopping Center on
Approximately 27.55 Acres in the Eastern Dublin Specific Plan Area (PA 07-019)
(Formerly the Site for the Hacienda Lifestyle Center and Ikea) (450-30/400-20)
The proposed project consists of a Stage 1 Planned Development Rezoning application to
allow a 305,000 square foot retail shopping center on approximately 27.55 acres in the
Eastern Dublin Specific Plan area.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; and adopt Resolution
Approving a CEQA Addendum to Both the Final Environmental Impact Report for the Eastern
Dublin General Plan Amendment and Specific Plan (Certified 5/10/1993) and the Supplemental
Environmental Impact Report for the Ikea Project (Certified 3/16/2004), with the Addendum and
Supplementary Traffic Analysis included as Exhibit A and the Statement of Overriding
Considerations attached as Exhibit B; and waive the reading and INTRODUCE ordinance
Amending the Zoning Map to Rezone Property to the PD - Planned Development Zoning
District and Approving a Related Stage 1 Development Plan for the Emerald Place Retail Center
Project (pA 07-019).
7. UNFINISHED BUSINESS
7.1 National League of Cities Voting Delegate Appointment (140-30)
The City Council will consider confirming the Mayor's appointment ofthe voting delegate for
the upcoming National League of Cities Annual Conference.
STAFF RECOMMENDATION: Confirm the Mayor's appointment of Councilmember Kate
Ann Scholz as voting delegate and Vice Mayor Kasie Hildenbrand as alternate for the National
League of Cities Annual Conference in November 2007 and direct Staff to notify the
organization of these appointments.
7.2 Parks and Community Services Needs Assessment Survey (600-30)
The City is conducting an in-depth community needs assessment and opinion survey of Parks
and Community Services Department programs, services and facilities. A mail-in survey has
been developed that will be distributed to 3,000 households in October. The Council will
review the draft survey and provide input.
STAFF RECOMMENDATION: Receive report, provide input on questions and direct Staff to
begin distribution of the survey.

8. NEW BUSINESS
8.1 Initiation of a General Plan and Eastern Dublin Specific Plan Amendment Study for
14 Acres at the Southwest Corner of Hacienda Drive and Dublin Boulevard, also known as
Site 16A
Initiation of a General Plan Eastern Dublin Specific Plan Amendment Study for 14 acres at
the Southwest Corner of Hacienda Drive and Dublin Boulevard.
STAFF RECOMMENDATION: Adopt Resolution Denying the Initiation of a General Plan
Amendment and Eastern Dublin Specific Plan Amendment Study for the Property Known as Site
16A; OR adopt Resolution Approving the Initiation of a General Plan Amendment and Eastern
Dublin Specific Plan Amendment Study for the Property Known as Site 16A, with the
requirement that the approval include a PD Stage 1 and 2 rezone as part of the application.
9. OTHER BUSINESS
9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
