CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS 3.1 Introduction of New Employee, Planning Intern, Charlie Haims 3.2 Presentation of Pedestrian Safety Citation Award by California State Automobile Association 3.3 BART Staff presentation regarding findings of the Draft Environmental Impact Report for the BART Dublin/Pleasanton Exension Project BART has released the DEIR for the BART Dublin/Pleasanton Extension Project. BART Staff is scheduled to make an oral presentation regarding the findings of the DEIR. STAFF RECOMMENDATION: Direct Staff to complete its analysis and provide comments to BART by October 23, 1989 At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of September 25, 1989 STAFF RECOMMENDATION: Approve 4.2 City Treasurer's Investment Report for Period Ending Septemer 30, 1989 STAFF RECOMMENDATION: Accept Report 4.3 Unmarked Police Vehicle Purchase - Rejection of Original Bids and Authorization to Solicit Bids Original specifications for vehicles were not specific and therefore, all bids received were completed incorectly. The specifications have been revised and will be resubmitted to all participating dealers. STAFF RECOMMENDATION: 1) Reject bids and amend vehicle specifications; 2) authorize Staff to solicit bids for one unmarked police vehicle; and 3) authorize Staff to solicit bids for emergency equipment. 4.4 Personnel Salary Modifications A comprehensive survey of salary ranges has been completed. The City Manager has met with all full-time employees to discuss the proposed salary ranges. STAFF RECOMMENDATION: Adopt Resolution establishing a salary plan for full-time personnel in accordance with the Personnel Rules. 4.5 Warrant Register dated October 9, 1989 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS - None 6. PUBLIC HEARING 6.1 Ordinance Relating to Oversize/Overweight Vehicles This Ordinance is part of the City's Municipal Code update. The provisions of this Ordinance have been in effect since incorporation as part of the Alameda County Ordinance Code which was adopted by reference in 1982. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 6.2 Ordinance Amending City of Dublin Ordinance No. 55-87 (Traffic Ordinance) - Pertaining to Regulation of Parking on Hills This proposed Ordinance would require drivers to "curb" or otherwise block the wheels of vehicles parked on hills. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 6.3 Resolution Prohibiting Parking in Bicycle Lanes This Resolution identifies the locations of bicycle lanes in the City and would prohibit parking in all of them. Currently, parking is already prohibited for other reasons in all but one of these locations (Amador Valley Boulevard east of Stagecoach Road). STAFF RECOMMENDATION: Conduct public hearing; deliberate; Adopt Resolution. 6.4 Ordinance Relating to Encroachments This Ordinance is part of the City's Municipal Code update. Most provisions of the proposed Ordinance have been in effect since incorporation as part of the Alameda County Ordinance Code which was adopted by reference in 1982. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 7. UNFINISHED BUSINESS 7.1 Interior Plant Bids Bids have been solicited for interior plant installation and maintenance. The bid submittal deadline is Friday, October 6, 1989. A supplemental report will be prepared following the bid opening. STAFF RECOMMENDATION: Award bid to the firm identified in the supplemental report. 7.2 Valley Performing Arts Center Request The Citizens for a Valley Performing Arts Center is requesting that the City Council consider appointing members to a study committee. It is suggested that the appointments include representation from the City Council. STAFF RECOMMENDATION: Consider request to appoint representatives to Study Committee. 7.3 Award of Bid - contract No. 89-7 - Shannon Park Renovation Proposed improvements include play areas for both young and older children, a shallow pond and spray pool, a plaza area and fountain, landscaping and drainage improvements, an additional pedestrian bridge over the creek, and parking and lighting improvements. Several alternates were incorporated into the proposed bid so that if the bids were over the amount budgeted, the City Council could delete certain items for installation at a later date. STAFF RECOMMENDATION: 1) Determine which, if any, alternates should be included in the construction contract; 2) if alternates are selected which result in the cost of the project exceeding the budget amount for the project, authorize an additional appropriation from the unallocated reserves in the appropriate amount; 3) adopt Resolution awarding bid to A. V. & C. Construction; and 4) authorize Mayor to execute agreement. 8. NEW BUSINESS 8.1 Skateboard Park The Council will consider development of a skateboard park at Dougherty Hills Open Space. STAFF RECOMMENDATION: 1) Deny request to pursue skateboard park -OR- 2) consider Park & Recreation Commission recommendation to locate a skateboard park in the Dougherty Hills Open Space. Authorize the Commission to hold neighborhood hearings to solicit public comment and report back to the City Council. 9. OTHER BUSINESS 10. CLOSED SESSION - None 11. ADJOURNMENT - NOTE: The next meeting of the Dublin City Council has been changed from October 23, 1989 to October 30, 1989, 7:30 p.m., 100 Civic Plaza.
