CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. l"lembers of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the l'layor asKs the audience members if there is anyone interested in removing an item tram the Consent Calendar. 4.1 Hinutes of Kegular tvleeting of September L6, 1 Ydd STA~F RECOMMENDATION: Approve 4.2 City Treasurer's lnvestment Keport for ~eriod Ending September 30, 1Y88 STAFF ~,{ECOlJ1LVlENJ)A T ION: Accept 1<.e port 4.3 Rescindillg Kejection of a Portion of Parcel A, Tract 4Y91, and Acceptance of Iglesia Drive Before proceeding with the abandonment of Parcel A (Public hearing Itent No. 6.~, the City wis}les to accept Iglesia Drive as street right-of-way. It is therefore necessary to rescind the rejection of a portion of Parcel A and then accept the portion at Parcel A within Iglesia Drive. STAFF RECOMMENDATION: Adopt Kesolution 4.4 Award of Bid - Holiday Banners The low bid received for December Holiday and St. Patrick's Banners is in the amount of $3,4d3.31; the lowest acceptable bid tor hardware is in the amount of $3,212.44. These amounts are within funds budgeted for banners and hardware. STAFF kECOMMENDATION: Adopt ~esolution awarding purchase order for Holiday Banners to Vaughn Display, Inc., and adopt Resolution awarding purchase order for street banner hardware to Kalamazoo Banner Works, Inc. 4.5 ~eport on Status of Freeway lrnprovements 1-5tsO & 1-6bO This report is a summary of proposed improvel11ents to 1-5dU and 1-680 and their timing. STAFF RECOlvllvlENJ)ATlOr~: Receive Keport 4.6 Acceptance of vJorK-Contract bd-4,Annual Street Overlay and l{epair & Dougherty Koael bike Path Improvements constructed under Contract d~-4 are complete and in accordance with approved plans and specifications. This project was completed within total funds budgeted. STAFF KECU~IMENUATION: Approve Change Orders; accept improvements; authorize final progress payment and retention ($~b,336.97) to Les McDonald Construction; and authorize additional appropriation ($154,146.99) from General Fund and Gas Tax ~eserves to cover those project costs which carried over into Fiscal Year 1Y8d-89. 4.7 Status ~eport on East Dublin General Plan Amendment/Specific Plan Studies and EIR This report represents the first of several status reports the City Council will receive on the progress of the East Dublin Ceneral Plan Amendment/Specific Plan Studies and EIR. PUBLIC HEARING b.l Appeal of Plannint; Commission action denying PA 87-159.2 First ~~estern Development Parcel ["lap and Variance, 7450 Amador Valley Boulevard The Applicant is requesting the City Council to continue the public hearing to the October 24, 19db City Council meeting. Staff has advised that the Plannine Director will be out of town on October 24, 19dd. STAFF KECOMMENUATIUN: Conduct public hearing; continue iteln to City Council meeting of November 14, 19M8. ~.2 Abandonment of Kolling Hills Drive - Stub End East of Creekside Drive This action abandons the stub end of Kolling Hills Urive east of Creekside Drive. The City does not require this portion for street right-of-way. llSKSD has requested reservation of a blanket easement for existing and possible future construction. STAfF KECUMMENUATION: Conduct public hearing; deliberate; adopt ~esolution abandoning Kolling Bills Urive east of CreeKside Drive. b.3 AbandoOlnent of earcel A. Tract 4991 Parcel A of Tract 49Yl abuts a portion of Creekside Drive. The parcel was originally offered for dedication as the City wasn't certain of the location of a future street connection between Tract 4991 and Tract 5402. This location has been resolved and the City has no further interest in Parcel A except for the portion within Iglesia Drive. STAfF ~ECOMMENDATION: Conduct public hearing; deliberate; adopt Kesolution vacating portions of earcel A of Tract 4991. 6.4 Establishment of Kight-of-Way Lines for a new road parallel to and southerly of Dublin Houlevard (between Amador Plaza Koad and Kegional Street) This is the second reading of an ordinance to establish the right-of-way lines for a new road parallel to and southerly of Dublin Boulevard. STAFF J<.LCOrvll"lENUATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 7. LlNFINISHED BUSINESS 7.1 LopeZ/MacDonald Kequest for City Council to Initiate Laning Ordinance Amendments On September 12, 19ts8, the City Council continued the Lopez/GlacDonald request regarding rear yard requirements to allow Staff to review proposed revisions and provide input. Mayor concerns include: not meeting rear yard intellt; inequity regarding age of illegal structures; and lack of adequate verification.
