A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available
for public information and perusal several days prior to a Council meeting at the Dublin Library and also in the
City Clerk's Office at the Civic Center.

3. ORAL COMMUNICATIONS
3.1 Introduction of New Employee, Planning Intern Delmar Thompkins
3.2 Proclamation Declaring October 20-26, 1991 "RED RIBBON WEEK"
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci 1 Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Counci 1 indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Joint City Council/Planning Commission Study Session
Meeting of September 11, 1991 and Regular Meeting of
September 23, 1991
STAFF RECOMMENDATION: Approve.
4.2 Acceptance of Gifts to City
The Women's Club of Dublin and an anonymous donor have
contributed a total of $150 cash to the Dublin Senior
Center.
STAFF RECOMMENDATION: Accept gifts and direct Staff to
prepare a formal acknowledgment to the Women's Club of Dublin.
4.3 State-Local Transportation Partnership Program
This agreement with the State provides guidelines for
projects involving SB300 road construction funds. The
supplement is project-specific and applies to the 1990-91
street overlay.
STAFF RECOMMENDATION: Adopt Resolution.
4.4 Revision of Consultant Services Agreement with Brenda Gillarde
Revision of this Agreement would increase Planning
Consultant Gillarde's hourly compensation from $45 to $52,
retroactive to August 1, 1991.
STAFF RECOMMENDATION: Authorize City Manager to sign revised
Agreement.
4.5 1992 Community Calendar Printing Bids
Bids are scheduled to be opened on October 9, 1991 for the
printing of the 1992 calendar.
STAFF RECOMMENDATION: Consider bids and take appropriate
action.
4.6 City Treasurer's Investment Report as of September 30, 1991
STAFF RECOMMENDATION: Receive Report.
4.7 Warrant Register Dated October 10, 1991
STAFF RECOMMENDATION: Approve

5. WRITTEN COMMUNICATION
5.1 Draft Letter regarding Tri-Valley Affordable Housing
A draft letter has been proposed by the Tri-Valley
Affordable Housing Committee to the State Department of
Housing and Community Development requesting a change in
State Legislation to allow cities to provide affordable
housing jointly and still get credit toward their "fair
share" affordable housing allocation.
STAFF RECOMMENDATION: Direct Staff to send a letter to the
Tri-Valley Affordable Housing Committee indicating the City
Council's concerns, -OR- authorize the Mayor Pro Tempore to
sign the draft letter as proposed.
6. PUBLIC HEARING
6.1 Density Bonus Ordinance
This Ordinance would allow density bonuses and other
incentives to developers providing housing for very low and
low income households and for senior citizens as required
by state Law.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.
6.2 Dublin Cinema Freestanding Sign Variance Appeal PA 91-046
The Applicant is appealing the Planning Commission's denial
of a Variance request to deviate from freestanding sign
setback requirements and to exceed the maximum allowable
sign area per Section 8-87.34(B)(3)(c) of the Dublin Sign
Ordinance.
STAFF RECOMMENDATION: Continue to November 12, 1991 City
Council meeting in accordance with Applicant's request.
6.3 Draft Source Reduction Recycling Element (SRRE)
As required by state Law, the City must conduct a public
hearing on the proposed SRRE. This document identifies
programs and policies which will be necessary to meet State
requirements for diversion of solid waste from landfills.
STAFF RECOMMENDATION: Conduct public hearing; provide
additional input to Staff and the Consultant on any
modifications which should be included in Final Draft; Direct
Staff to finalize a response to the comments raised by the
Local Task Force.
7. UNFINISHED BUSINESS
7.1 Recycled Water Use for Dublin Sports Grounds
Dublin San Ramon Services District, as a mitigation for
lack of water in drought situations, is proposing to
implement a recycled water project which would take
secondary treated waste water from the Sewage Treatment
Plant, do some additional treatment, and sell the water to
the City of Dublin for use at the Dublin Sports Grounds for
irrigation.
STAFF RECOMMENDATION: Review Staff Report and recommendations
and provide Staff with appropriate direction.

BUSINESS
Nielsen School Play Area Renovation
The City Council will review the preliminary design of the
play area at Nielsen School prepared by Singer & Hodges
STAFF RECOMMENDATION: Receive presentation and public input;
approve design; direct Consultant to proceed with preparation
of construction documents.
Cronin Play Area Renovation
The City Council will receive a presentation from Singer &
Hodges regarding the preliminary design for the play area
at the former Cronin Park.
STAFF RECOMMENDATION: Receive presentation and public input;
approve design; direct Consultant to proceed with preparation
of construction documents.
Alameda County Congestion Management Agency (CMA) Voting
System
The Congestion Management Agency was developed as a
requirement of the passage of State Proposition 111 (Gas
Tax). The City of Emeryville is proposing that the voting
rights of the various jurisdictions be based on 1 vote per
50,000 population rather than 1 per 100,000 and that the 2
transit agencies which have appointed board members not be
allowed a vote.
STAFF RECOMMENDATION: Reject proposed voting changes for the
CMA and send letter to Chairman of CMA expressing Dublin's
position.
Proposed Annexation of Doolan Canyon Area by the City of
Livermore
Livermore has initiated annexation of a part of the Doolan
Canyon area. Dublin believes the Doolan Canyon area should
be included in Dublin's Sphere of Influence.
STAFF RECOMMENDATION: Direct Staff to apply to LAFCO to
adjust Dublin's Sphere of Influence to include the Doolan
Canyon area.
