A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available
for public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at
the Dublin Library.

At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci l Agenda. COIIITIents should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.

4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Regular Meeting of September 27, 1993
STAFF RECOMMENDATION: Approve
4.2 city Treasurer's Investment Report as of September 30, 1993
The city's investment portfolio totals $18,126,360.59.
STAFF RECOMMENDATION: Receive Report.
4.3 Financial Reports for the Months of July & August, 1993
STAFF RECOMMENDATION: Receive Reports.
4.4 Warrant Register Dated October 11, 1993

5. WRITTEN COMMUNICATION - None
6. PUBLIC HEARING
6.1 Request for Variance - Section 3802(j) of Dublin Building Code
The owner of the building at 6767-6787 Dublin Boulevard has
requested a variance to allow construction of an 1,808'
mezzanine floor without providing automatic fire sprinklers
throughout the entire building.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution granting variance.
6.2 Revisions to Dublin Municipal Code Chapter 2.28 - Campaign
Contribution Limitation Ordinance
The City'S current Ordinance restricts contributions to
$300 during an election period, defined as July 1st of an
election year through June 30th of the following year. The
existing Ordinance is unclear with regard to contributions
made between election periods, during "off-years". On
September 27th, an amended Ordinance was introduced which:
1) defines a 4-year election period for the office of
Councilmember; 2) defines a 2-year election period for the
office of Mayor; and 3) allows for maximum contributions of
$1,000 for either office during an election period from a
single source.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.
7. UNFINISHED BUSINESS
7.1 Procedures for Parking citation Administrative Review &
Hearings and Appointment of Hearing Officer
State Law enacted under AB 408 shifted the responsibility
for levying and COllecting parking citation penalties from
the Courts to the City. This new law decriminalized
parking citations and imposed civil penalties on violators.
On June 14, 1993, Staff presented Phase I for implementing
these new responsibilities and this is the second and final
phase for enacting this new program.
STAFF RECOMMENDATION: Adopt Resolutions.
8. NEW BUSINESS
8.1 Acceptance of Gift to City
The Rotary Club of Dublin has presented the Senior Center
with a $250 check to be used for the purchase of a computer
table.
STAFF RECOMMENDATION: Accept gift and direct Staff to prepare
formal acknowledgment; authorize an additional appropriation
from "contributions from Others" to the FY 93-94 Senior Center
Furniture & Fixtures Account
8.2 BJ Dublin Commercial General Plan Amendment Study Request PA
93-052
The J. Patrick Land Co., representing BJ Dublin Commercial,
has requested that the city Council initiate a General Plan
Amendment study for their 7I acre site from the Business
Park/Industrial Outdoor Storage land use designation to the
Retail/Office and Automotive land use designation.
STAFF RECOMMENDATION: Authorize GPA study and define size of
the study area.
8.3 East Bay Dischargers Authority (EBDA) Conditions for Potential
Tri-Valley Export Project
EBDA has prepared conditions for a potential Tri-Valley
export project. DSRSD, as a member of LAVWMA/TWA, needs an
indication of the city of Dublin's position regarding the
land use and General Plan related conditions.
STAFF RECOMMENDATION: Consider sending letter to DSRSD.
8.4 Report on Business Commission/Local Economic Development
Program options
The city Manager will present a report identifying a work
program to initiate a local economic development program
and discussing various options for the formation of an
advisory board/commission/committee task force.
STAFF RECOMMENDATION: 1) Determine overall objective of
economic development group to be formed; 2) Approve the
proposed economic development work program; 3) Determine
whether to adopt a task force approach or the establishment of
a permanent board/commission/committee; 4) Determine size and
composition of the advisory group; and 5) Determine the
Council and city Staff's role and relationship to the advisory
group to be formed.
