REGULAR MEETING - October 12, 1987

1. CALL TO ORDER

3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Manager to have their
particular concern placed on the agenda for a future meeting.
3.1 Introduction of Harold Ritter, new Dublin San Ramon Services District Fire Chief
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for purpose of public
input may request the City Council to remove the item from the consent calendar. The request may be
made at the time that the Mayor asks the audience members if there is anyone interested in removing an
item from the Consent Calendar.
4.1 Minutes of Regular Meeting of September 28, 1987
STAFF RECOMMENDATION: Approve
4.2 City Treasurer's Investment Report for Period Ending September 30, 1987
STAFF RECOMMENDATION: Approve
4.3 Claim Submitted by George Filstead
Mr. Filstead submitted a claim on September 22, 1987 alleging conspiracy, slander and
harassment.
STAFF RECOMMENDATION: Deny claim and direct Staff to notify claimant and City's Insurance
Provider
4.4 Agreement for Towing Services for Abandoned Vehicles
This agreement would add one additional tow company, Gordon & Son's Towing to the two
existing companies, Allen's Towing and Save Tow, to remove abandoned vehicles from City
streets.
STAFF RECOMMENDATION: Authorize Mayor to execute agreement.
4.5 Warrant Register dated October 12, 1987
STAFF RECOMMENDATION: Approve
4.6 Participation in Alameda County Community Development Block Grant Program for the 1988, 1989 &
1990 Program Years.
The Alameda County Staff has invited the City to participate in the upcoming Urban County
Community Development Block Grant (CDBG) Program for the 1988, 1989 & 1990 Program years.
STAFF RECOMMENDATION: Adopt resolution agreeing to participate and authorize Mayor to execute
agreement.
4.7 Acceptance of Work - Contract 87-1 - Dublin Boulevard Signal Interconnect
Improvements constructed by this project have been reviewed by the City Engineer and found
to be complete. This project was completed within the amount budgeted for construction.
STAFF RECOMMENDATION: Accept improvements under Contract 87-1 and authorize payment to Steiny &
Co., Inc. ( $13, 781.81 )
5. WRITTEN COMMUNICATIONS
5.1 From Alameda County Supervisor Don Perata regarding Measure C
Supervisor Perata has requested City Council endorsement of Measure C, which would permit
the County to increase its Proposition 4 limitation.
STAFF RECOMMENDATION: Consider
6. PUBLIC HEARING
6.1 Loading Zone and No Parking Zone, Scarlett Court at Curtiss Dodge
This item was continued from the meeting of September 28, 1987 and establishes no parking
and one-hour parking zones and a loading zone on Scarlett Court in front of the Valley Boat
House and Curtiss Dodge.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance on
an urgency basis.
6.2 Ordinance Requiring Permits for the use of Sound Amplification Equipment
This ordinance, which is part of the comprehensive municipal code revision process, would
require a permit for the operation of any mobile public address sound system equipment on
any street within the City. The permit process is delineated, as well as the appeal
procedure, should an application for permit be denied.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and introduce ordinance
6.3 Public Employees' Retirement System (PERS) Amendment to Agreement - 1959 Survivor Benefit
The City provides retirement benefits through the Public Employees' Retirement System
(PERS). The curent agreement provides for a basic plan which does not provide for ongoing
survivor benefits in the event of a member's death. The proposed amendment would add
additional benefits in the event of an employee's death. The cost of the benefits is shared
by both the employer and the employee.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance.
6.4 Ordinance Regulating Gaming
This ordinance, which is part of the comprehensive municipal code revision process, would
regulate gaming within the City. The proposed ordinance specifically prohibits any game,
gambling, or gaming not mentioned or included in Section 330 or 330a of the Penal Code. The
intent of this ordinance is to regulate against the establishment of "card rooms" within the
City. This ordinance is not intended to dissuade friends or neighbors from playing "draw
poker", provided it is not played as a banking or percentage game.

8. NEW BUSINESS
8.1 Senior Center Advisory Committee
Staff has prepared guidelines for the formation of a Senior Center Advisory Committee to
advise the City on the operation of the Senior Center.
STAFF RECOMMENDATION: Approve formation of Senior Center Advisory committee and direct Staff to
advertise committee openings
9. OTHER BUSINESS
10. CLOSED SESSION - Potential Litigation, Government Code Section 54956.9(c), Pending Litigation, City
of Dublin vs. Pet Prevent-A-Care, Inc., Government Code Section 54956.9(a).
