DUBLIN CITY COUNCIL
REGULAR MEETING - October 13, 1986

3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Manager to have their
particular concern placed on the agenda for a future meeting.
3.1 Proclamation declaring October 15, 1986 as White Cane Safety Day
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for purpose of public
input may request the City Council to remove the item from the consent calendar. The request may be
made at the time that the Mayor asks the audience members if there is anyone interested in removing an
item from the Consent Calendar.
4.1 Minutes of Regular Meeting of September 22, 1986
STAFF RECOMMENDATION: Approve
4.2 City Treasurer's Investment Report for period ending September 30, 1986
STAFF RECOMMENDATION: Approve
4.3 Summer Youth Employment Program
The Recreation Department sponsored a Youth Employment Program during the 1986 summer
quarter. The program registered 185 youths, placed 70 youths in jobs and received 126 job
orders.

4.4 Report from Recreation Director - Summer Quarter Recreation Report
This report summarizes the activities of the City's Recreation Department for the 1986
summer quarter.

4.5 Destruction of Records related to April 1984 Election
Government Code Section 34090 allows the destruction of certain records after a specified
period of time. Staff has researched and City Attorney concurs that these records may be
destroyed.
STAFF RECOMMENDATION: Adopt Resolution
4.6 Amendment of Resolution No. 6-82 establishing posting locations of City Ordinances
Staff currently posts ordinances at 3 locations within the City of Dublin, and has
determined that changing one of the locations from Dublin San Ramon Services District
Offices to the Shannon Community Center would better serve the pUblic, due to the high
volume of public attendance at various programs at the Community Center.
STAFF RECOMMENDATION: Adopt Resolution
4.7 Acceptance of Work - Tract 4943
Improvements are complete in Tract 4943 and acceptance is in order. Bond amounts are being
reduced.
STAFF RECOMMENDATION: 1) Adopt resolution to accept the work as complete; 2) authorize Staff to
accept maintenance bond in connection with guarantee of work at future date.
4.8 Grant Application to CalTrans for Fuel-Efficient Traffic Signal Management Program
This grant would provide funding toward the study necessary for the Dublin Boulevard signal
interconnect system.
STAFF RECOMMENDATION: 1) Adopt resolution authorizing Fuel-Efficient Traffic Signal Management
Program grant application; 2) declare this study program as categorically exempt under CEQA.
4.9 Establishment of Civic Center Advisory Committee (CCAC) and Progress Report
The selected design team led by George Miers & Associates has initiated their preliminary
design studies to determine the space required by the uses proposed at the Civic Center.
STAFF RECOMMENDATION: Approve the establishment of CCAC, confirm meeting dates and review
progress to date.
4.10 Amendment to Salary & Benefit Plan
Staff has completed a review of the benefits and developed a resolution which contains the
proposed changes and consolidates past amendments. The proposed benefit package reflects
changes in two areas: life insurance & vision care.
STAFF RECOMMENDATION: Adopt Resolution and authorize a budget transfer from the Contingent
Reserve.
4.11 Request for Traffic Control at Soccer Tournament
A request has been made for the City to provide traffic control for a Halloween Soccer
Tournament on October 25th and 26th at the Dublin Sports Grounds, if the paving of the
Sierra Court Extension project is not complete prior to the tournament.
STAFF RECOMMENDATION: Authorize City Manager to secure traffic control services if paving of
Sierra Court extension is not complete.
4.12 Warrant Register dated October 13, 1986
STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATIONS
5.1 Letter from the Hendricks Family re Davona Drive Traffic
Staff has received a letter from Mr. Hendricks, a Davona Drive resident, regarding traffic
problems on his street.
STAFF RECOMMENDATION: Receive Staff presentation; receive public input; deliberate; provide
Staff direction.
5.2 Proposition 64 - LaRouche AIDS Initiative
A request has been received for Council consideration from the "No On 64 Stop LaRouche"
Campaign

6. PUBL~C HEARING
6.1 Eminent Domain Proceedings Regarding Dougherty Road Widening
The City needs to acquire right-of-way from Southern Pacific for the widening of Dougherty
Road.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolution determining that
public interest and necessity require acquisition of certain land and directing the filing of
Eminent Domain Proceedings.
6.2 The Fishery in Dublin, PA86-053, Planned Development Rezoning and Site Development Review
On September 22, 1986, the City Council adopted a resolution approving The Fishery in Dublin
Planned Development Rezoning and Site Development Review. The City Council introduced an
ordinance amending the Zoning Ordinance. The project involves a 225+ seat restaurant at
7400 San Ramon Road. -
STAFF RECOMMENDATION: Open public hearing; hear presentation and testimony; pose questions;
close public hearing; deliberate; waive reading and adopt ordinance.
6.3 Annexation No. 2 Public Lands (Camp Parks)
On September 11, 1986, LAFCO approved the proposed Public Lands Annexatioln. Prior to
proceeding with the Annexation, the City Council must 1) conduct a public hearing to
consider any protests or objections to the annexation; 2) summarize LAFCO resolution
approving the annexation; and 3) adopt a resolution making findings regarding the protests
and take action on the annexation.
STAFF RECOMMENDATION: Conduct public hearing; accept testimony including any protests;
determine value of protests and either a) adopt resolution ordering annexation without election
or b) direct Staff to prepare a resolution ordering annexation subject to election and continue
matter to the next City Council meeting, or c) adopt resolution terminating annexation
proceedings.
7. UNFINISHED BUSINESS
7.1 Report from Planning Director re potential expansion of Hansen Ranch General Plan Amendment
Study
As part of the Hansen Ranch General Plan Amendment Study, the City Council directed Staff to
contact property owners of areas contiguous to the City to determine if they were interested
in participating in an expanded study. Responses and additional information is provided.
STAFF RECOMMENDATION: Determine whether to expand study area and if so, whether City or
property owner should pay for the expansion.
8. NEW BUSINESS
8.1 Schedule for Timely Removal of Illegal Signs
Staff has undertaken a Citywide sign survey as part of the implementation of the new sign
ordinance. The survey has begun to identify some signs which are illegal. Staff is seeking
a schedule for timely removal of illegal signs.
STAFF RECOMMENDATION: Adopt resolution establishing schedule.
8.2 Report from City Manager re Proposition 61
Proposition 61 will appear on the November 4, 1986 General Election ballot. A report
prepared by the City Manager describing the impacts of Proposition 61 on the City has been
prepared.
STAFF RECOMMENDATION: Consider aodopting resolution in opposition to Proposition 61.
8.3 Consideration of Resolution Supporting Measure B
Measure B will be on the November 4, 1986 General Election ballot. This measure would
increase the sales tax collected in Alameda County from 6 1/29 to 79. The additional 1/29
tax will be utilized for transportation improvements throughout the County.
STAFF RECOMMENDATION: Consider adoption of resolution supporting Measure B.
