HomeMy WebLinkAbout*CC Agenda 10-15-1996A G E N D A DUBLIN CITY COUNCILDUBLIN CITY COUNCIL REGULAR MEETING - Tuesday, October 15, 1996, 7:00 p.m. DUBLIN CIVIC CENTER, 100 Civic Plaza A complete packet of information containing Staff Reports and exhibits related to each item is available for public review several days prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library. 1.CALL TO ORDER 2.PLEDGE OF ALLEGIANCE TO THE FLAG 3.ORAL COMMUNICATIONS 3.1Introduction of new employee: Lieutenant Charles D. Farruggia, Dublin Police Services 3.2Introduction of new employee: Susan Garber, Office Assistant II in the Community Development Department 3.3Introduction of new employee: Patsy Rankin, Senior Center Coordinator 3.4Proclamation declaring October 23rd - 31st as “Red Ribbon Week” At this time, the public is permitted to address the City Council on non-agendized items. The Council must, however, comply with all State Laws in regard to items not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes:None 4.2Annual Report of Developer Capital Improvement Fund Deposits: Pursuant to Government Code Section 66001 (AB 1600) Annually, the City is required to present a public report regarding funds collected as part of the development process and used to mitigate project impacts. In the event that funds have not been expended after 5 years, the City Council must make certain findings to retain the monies. A Resolution will be considered by the City Council. STAFF RECOMMENDATION: Accept the report & adopt the Resolution 4.3Banner Compliance Program City Staff has prepared a report on the status of a work program that implements the City Council’s direction relating to compliance with the City’s regulations regarding Temporary Promotional Signs (banners, pennants & decorative flags). STAFF RECOMMENDATION: Receive Report. 4.4Schaefer Ranch Reorganization The Council is asked to adopt a Resolution confirming their acceptance of the terms of a tax sharing agreement previously entered into by the City and Alameda County. The agreement stipulates the City’s share of tax revenue when the Schaefer Ranch project is annexed. STAFF RECOMMENDATION: Adopt Resolution. 4.5Preliminary Financial Report for the Month of September 1996 STAFF RECOMMENDATION: Accept & file the report 4.6State-Local Transportation Partnership Program-State-Local Entity Agreement Supplement 007 (Cycle 7) The City has been applying for and receiving State grant funding to aid the City Street Maintenance Overlay Program. The 1996-97 grant by the State will match 12.84% of eligible costs and not to exceed $45,285. It is based on the proposed 96-97 Overlay Program. STAFF RECOMMENDATION: Adopt resolution approving the program supplement & authorizing the mayor to execute the supplement. 4.7Approval of Final Map for Tract 6822, California Creekside & Entering into Agreement with Alameda County for Future Dedication of Parkland This subdivision will allow a project for 154 single family homes and 123 townhomes to be segregated from the Alameda County Surplus Property Authority Santa Rita Property. It will also allow Kaufman & Broad, the Developer, to sell individual lots. Pursuant to a separate Agreement, the City will be assured the dedication of the appropriate parkland required by this development. STAFF RECOMMENDATION: Adopt resolution approving Final Map & accepting Parkland Dedication Agreement. 4.8Approval of Subdivision for Parcel Map 6879 This Parcel Map will allow the Alameda County Surplus Property Authority to subdivide their commercial shopping center site from the rest of the County property. As part of this approval, the County is agreeing to improve adjacent streets (Hacienda and Dublin Blvd.) STAFF RECOMMENDATION: Adopt resolution approving Parcel Map. 4.9Recording Agreement for Production of the Official City Song This item will authorize the Mayor to execute an agreement with Steve King Stewart to direct and produce the official City Song and provide 1,000 cassette copies. STAFF RECOMMENDATION: Authorize Mayor to execute the Agreement. 4.10Award of Bid For PC Computers, Printers and Related Equipment In accordance with the City purchasing ordinance bids were solicited for various computer components. Eight bids were received from computer vendors. Irregularities occurred on three bids and it is recommended that they be rejected. STAFF RECOMMENDATION: Adopt Resolution awarding the bid in the amount of $36,771.43 to New Technologies and reject certain bids. 4.11Warrant Register ($366,482.53) October 15, 1996 STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATIONS 5.1Letter dated September 30, 1996 from Tri-Valley Community Fund Soliciting a Contribution towards “Tri-Valley Youth Report Card Project” The Tri-Valley Community Fund is requesting a contribution of $2,500 from the City to fund a special project. The project will involve researching current issues and challenges facing teenagers in this area. The intent of the study is to produce a report to guide community . decision makers in developing effective solutions to the challenges facing today’s youth STAFF RECOMMENDATION: Receive Presentation. 6.PUBLIC HEARING 6.1Eastern Dublin Specific Plan Amendment & City of Dublin General Plan Amendment The eight elements of the amendments to the City of Dublin General Plan & Eastern Dublin Specific Plan include 1) a revision to the Eastern Dublin Specific Plan Land Use Map to rearrange land uses and to add “Industrial Park/Campus Office” as a new “combined” land use category; 2) a revision to the Eastern Dublin Specific Plan Subareas Map to modify the subarea boundaries for consistency with the changes to the Land Use Map; 3) a revision to the EDSP Road System to realign the planned alignment of Hacienda Drive north of the proposed Central Parkway; 4) a text amendment to Chapter 4 of the Eastern Dublin Specific Plan relating to nuisance and land use compatibility as a result of rearranging of land uses; 5) text amendments to Chapter 4 of the Eastern Dublin Specific Plan to bring into consistency various tables and text directly related to the change in Figure 4.1 of the Plan; 6) a text amendment to Chapter 11 of the Eastern Dublin Specific Plan relating to Hazards; 7) text amendments to Chapter 5, Traffic & Circulation to ensure consistency with the applicant’s proposed amendments and to specifically address Arnold Drive, Dublin Blvd, & Gleason Drive; 8) a revision to the General Plan to incorporate changes resulting from amendment of the 1994 Eastern Dublin Specific Plan replacing the EDSP Land Use Map with the revised EDSP Land Use Map. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolutions approving the Mitigated Negative Declaration & Mitigation Monitoring Program and the Eastern Dublin Specific Plan Amendment and General Plan Amendment. 6.2Realignment of the established Right-Of-Way Line for a New Road Parallel to and South of Dublin Boulevard between Golden Gate Drive and Regional Street (the Parallel Road) The owner of the Orchard Hardware Shopping Center has requested a realignment of the proposed road behind their center to allow additional loading docks to the rear of the building. This hearing is to hear protests to the proposed realignment. STAFF RECOMMENDATION: Conduct public hearing; deliberate; Waive reading and INTRODUCE Ordinance establishing right-of-way lines; and continue item to November 4, 1996 City Council meeting for second reading. 6.3City of Dublin Firearms Ordinance At the direction of City Council, an Ordinance has been prepared which would require a Conditional Use Permit for firearms dealers wishing to do business in a residential district. The Ordinance will enable surrounding property owners to be notified when a firearms dealer proposes to locate in a residential neighborhood.. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving Negative Declaration, and INTRODUCE Ordinance regulating firearms sales in residential areas of the City, and schedule second reading for November 4, 1996. 7.UNFINISHED BUSINESS 7.1Park Alternatives for Schaefer Ranch Project The proposed development of the 500 + acre Schaefer Ranch includes a mix of residential, commercial, open space and recreational amenities. The proposed project will generate the need for specified parkland, neighborhood & community parks. The City Council will review alternatives for the provision of parkland within the proposed development project. STAFF RECOMMENDATION: Select one of the park alternatives or provide Staff with appropriate direction. 8.NEW BUSINESS 8.1Presentation of Proposed New Area Code Alternatives being discussed for the Region currently covered by Area Code 510 A new Area Code is being planned for the local area which will affect the City of Dublin. The Area Code would not be operational until April 1998. Public input is being sought on the alternative boundaries for the new Area Code. Staff has prepared a Draft Letter to the PUC regarding concerns with the proposals which would result in 2 Area Codes for Dublin. STAFF RECOMMENDATION: Review & provide input on the proposed alternatives.
