The packet is available in the City Clerk's Office and also at the Dublin Library. REGULAR MEETING 7:00 P.M. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS 3.1 Red Ribbon Week Proclamation (610-50) Each year Dublin Police Services participates in "National Red Ribbon Week" events at the schools and in the community. Red ribbons are hung throughout the community and items with drug free messages are distributed to students. STAFF RECOMMENDATION: Present "Red Ribbon Week" proclamation to Dublin Police Services. 3.2 Public Comments At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Councii MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removetl from the Consent Calendar for purposes of pubiic input may request the Mayor to remove the item. 4.1 Minutes of Special Meeting of August 21, 2010 and Regular Meeting of October 5, 2010 STAFF RECOMMENDATION: Approve minutes. 4.2 Award of Bid - Civic Center Security System to Walsh Electronic System Technology (WEST) Corp. (600-35) Staff is seeking approval of the award of bid for the installation of the Civic Center Security System to Walsh Electronic System Technology. STAFF RECOMMENDATION: Adopt Resolution Approving Contract No. 10-06 with Walsh Electronic System Technology for the Civic Center Security System. 4.3 Approve an Amendment to the Agreement with CivicPlus for the Development, Design, Hosting, Support and Maintenance of the City's Website (600-30) October 19, 2010 Dublin City Council Agenda Page 1 of 4 Staff is seeking an amendment to the current agreement with CivicPlus in order to provide additional service options that have been identified through the implementation process of the new website. STAFF RECOMMENDATION: Adopt Resolution Approving a First Amendment to Consultant Services Agreement between the City of Dublin and CivicPlus for Website, Design, Development and Annual Hosting, Support and Maintenance of the City's Website to allow for the inclusion of additional service options. 4.4 Emerald Glen Activity Center Purchase Agreement (600-30) The 2010-2015 Five-Year Capital Improvement Program (CIP) includes the Emerald Glen Activity Center Acquisition Project. Funding was included in the budget to acquire the Activity Center during Fiscal Year 2010-2011. The City currently leases the building from Mobile Modular. The CIP also includes funding to make minor improvements to the building. STAFF RECOMMENDATION: Adopt Resolution Authorizing the City Manager to Execute a Purchase Agreement for the Emerald Glen Activity Center. 4.5 Fiscal Year 2010-2011 Goals and Objectives Quarterly Report and Capital Improvement Projects Status through September 30, 2010 (100-80) The City Council will receive a quarterly status report on the adopted Fiscal Year 2010-2011 Goals and Objectives and Capital Improvement Projects. The report includes the current status of the year's adopted objectives and proposed completion dates for the objectives. The report also includes the status of funded Capital Improvement Projects. STAFF RECOMMENDATION: Receive the report; and approve deletion and addition of identified objectives in Fiscal Year 2010-2011 Goals and Objectives program. 4.6 Check Issuance Reports and Electronic Funds Transfers (300-40) STAFF RECOMMENDATION: Review and authorize the issuance of payments. 5. WRITTEN COMMUNICATIONS - None. 6. PUBLIC HEARINGS 6.1 Amendment to Chapter 8.84 (Sign Regulations) of the Dublin Zoning Ordinance related to Temporary Promotional Banners (400-30) The City Council will review City-initiated amendments to Title 8 of the Dublin Municipal Code (Zoning Ordinance) related to Sign Regulations. The proposed amendments will make permanent those changes related to temporary promotional banners that the City Council approved on a temporary basis in July 2010. The changes included allowing additional time for banners, changes to the size of permitted banners, and reducing the time period in between displays. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive the reading and INTRODUCE Ordinance Amending Chapter 8.84 (Sign Regulations) of the Zoning Ordinance related to Temporary Promotional Banners. 6.2 Amendments to Chapter 8.108 (Temporary Use Permit) of the Zoning Ordinance (450-20) At the request of the City Council, Staff has been reviewing the Zoning Ordinance for ways to provide a stimulus to the business community and property owners during the current economic climate. To this end, Staff is recommending changes to Chapter 8.108 of the Zoning Ordinance (Temporary Use Permit) to create new categories that will facilitate easier approval of Temporary Use Permits. In addition, Staff has received numerous requests by Automobile Dealers for a change to the Zoning Ordinance to allow for a special type of temporary promotional event that is not currently addressed in the Zoning Ordinance. In June 2010, the City Council directed Staff to work on an amendment to the Zoning Ordinance to allow for this new type of promotional event. October 19, 2010 Dublin City Council Agenda Page 2 of 4 STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive the reading and INTRODUCE Ordinance Amending Chapter 8.108 (Temporary Use Permit) of the Zoning Ordinance. 6.3 Dublin Transit Center Site E-1 (Esprit at Dublin Station) - Planned Development Rezone with a related Stage 1 Development Plan Amendment and Stage 2 Development Plan and an Amendment to the Development Agreement for the Dublin Transit Center Site E-1 Project. PA 09-00 (450-30/600-60) This public hearing item was continued from the October 5, 2010 City Council meeting to October 19, 2010. D.R. Horton, Inc. is proposing to construct a multi-family residential townhouse community with 105 units on + 4.1 net acres of land within the Dublin Transit Center project on Site E-1. A Planned Development Rezone will allow the development of either the 105-unit Esprit at Dublin Station Project (proposed) ar the 300-unit Metropolitan at Dublin Station project (previously approved). The proposed amendment to the existing Development Agreement for the project site relates to the allowed density of uses (to permit the 105-unit project), an extension of the existing Agreement term by seven years, an amendment to the affordable housing obligations for the property, and a provision on a public art fee. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive the reading and INTRODUCE Ordinance Approving a Planned Development Rezone with a Related Stage 1 Development Plan Amendment and Stage 2 Development Plan for the Esprit at Dublin Station Project; and waive the reading and INTRODUCE Ordinance Approving Amendment 1 to the Development Agreement for Dublin Transit Center Site E-1 (Esprit at Dublin Station). 7. UNFINISHED BUSINESS - None. 8. NEW BUSINESS 8.1 Exploring the Feasibility of Establishing a Human Services Commission (430-40/585-95) One of the City Council Objectives for Fiscal Year 2010-2011 is to explore the feasibility of establishing a Human Services Commission that could provide policy direction on housing, health and wellness, social services, etc. This Staff Report contains an analysis of the potential establishment of such a commission, a review of alternatives to establishing a commission, and a recommendation for further action. STAFF RECOMMENDATION: Provide Staff with direction on which option to pursue. 8.2 Camp Parks Historical Artifacts (910-40) The City Council has a high priority obj ective (Culture & Leisure, Heritage & Cultural Arts, #9) to work with U.S. Army Reserve Camp Parks to preserve its history during the redevelopment of the facility. Correspondence has been received from Lieutenant Colonel Friend, Garrison Commander at Camp Parks, outlining the conditions to be met to facilitate donation of historical artifacts from the former history museum at Camp Parks. STAFF RECOMMENDATION: Direct Staff to send a letter to Lieutenant Colonel Friend indicating the City's interest in securing a donation of historical artifacts from the former history museum at Camp Parks; and direct Staff to pursue the concept of a permanent museum of military history at the community park in the future Camp Parks development. 8.3 City Sponsorship of Earl Anthony Memorial Professional Bowler's Association (PBA) Open (150-50) The City Council will consider sponsorship of the Earl Anthony Memorial PBA Open and approval of a Budget Change for $3,000. STAFF RECOMMENDATION: Approve the sponsorship of the Earl Anthony Memorial PBA Open and approve the Budget Change. 8.4 Joint Powers Agreement with Regional Government Services Authority and Location Government Services Authority (600-40) October 19, 2010 Dublin City Council Agenda Page 3 of 4 The City Council will consider adopting two resolutions authorizing the City Manager to enter into two Employment Joint Service Authorities for the purpose of providing professional development training opportunities to City Staff and to designate a representative to serve on the Board of Directors of both Joint Services Authorities. STAFF RECOMMENDATION: Adopt Resolution Approving the Joint Powers Agreement Creating the Regional Government Services Authority; and adopt Resolution Approving the Joint Powers Agreement Creating the Local Government Services Authority. 9. OTHER BUSINESS 9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234). 10.
