DUBLIN CITY COUNCIL
REGULAR MEETING - October 24, 1988

1. CALL TO ORDER
2. PLEDGE OF ALLEGIANCE TO THE FLAG
3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Manager to have their
particular concern placed on the agenda for a future meeting.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for purpose of public
input may request the City Council to remove the item from the consent calendar. The request may be
made at the time that the Mayor asks the audience members if there is anyone interested in removing an
item from the Consent Calendar.
4.1 Minutes of Regular Meeting of October 10, 1988
STAFF RECOMMENDATION: Approve
4.2 Shannon Park Landscape Architectural Services
The Council will review the 'Request for Proposal seeking professional design services for
the renovation of Shannon Park.
STAFF RECOMMENDATION: Approve RFP for Shannon Park Renovation and authorize Staff to advertise
for consultants
4.3 Revision of Park & Recreation Commission Bylaws and Rules of Procedure
The Park & Recreation Commission has requested that the City Council consider amending the
Bylaws and Rules of Procedure whereby election of Commission Officers would be in December
instead of October.
STAFF RECOMMENDATION: Adopt Resolution

5. WRITTEN COMMUNICATIONS
5.1 Formation of County Service Area for Bridges
Alameda County currently maintains three estuary bridges within the City limits of Oakland
and Alameda. These bridges service traffic from throughout the County. Special funding is
available provided that the County forms a County Service Area for bridges. The arrangement
would not require any assessment without the consent of each individual City.
STAFF RECOMMENDATION: Adopt Resolution
5.2 Request for Endorsement of Measure E
This measure would place a $10 parcel tax per benefit unit throughout the County for the
purpose of funding Drug Prevention Programs in schools, after school sports and recreation
programs, as well as other activities aimed at discouraging drug use. Ed Campbell, Chairman
of the Alameda County Board of Supervisors is requesting that the City endorse this measure.
STAFF RECOMMENDATION: Consider.
6. PUBLIC HEARING
6.1 Request for 20 Minute Parking Zone in front of 6908 Sierra Court
The owner of Equinox Press, 6908 Sierra Court has requested that the City establish a 20
minute parking zone in front of his business.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE
ordinance establishing 20 minute parking zone.
6.2 Request for Stop Signs on Silvergate Drive @ Rolling Hills Drive; Establishment of No Parking
Zone on Silvergate Drive adjacent to Rolling Hills Circle
The Silvergate Highlands Townhouses Owners' Association requested that the City consider
installing stop signs at Silvergate Drive/Rolling Hills Drive. The City's Traffic Engineer
has studied the intersection and determined that stop signs are warranted because of sight
distance restrictions.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolution designating
placement of stop signs on Silvergate Drive @ Rolling Hills Drive/Rolling Hills Circle; adopt
resolution establishing 125' of no parking zone on east side of Silvergate Drive south of
Rolling Hills Circle.
6.3 Abandonment of Rolling Hills Drive - Stub End East of Crekside Drive and Abandonment of Parcel
A, Tract 4991
This item was continued from the meeting of October 10th in order to resolve several
questions raised by the Council and the public. The City does not wish to retain either the
small piece of street right-of-way (Rolling Hills Drive stub), or the offer of dedication of
Parcel A.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolution abandoning Rolling
Hills Drive east of Creekside Drive; adopt resolution abandoning Parcel A of Tract 4991.

8. NEW BUSINESS
8.1 Request for Endorsement of Measure AA
The East Bay Regional Park District has asked that cities support Measure AA, the Regional
Open Space, Wildlife, Shoreline and Park Bond. The Park & Recreation Commission reviewed
the provisions of this measure on October 11, 1988 and have recommended that the City go on
record in support of the bond measure.
STAFF RECOMMENDATION: Consider.
