At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci l Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council ~ deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions

4 . CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 City Treasurer's Investment Report as of September 30, 1992
The City'S Investment Portfolio totals $16,299,171.88, and
is invested with a weighted average yield of 5.441%.
STAFF RECOMMENDATION: Receive Report
4.2 Authorization to Enter Negotiations for Sale of Public
Property - Remnant Parcels from Dublin Boulevard Extension
Acquisitions
These properties are remnants from the Dublin Boulevard
Extension acquisitions which are not needed by the City for
street right-of-way.
STAFF RECOMMENDATION: Authorize Staff to begin the process
for sale of these properties as required by the Government
Code.
4.3 Acceptance of Gifts to City
The City Council will consider acceptance of four gifts
from members of the community for use by the City's
Preschool and Senior Programs..
STAFF RECOMMENDATION: Accept gifts and direct staff to
prepare formal acknowledgments to the donors.
4.4 Summer 1992 Aquatics Report
This report summarizes the 1992 Aquatics season at the
Dublin Swim Center..

4.5 Summer Quarter 1992 Recreation Report
This report summarizes the activities conducted by the
Recreation Department during the summer quarter of 1992.

5 .. WRITTEN COMMUNICATION
5..1 Letter from Dublin San Ramon Services District regarding
future use of old District Offices
The City Council will consider whether or not the City has
a need for the old DSRSD offices.
STAFF RECOMMENDATION: Direct Staff to respond to DSRSD that
the City is not interested in utilizing this facility.
5.2 Letter from the Dublin Unified School District regarding
Notice of Intent to Sell a portion of Fallon School site as
surplus real property
The City Council will consider whether or not the City has
a need to purchase the kindergarten building (Kaleidoscope
Activity Center) at the old Fallon School site.
STAFF RECOMMENDATION: Direct Staff to notify the DUSD that
the City is not interested in purchasing the property.

7. UNFINISHED BUSINESS
7.1 ABAG Platform on Growth Management
Since the spring of 1992, a number of groups have been
working on developing recommendations on the unresolved
principles included in the original ABAG Platform on Growth
Management
STAFF RECOMMENDATION: Review ABAG Platform on Growth
Management, Economic Development Advisory Board proposal and
the Alameda County City Management Association recommendation.
8. NEW BUSINESS
8.1 Proposed Plan for Expenditure of Measure D Funds
The settlement of the initial Measure D lawsuit provided
for a distribution of certain funds for recycling and/or
source reduction activities. The City has unappropriated
funds available for additional activities. One proposed
expenditure is a rebate to residential garbage customers.
STAFF RECOMMENDATION: Consider proposed expenditure plan and
provide any recommended adjustments or modifications;
authorize necessary budget change and additional
appropriation; and direct Staff to prepare any necessary
contracts to implement the expenditure.
8.2 Informational Item for the Alameda County Congestion
Management Agency Draft Deficiency Plan Guidelines
In June, 1990, voters approved Proposition 111, which
increased the gas tax up to 9 cents. To receive these and
new Federal (ISTEA) funds, local jurisdictions are required
to develop a Congestion Management Program. As part of the
CMP, local jurisdictions must prepare a Deficiency Plan if
the level of service on any segment of the CMP network
becomes "F".
STAFF RECOMMENDATION: Accept report and provide comments on
CMA draft deficiency plan guidelines.
8.3 Procedures Related to Appointments to Planning and Park &
Recreation Commissions and Senior Center Advisory Committee
In the past, appointments to the City's various commissions
ICommittees were made by individual Councilmembers. The
term of the appointee ran concurrent with the 4-year term
of the appointing Councilmember. The City's first directly
elected Mayor will be sworn into office for a 2-year term
following the November, 1992 election, and in accordance
with state Law, a directly elected Mayor makes all
appointments, with the approval of the City Council.
STAFF RECOMMENDATION: Discuss and determine: a) length of
terms; b) whether term limitations should be removed or remain
on Planning Commissioners; c) whether term limitations should
be placed on the Park & Recreation Commission and the Senior
Center Advisory Committee; d) the process by which
appointments will be made and confirmed. Direct Staff to
prepare necessary documents for presentation at a public
hearing at the November 9, 1992 Council meeting.
804 MUlti-Family Recycling Program
In order to comply with state mandates related to waste
reduction, a Source Reduction Recycling Element (SRRE) was
adopted in March, 1992. The SRRE recycling component
identified that the City would implement a mUlti-family
recycling program by 1995.
STAFF RECOMMENDATION: Receive report and provide direction on
whether the City should enter into direct negotiations with
Livermore-Dublin Disposal or issue a Request for Proposal
(RFP). Input on the draft RFP should be provided if this
option is selected..
8.5 Resolution approving Agreement with Alameda County regarding
Tax Exchange upon Annexation of Western Dublin
An agreement has been negotiated between City Staff and
Alameda County Staff with regard to the amount of property
tax to be shared in conjunction with the consideration and
adoption of the Western Dublin General Plan and Specific
Plan..
